Commencement:
· The meeting began at 7:05 p.m. with five LPC members present.
Adoption of Meeting Minutes:
· Acceptance of LPC meeting minutes from January 22, 2013 and February 5, 2013
MOTION made by Sam McCullough, seconded by Maureen Cullinane, to accept the 1/22/2013 LPC
meeting minutes.
Motion carried: 41011 (Anne Murray abstained as she was not present during 112212013 LPC
meeting; Eric Keil not in attendance at time of vote)

meeting minutes.

Land Preservation Applications and Inquiries:
· STATUS OF PENDING PROJECTS AND INQUIRIES
Melissa Spiro, Land Preservation Coordinator gave status update on several projects.
SCTM #1000-100.-4-4 (SIDOR FARM)
New LPC Application
Melissa Spiro gave background information, including meetings throughout the years with Martin
Sidor, one of the four landowners of this 60+ acre active farm.
There is the possibility of federal grant funding for this project; however, proposal is due by the end of
March 2013. LPC members favorable to submitting grant application and will consider purchase of
development rights easement even if grant is not awarded to this project.
MOTION made by Lillian Ball, seconded by Maureen Cullinane, to direct Melissa Spiro as Land
Preservation Coordinator, to commission an appraisal in accordance with federal grant guidelines on
the Sidor Farm (SCTM #~1000-~100.-4-4) for the purchase of a farmland development rights easement
on the project plan presented.

Status update
Melissa recently met with Doug Cooper at which time he asked for clarification on several points in
proposed easement language. LPC agreed to add a 30-day time frame for the section per~aining to
the requirement for LPC review. Melissa will advise Mr. Cooper of this revision. The other questions
raised by Mr. Cooper will be reviewed after he responds in writing to the Committee's ~1/30/20~13
letter.

General Land Preservation Items:
· NYS OPEN SPACE REGIONAL ADVISORY COMMITTEE
Melissa Spiro has been appointed to the NYS Regional Advisory Committee for the 20~13 Open
Space Plan. The first meeting is on March ~15, 20~13. After the meeting, Melissa will coordinate list of
properties for 20~13 Plan.
EASEMENT/POLICY DISCUSSION
Not discussed due to time constraints; however, Melissa will send to LPC via e-mail Town Code
references to "development right" definitions. LPC to work on clarifying and defining what a
"development right" is.
· STATE FARMLAND GRANT UPDATE
Melissa Spiro, in her position as Land Preservation Coordinator, attended a meeting of the NYS
Farmland Protection Group on February 28, 20~13 in Albany, New York, hosted by NYS Agricultural
and Markets. Melissa gave repor~ to LPC of various topics discussed relating to State farmland
grants.
· TERM EXPIRATION OF LPC MEMBERS
LPC members with terms expiring on March 3~1, 20~13 were asked if they would consider remaining on
the committee and extending their terms. Letters of interest in doing so will need to be sent to the
Town Clerk/Town Board before the end of March 20~13.
Next Regular Meeting:
· The next regular meeting will be held on Tuesday, March 19, 2013 at 7:00 p.m. in the Annex
Executive Board Room. (potential conflict with Suffolk County Farmland meeting)
