HomeMy WebLinkAbout03/13/2013 Town of Southold Housing advisory commisSion MEETING MINUTES MEETING #80 March '13, 20'13 Present: Rona Smith, Dan Sarnowski, Michael Herbert, LeRoy Heyliger, Beth Motschenbacher, Frederick Andrews, Eric Dantes, John Viterltti, Jeanne Kelley, Councilman Chris Talbot and Phillip Beltz. Excused: John Vahey. Meetin9 began at 5:30 p.m. Approval of Minutes: The minutes of February 13, 2013 were approved. Resale of Properties at Cottaqe Way: Both contracts continue to proceed; one needed Town Board approval of pre-possession agreement prior to closing. Update of Prospective Development of Apartments: Phillip reported that prospective developer has agreed to scale down number of units and was advised to develop a preliminary concept plan to present to the Planning Board. RFP Modification: Dan and Rona met with Phillip to review any proposed modifications to the RFP and distribution list. No revisions were suggested. RFP will not be further disseminated until deemed necessary. Proposed CPF Tax Exclusion for First-Time Homebuyers: No response--Phillip resent email to Riverhead Town Attorney and is waiting to hear from them. The last Town Board meeting was cancelled due to inclement weather. Habitat for Humanity-Suffolk County 72H Opportunity in Orient: Rona and Phillip looked at the prospective site in Orient, an extremely blighted property that will require demolition. Habitat Interim Director, Diane Burke, met with the Town Board to discuss partnership to develop the site. Chris reported that the Town Board appeared very supportive of developing the site. Several households volunteered (via NF Patch) to assist with building the home and Dan will collect names of volunteers that can be utilized in the future. CDCLI Home Matters Initiative: Log on www. HomeMattersAmerica.com Suffolk Times Advertisement: Phillip ran an advertisement to inform public about affordable housing opportunities including resale units of the Cottages at Mattituck. Additonal Goal for Implementation 20'13: Review of affordable housing "Policies and Procedures" and "Permanent Fixed Improvements" policy. Other: John prompted further discussion of whether purchases of short sales were viable alternative to develop an inventory of affordable housing and thereby averting foreclosures. Jeanne reported this most likely would not be feasible for banks to participate as it can be very complex with multiple parties having liens on property. It would also be difficult for the Town to become involved with independent transactions. Michael suggested that HAC visit the newly developed SummerWind apartments in Riverhead that were developed with assistance of Suffolk County Workforce Housing and the Long Island Housing Partnership.
