A meeting of the Southold Town Conservation Advisory Council was held Tues., February 12,
2013 at the Southold Town Hall Annex, 54375 Route 25, Southold

CALL TO ORDER
The meeting was called to order at 4:30 PM by Chairman Peter Young.
NEW BUSINESS
Chairman Peter Young will be out of town next month. John Stein will chair the next meeting
scheduled for March 13th.
Members Derek Bossen and William McDermott attended the Trustees Regular meeting held on
Wed., January 23rd. Bill stated that the Trustees approved the reconstruction of bulkheads with an
increase in height, as well as the DEC.
The members agreed that it would be prudent to create a list of bullet points of concerns to
discuss and finalize at the next meeting. They will then present the list to Trustee President Jim
King and Supervisor Scott Russell at a separate meeting.

DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION
PERMIT APPLICATIONS
Moved by Audrey Horton, seconded by Jack McGreevy, it was
RESOLVED to SUPPORT the Wetland Permit and Coastal Erosion Permit applications of
SUZANNE MOYSE, MARY GUERRIERA & JENNIFER BLACKHALL to remove and replace 86'
of storm damaged bulkhead; install new 12' bulkhead return and reconstruct decking all in same
location as pre-hurricane Sandy.

The CAC Supports the applications and recommends all run-off is contained into drywells. In

RESOLVED to SUPPORT the Wetland Permit and Coastal Erosion Permit applications of KIRL
O'FARRELL & DENISE CERASANI to construct approx. 131 If. of vinyl or fiberglass bulkhead
partially in the same location, partially landward of, and up to +/-12" higher than existing storm
damaged concrete seawall to be removed; construct two (2) 16' returns; maintain as stone toe
armor at south/west end of proposed bulkhead the existing stone previously emplaced pursuant to
Wetland Permit #6841 & 6841C; maintain or remove as necessary existing concrete retaining
walls exposed by storm erosion at south/west end of property; reconstruct storm damaged 12.5'X
14.5' deck and 3' wide stairs landward of new bulkhead; reconstruct storm destroyed 3.5'X 3.5'
platform and 3.5' steps on seaward side of bulkhead; backfill/renourish storm eroded area
landward of bulkhead with approx. 500 cy. of clean sandy fill to be trucked in from an approved
upland source; and plant restored sloped embankment to north/east of reconstructed deck with
native vegetation.

behind bulkhead to re-establish grade.

and location.

deck. House to be elevated 4' or more (6' high foundation). Repair, replace and add new structural
members.

creating an armored rip rap revetment, place native material fill and plant with native grasses and
shrubs.
