Box 1179 Southold, New York 11971 Parks, Beaches and Recreation Committee MINUTES February 20, 2013 Meeting 6:30 P.M. in the Conference Room, Annex Present were: Chairman, Vincent Orlando; Members: Jeff Standish, Ken Reeves, John Betsch and Nancy Foote Call to order: Chairman Vincent Orlando called the meeting to order at 6:30 P.M. Below are discussion items: Siqnaqe - Handout displaying proposed signage was distributed to the committee. The handout displayed a larger kiosk style sign that consolidates all the signage required by the Board of Health and otherwise. Currently the signs are spread out over several posts and look untidy. The committee agreed the proposed signage would look better, neater. Vinny Orlando suggested two kiosks for the two entrances at McCabes Beach. Vinny would like to bring the idea before the Town Board for money from Park and Recreation budget for newsignage. Ken Reeves added the Health Dept requires that the signs be visible at the entrances. Vinny will inform Jeff of the signage and size requirements. Vinny also thought that signage on the lifeguard stands could be attached with screws for easy removal for changes that need to be made. Committee also discussed possible installation of siding on bathrooms at McCabes. Materials for consideration: plastic, cedar shingles and cement. ADA Playqround - Committee discussed the quote to install the whirl (merry go round), $6000.00. John Betsch thought it was not worth the money. Vinny added that the safety zone needed to surround the equipment is very expensive. Strawberry Field Use - The Suffolk Bicycle Riders would like to hold their annual biking event using Strawberry Fields as a beginning and ending point for the event. They need parking for approx 200- 250 cars. Ken Reeves distributed the request form for the committee to review and wanted the group's opinion. Jeff Standish does not have a problem with a large event but he believes it's up to the Police Dept due to traffic and road issues. Ken said he would talk to Chief Flatley and put it up on a resolution for the Town Board to review. Vinny added that there may be a fee for the police to monitor and control the traffic on the day of the event. Doqs on Beaches and Leash Laws - The committee discussed the proposal under review by the Town Board regarding unleashed dogs on the beaches while the lifeguards are on duty. The committee believes this creates a distraction for the lifeguards and can put swimmers at risk. Vinny will submit a letter to the Town Board stating the committee's recommendation of no dogs on the beach while lifeguards are on duty. Ken Reeves would like to see a "no dogs on beach Memorial Day to Labor day" policy. Jeff thought that allowing dogs on the beach at certain times should be permissible. Field Usaqe - The committee reviewed the Field Usage Guidelines and Application. Application language and few items were changed. John Betsch wanted to know if requiring a resolution would create a lot of paperwork for the Town Board. Vinny did not think so. Ken suggested one resolution for the season and informed the committee that Supervisor Russell currently signs off on the teams. Vinny asked if the Football Field at Corcoran Park could be used for soccer. Jeff replied no. After this spring the field will finally be ready. It can be used for overflow on occasion to fill in a tight scheduling situation but not for regular or all day affairs. Jeff added that there needs to be a rain policy stating no use of the field after heavy rain. Ken distributed the Mattituck Park District Field Use Policy for committee review.
