Box 2003 Bridgehampton, NY 11932 RE: CHRISTOPHER STABILE 9975 NASSAU POINT ROAD, CUTCHOGUE SCTM# 119-1-10 Dear Mr. Anderson: The following action was taken by the Southold Town Board of Trustees at their Regular Meeting held on Wednesday, December 17, 2014: WHEREAS, Suffolk Environmental Consulting, Inc. on behalf of CHRISTOPHER STABILE applied to the Southold Town Trustees for an Amendment to Wetland Permit #8027 under the provisions of Chapter 275 of the Southold Town Code, the Wetland Ordinance of the Town of Southold, application dated July 26, 2014, and, WHEREAS, said application was referred to the Southold Town Conservation Advisory Council and to the Local Waterfront Revitalization Program Coordinator for their findings and recommendations, and, WHEREAS, the LWRP Coordinator recommended that the proposed application be found Inconsistent with the LWRP, and, WHEREAS, the Board of Trustees has furthered Policy 6.3 of the Local Waterfront Revitalization Program to the greatest extent practical through the imposition of the following Best Management Practice requirements: the issuance of a permit on the structure, and, 2 ' WHEREAS, the structure complies with the standards set forth in Chapter 275 of the Southold Town Code, and, WHEREAS, the Board has determined that the project as proposed will not affect the health, safety and general welfare of the people of the town, NOW THEREFORF RF IT, RESOLVED, that for the mitigating factors and based-upon the Best Management Practice requirements imposed above, the Board of Trustees deems the action to be Consistent with the Local Waterfront Revitalization Program pursuant to Chapter 268-5 of the Southold Town Code, and, BE IT FURTHER, RESOLVED, that the Southold Town Board of Trustees APPROVES the Amendment to Wetland Permit#8027 for the as-built +/-3' high by+/-63' long wood retaining wall located within the northeastern section of the property; with the condition if the structure is rebuilt it must be constructed to Code standards; and as depicted on the site plan prepared by Christopher Stabile, P.E., received on December 15, 2014, and stamped approved on December 17, 2014. Y. d///9/Ze/* Request For Permit For Retaining Wall Immediately after the catastrophic damage done by Hurricane Sandy, with the bulkhead gone and the potential for losing the remainder of the bluff, a retaining wall was built. It was constructed about 10 feet from the original bulkhead with treated posts 8 inch by 8 inch by 12 feet long on 6 foot centers for 60 feet.The posts were each embedded about 6 to 7 feet into the sand and anchored with cement.Treated crossboards measuring 2 inch by 12 inch by 12 feet long were secured to the posts on the bluff side.The bluff was then backfilled with 400 yards of sand thereby restoring some of the bluff. The bulkhead was next.Fabrication of the bulkhead required deep excavation on the seaward side of the retaining wall causing significant loss of support for the wall.The excavation together with additional lateral loading from massive machines atop the bluff resulted in some bowing of the retaining wall although the wall held the bluff with no other effects. After completion of the bulkhead,the void between the bulkhead and the retaining wall was backfilled with 700 yards of sand. (As an aside,with our neighbor Mr. Murphy's approval (he was in Florida), 40 yards of sand was used to fill his void at the same time). With all work now completed,the retaining wall posts project no more than 2 feet above the sand and are embedded 10 feet below the sand. The retaining wall has withstood severe conditions and will continue to hold up under any expected normal or extreme conditions. ✓f . Christophertabile 9975 Nassau Point Road Cutchogue, N.
