Regarding your concern of energy use, in our cost analysis and design we have chosen to equip and run the building on a 460/3 phase service. As an example of our savings comparing to a 230/3 phase service, 30 HP motor supplied with 230/3 phase would consume 282 AMPS, while the same 30HP motor supplied with 460/3 phase would be consuming 143 AMPS for the same job.Therefore, reducing the electrical usage by approximately 50%. In order to be consistent with the concurrent pending subdivision, make a note on the plan identifying the northernmost existing driveway as "ingress only". 2. Redesign the proposed drainage in the rear of the parcel to be consistent with the schematic reviewed at the Work Session which included 12" deep vegetated drainage swales; for your convenience the drainage schematic has been provided for you. Switch grass is recommended within the drainage swales and additional vegetation may also be planted. 3. III: Analysis 1. December 16, 2013 Public Hearing: a. No concerns were raised at the public hearing, hearing was subsequently closed. 2. SEQRA Type II: 617.5(c)(7) construction or expansion of a primary or accessory/appurtenant, non-residential structure or facility involving less than 4,000 square feet of gross floor area and not involving a change in zoning or a use variance and consistent with local land use controls, but not radio communication or microwave transmission facilities; 3. Town Engineer a. Please see the attached drainage schematic. b. The plan proposed would create a situation with a lot of heavy truck traffic crossing over several drains and while the proposals are traffic bearing structures, they may not be necessary in that location. Please note that the drawing provided is entirely a schematic suggestion and not a specific requirement. i. This recommendation would also increase landscaping for lot# 1 due to trees & shrubs that could be planted in these drainage areas. 4. Fire Marshall a. No objections or modifications to the proposed amended site plan.. 1 5. Cutchogue Fire District a. The Board of Fire Commissioners reviewed the site plan and found that there is adequate fire protection for the property. 6. LWRP a. The main issue discussed at this meeting was the inordinate amount of excavation proposed by the contouring shown on the preliminary map. It had been estimated that, as proposed, the amount of excavated material could be in excess of 20,000 Cubic Yards. Without justification for why it is necessary to re-grade the entire site in this manner I would consider this proposed excavation work to be mining. As you are aware, work classified as'mining would require approval from the Town Board to meet Town Code. During the meeting it was also pointed out by the applicants Architect that future Site Plan applications may wish to construct a facility with slab on grade construction and that this would be difficult to achieve with a slopped site. Upon further discussion it was determined that the subdivision roads should be built out with minor cut—fill scenarios to provide site access without major excavations of the site. Any future excavation required by site plan applications could and would be reviewed and approved by the planning process based on real site plan design layouts and requirements for actual building construction. Please consider the following: 1. This site has been subdivided in a manner that would require cross access easement agreements between the individual lots to provide adequate site access. This Right-of-Way easement has been shown with variable widths. The ROW is 50'wide at the entrance to Oregon Road and it transitions down to 40'wide through the remaining lots where it will be centered on the proposed property lines. The Highway Superintendent has indicated his approval of this 40' ROW with the stipulation that the access road will still be constructed to meet the minimum width of 28'. (NOTE: This roadway will NOT be acceptable for dedication to the Town.) 2. As proposed, this commercial subdivision will be required to accommodate a grade change between eight&ten feet that will be sloping downward from west to east. It will be difficult to design road grades and profiles without knowing how the individual site plans(showing all buildings and limits of parking lot pavement)will be developed. These site plans should be given consideration prior to the final design of road and drainage plans for the construction of this access roadway. 3. In addition to item#2 above, this access roadway should be constructed by the site Developer prior to the sale of individual lots created by this subdivision. Individual lot owners should not be responsible for the construction of the main access roadway. It is standard practice in the Town of Southold to require substantial completion of all subdivision road and drainage plans prior to construction on individual site plans that are part of the subdivision. 4. The roadway should be constructed to meet the minimum requirements of the Town Highway Specifications. This item will include but not be limited to a 28'wide asphalt roadway cross section that will be constructed with Concrete Curbing and drainage to meet Town Code Chapter 236 for Stormwater Management. This item will also include all required Gas, Water& Electrical utility construction including street lighting and landscaping. 5. There is also concern regarding the total extent or number of retaining walls that will be proposed for this subdivision. In an effort to build out individual site plans, it will be necessary to construct some retaining walls to accommodate the existing grade change.
