HomeMy WebLinkAbout02/13/2013 Town of Southold Housing advisory commisSion MEETING MINUTES MEETING #79 February '13, 20'13 Present: Rona Smith, Dan Sarnowski, Michael Herbert, LeRoy Heyliger, Beth Motschenbacher, Frederick Andrews, Eric Dantes, John Viterltti, Councilman Chris Talbot and Phillip Beltz. Excused/Absent:. John Vahey and Jeanne Kelley. Meetin9 began at 5:30 p.m. Approval of Minutes: The minutes of January 09, 2013 were approved. Resale of Properties at Cottaqe Way: Both contracts proceed with attorney representation. Update of Prospective Development of Apartments: Phillip reported that Town Board would like the development of apartments to be consistent with RFP (i.e. total units not to exceed 50.) He relayed information to prospective developer who will proceed and seek additional tax credits. Proposed CPF Tax Exclusion for First-Time Homebuyers: Fred and John discussed their Town Board meeting in which the Board requested that Phillip reach out to Assemblyman Thiele to clarify the process if the Board was amendable to participating in program--in addition they suggested HAC reach out to Riverhead Town to see if they would like to be included in process. Phillip spoke with Asst. Town Attorney Anne Marie Prudenti who will get back to him. Implementation of 20'13 Goals and Objectives: I. Create list of prospective developers and non-profit builders and rewrite/re-issue RFP for development of apartments: Rona, Dan and Phillip will meet to discuss before next meeting I1. CPF first-time homebuyer exemption: Fred and John ¥iteritti will have follow-up meeting with Town Board III. Market Town's affordable housing programs (e.g. resale of Cottages, accessory apartment legislation, etc. through social media, Chambers, Fire Districts, North Fork Patch, etc.): Beth and Eric will meet to develop ideas and share with HAC. IV. Host education housing forum (e.g. Family Service League HomeShare, CDCLI)- Sponsor in late Spring, develop list of speakers to discuss a wide-range of topics (foreclosure mitigation, how to create accessory apts., etc), break into groups to allow question and answers, etc. V. Set maximum sales price, rental amounts, sanitary flow credit charge: VI. Review resale formula: John Vahey VII. Develop partnerships (Habitat for Humanity, etc.) to address blight as well as develop individual lots. This could entail indentifying depressed/blighted properties that face imminent foreclosure - either provide resources to prevent foreclosure or work with banks to offer short sales of homes under $250k to households on Housing Registry. VIII. Develop/disseminate housing and human services directory. Possibly review content of Suffolk County before developing. Also speak with Karen McLaughlin, Human Services Director for possible intern assistance. IX. Explore and research infrastructure improvements to enable greater density for affordable housing.
