Parks, Beaches and Recreation Committee
MINUTES January 23, 2013 Meeting
6:30 P.M. in the Conference Room, Annex
Present were: Chairman, Vincent Orlando; Members: Councilman Chris Talbot, Jeff Standish, Ken
Reeves, Carlos Gonzalez, Nick Deegan, John Betsch and Nancy Foote
Call to order: Chairman Vincent Orlando called the meeting to order at 6:30 P.M. Below are
discussion items:
ADA Playqround -Vinny Orlando updated the committee on the ADA project. Handout on
playground safely was distributed and discussed. Committee discussed older Merry Go Round piece
not being up to code. There would need to be specific distance between equipment and ground to be
compliant but with sand as the footing this is difficult to maintain. Founder's playground pulled this
equipment off their playground because of insurance concerns and Nick Deegan reported the
Mattituck Park District removed theirs due to outdated equipment. The committee agreed that the
kids love the Merry Go Round, parents dislike it. The Town has not had any issue with this
equipment to date but footing issue needs to be addressed. Vinnie will ask Fred Druck if the Merry
Go Round can be placed a safe distance from the ADA equipment and then use any leftover funds to
pay for proper footing underneath.
Pla¥inq Fields/Shared Fields - Ken reported the local schools are willing to help the Town out
when their fields are not being used for school sports. Little League season is at the same time as
school baseball so that won't be helpful. Nick added older Mets play in Mattituck and Jeff reported
that Greenport has large grassy fields and would be happy to let the Town use. With all fields,
scheduling is the issue. When the Town has a conflict, we would like to be able to use school fields.
Ken distributed rules and regulations for field use. Discussion followed with residency issues and
registration fees. The committee believes the team roster should be submitted with proof of
residency for each player. There are many leagues, including the travel teams in question. Some
organizations are not charged but it needs to be discussed. In summary the committee would like to
propose doubling current fees on all Tiers and give preference to teams with a Southold resident
roster of 65% or more. The committee would like the Town to set up these fees for field usage or
have teams put something back into the fields for everyone to be able to utilize, ie: Hampton
Collegiate would like to donate dug outs to the Corcoran Baseball fields this spring. Jeff distributed
plans of the proposed dug out to committee members for their review. Jeff will follow up with Town
Board for final approval of project. Maintenance of shared fields is a safety issue and will need to be
addressed as the program evolves. Carlos asked if he could roll Strawberry field. He would also like
to install a sign "Play at your own Risk" at the field. Jeff reported the football field is looking great
after a rest period and will remain this way if field is not overscheduled. Nick added that the Yacht
Club field is an all dirt field that is utilized by all teams. He would like the committee to explore use of
the New Suffolk field. Nick is currently having some issues with scheduling. Lacrosse wants to use
the Aldrich fields March thru June, 5 days a week, 3-6 pm. Nick also has Shelter Island teams and
others wanting to use Aldrich fields. For booking games on Town properties, Jeff thought that the
scheduling should be 1st come, 1st serve basis. No practices should be scheduled. Ken added that
the travel teams schedules games only, not practice time. He would like to be able to call the school
when there is an overflow of games. Chris Talbot would like the committee give some thought to the
Town taking over the Park District fields. Scheduling would be easier since the Town would be
managing this task.
The meeting was adjourned at 7:50 PM. The next committee meeting has not been scheduled.
Respectfully submitted,
Nancy Foote
Committee Secretary
