Announcement: · Stephen Searl of Peconic Land Trust Stephen Searl announced that he would be leavin9 his position at Peconic Land Trust, Inc. in two weeks' time to become the Farm Manager at Golden Earth Worm Farm. LPC sent him off with their best wishes for success in his new position. Adoption of Meeting Minutes: · Acceptance of LPC meeting minutes from December 11,2012 MOTION made by Allan Connell, seconded by Maureen Cullinane, to accept the 1211112012 LPC meetin9 minutes. Motion carried: 6/0/1 (Anne Murray abstained as not present for 12/11/2012 LPC meeting) Land Preservation Applications and Inquiries: · SCTM #1000-106-9-2.3 (COOPER AgPDD) Review notes from meeting with Cooper Not discussed in length due to time constraints. LPC will discuss Dou9 Cooper's su99ested revisions in further detail. · SCTM #1000-120-3-2 & 11.8 (DiVELLO) Review of new PDR application Melissa presented PDR application and her meetings with Patricia DiVello and her sons, John and James DiVello, including background information as to landowner's plans. LPC favorable to moving forward on this application. The application offers the sale of development rights on two adjacent farm lots with 2+ and 2.5+ acres, respectively, excluded from the offer. The LPC discussed and decided that the excluded areas should be required to remain attached to the areas subject to easement. MOTION made by Eric Keil, seconded by Lillian Ball, to direct Melissa Spiro as Land Preservation Coordinator to commission an appraisal on each of the DiVello properties (SCTM #1000-120.-3-2 and #1000-120.-3-11 8) for the value of a development rights easement on the project plan presented. Motion carried: 7/0 SCTM #1000-115-2-6 (MAARATOOKA NORTH) Update re: status of State's review (potential agenda item) This item was not discussed. Applications & Inquiries for Uses or Structures on Preserved Property: · SEASONAL RETAIL SALE OF TREES ON DEVELOPMENT RIGHTS SOLD LAND LPC committee member brought up an easement violation that was seasonal in nature (retail sale of trees) taking place during the holiday season. Committee members decided to send letter to current property owners advising them that the retail sale of trees on development rights sold lands was not an allowed use and to discontinue this action. Stewardship and Management: · PIPES NECK ROAD (Laura Klahre and James Richter- 7pm appointment) Discuss bridge Laura Klahre (Land Management Specialist) and James Richter (Town Engineer) presented slide show presentation of the washed out Pipes Neck Creek Bridge due to Hurricane Sandy and a proposed replacement timber bridge plan that is ADA accessible, damie has requested price estimates from local bridge/dock builders and is meeting with FEMA representatives to determine if the bridge replacement project will qualify for FEMA funding ($7.5% of total cost). LPC favorable to bridge replacement plan and Jamie will move forward with project. Laura will keep LPC posted with progress reports. LAUREL LAKE PRESERVE (Laura Klahre and James Richter - 7pm appointment) Review proposed parking plan Laura Klahre (Land Management Specialist) and James Richter (Town Engineer) presented slide show presentation of proposed official parking area (14 parking spaces) and tree planting at Laurel Lake Preserve. To better delineate the eastern edge of the parking area, tree logs will be placed as parking headers. American Beech, Pin Oak, or similar native hardwood trees were suggested for planting in entrance area of Preserve. All trees will need ample protection from deer. A removable chain and sign posted "Emergency Access - Do Not Block" will deter dirt roadway entrance into Preserve. An overflow parking area will be provided when needed for special events beyond the restricting chain and mowed only as needed before events. DPW will mow grass area outlined on the map only once per year after November 1st. These areas include 1) the natural area north of the Pavilion's formal area, which starts approximately 40 feet north from the building, 2) the area west of the entrance driveway, and 3) the area east of the parking area. Farmstand storage building at entranceway will be painted a sage green or similar color to blend in with surrounding area. LPC favorable to proposed projects. Concerns were noted regarding unfinished projects, such as Pavilion's interior. General Land Preservation Items: · 2012 YEAR END ACQUISITION LIST Melissa Spiro distributed hand-out re: 2012 Year End Acquisition List. Next Regular Meeting: · The next regular meeting will be held on Tuesday, January 22, 2013 at 7:00 p.m. in the Annex Executive Board Room.
