Reluctantly, the cleaning bid should go to Hoppy's Cleaners because their prices are almost half of the other bidder's. However, there are some stipulations I would like to put into the bid that they abide by and they are as follows: 1. No officers are to pick up dry cleaning at Hoppys- they must all come to Headquarters to pick up clean laundry. 2. When Hoppys drops off the dry cleaning at Hqs they must also leave an itemized billing sheet with an account of what they are dropping off at Headquarters with either a supervisor or one of the Public Safety Dispatchers in the Dispatch Room.(ex. 20 shirts, 40 pants, 3 winter jackets, etc..) This comes from a failure to account for what actually is being cleaned by Hoppys. III. IV. GENERAL CONDITIONS AND REQUIREMENTS: A. No bids will be considered from individuals, firms or corporations in bankruptcy or in the hands of a receiver. B. A substitute for the product specified will be considered when the terms "or equal" are used. The bidder must submit with the bid satisfactory proof that any substitute offered is equal to the standard specified. C. All bids will be F.O.B. destination and include inside delivery. D. No charge shall be made for boxing or packing. E. If any bidder does not fully understand the specifications or conditions here, or is in doubt as to the intention of the same, he shall satisfy himself by inquiry in writing before bidding. After the contract has been entered into, the interpretations of the specifications by the Town of Southold shall be binding. SUBMITTAL OF BID: The bidder shall furnish all the data required on the quantity and specification sheets The bid shall be submitted sealed, clearly marked, "POLICE UNIFORM BID" on the outside of the container. The Town Board of the Town of Southold reserves the right to reject any or all bids which do not comply with the invitation to bidders, the specifications, instructions to bidders, or other herein contained requirements to waive any informal ity in bids, and to accept the bid which it deems most favorable to the interests of the Town of Southold. It is understood and agreed that the acceptance of the foregoing bid by the Town of Southold shall thereby constitute a contract between the Town of Southold and the bidder, comprising in its entirety the invitation to bidders, the specifications, the requirements, the instructions to bidders, the terms and conditions, the bid and the acceptance of the bid by the Town of Southold. The prices herein should not include any excise taxes and/or sales taxes imposed by any state or municipal government. The bidder hereby proposes to furnish all the necessary uniforms, clothes, linings, buttons, braids and all other materials and labor to complete the uniform requirements at and for the price named, according to the specifications that are contained herein and as required by the Town of Southold. The bidder shall also upon request file certification from each manufacturer relative to authorization, representation, delivery, service, warranties and guarantees for each product bid. All bids will be submitted as per "Unit Price", per shirt, trousers, etc. Bid will be awarded to one bidder based on the low aggregate total of all items from one source meeting the criteria as set forth in the conditions and specifications. All garments shall be tailored to each individual to insure proper fit. The necessary measurements and fittings as required are to be made at the time and place as designated by the Chief of Police. Any and all necessary adjustments and alterations shall be made within one week as not to inconvenience the Town of Southold Police Department. Delivery of all items shall be made within 30 days after receipt of the measurements. The finished garment shall be clean, well made and tailored, pressed, and be free of any defect which may affect appearance or serviceability. The contractor shall thoroughly inspect the finished garment, etc., for compliance with the Town of Southold specifications prior to inspection by the chief of Police, and prior to delivery to the Town of Southold Police Department for final inspection. All materials and workmanship contracted for and ordered under this bid will be subject to acceptance or rejection by the Town of Southold after inspection and/or tests to determine whether or not the materials and work performed by the contractor meet the requirements set forth in the invitation and specifications. The Town of Southold will furnish an official emblem to be sewn on both shoulders of each winter shirt, summer shirt, blouses, jackets, etc. Rank insignia, when required, will be furnished and sewn on by the successful bidder. Delivery will be a major factor as consideration in award of this bid. Failure of the contractor to supply uniforms as stated within the conditions herein shall result in procurement of items from another source with the additional monies incurred by the Town of Southold charged back to the contractor. Primary consideration to awards will be given to bidder's ability to complete all orders within specified time periods. Vendors are cautioned to note the conditions herein and their ability to fulfill this contract. Upon request the bidder shall file certification from the manufacturer relative to authorization or representation, delivery, service and guarantees. On the trousers on the outside vertical seam, a black 1/2 inch wide braid, from cuff to waistband. Collar: The permanent collar shall be made of two plies of the basic shell fabric plus the interlining. The collar points shall be well shaped and symmetrical. The back of the collar to measure 4¼", tapering to 3-3/4" at the front. The front zipper and snaps to extend to the collar points. Fronts: The front shall have a black anodized #5 Vision two-way, reversible zipper, functional up to collar points. A double flap system containing five 15mm snaps covers the zipper, running from the edge of the collar to the waistband. The reversible Hi Vis lime side shall have shell fabric facings extending 8½" from the neck down the front edge. Sleeves: Two-piece coat style set-in sleeve a hidden zipper sewn under the arm to allow access for the attachment of emblems. Cuffs to be 2¼" with two 15mm snaps to accommodate adjustable cuffs. Waistband: Shell fabric waistband to be 2¼" wide, with internal 2" elasticized band starting from 5½" from front zipper, extending through the back. There shall be a minimum of two rows of stitching extending through the elastic to prevent the elastic from rolling up and stretching out of shape. The elastic shall be securely tacked at each end. The 9" #5 Vision anodized zippers shall be set first to the shell and waistband, then the taffeta lining. The coat shall be turned and the zipper shall be top stitched through and through. An inside tab and 15mm snap-fastener shall also be set into the waistband. The pocket flaps shall be 7V2" wide and 3" long at the center point. The flap shall be pointed, consisting of two pieces of the shell fabric plus the interlining. There shall be a Reece eyelet hole in each flap to accommodate a shank button and toggle. The left flap will have a 1" pencil opening. There shall be 13mm hidden snaps at each corner of the flap through the underflap and interlining. The pocket shall be 7" wide and 8" long with an inverted center pleat. The patch pocket shall be lined with black taffeta. The inside vertical pockets shall have 7" x %" pocket welts, 172" x 8" pocket flap. They are closed with reinforced 13mm snaps centered on flap. Pocket dimension is approximately 7" x 7". Epaulets: The permanent epaulets shall be made of two plies of the basic shell fabric plus the pellon interlining. The epaulets shall be approximately 2'/4" in width. The exposed length shall measure approximately 6". The point of the epaulet shall finish at the collar joining seam of the coat and shall be stitched down through the shell fabric. There shall be a Reese eyelet hole on the pointed end to accommodate a shank button and toggle. The epaulet shall be box and "x" stitched at the shoulder end. Badge Tab: A badge tab will be attached on the outer shell and reversible lining approximately 6-1/2" down from the shoulder seam. Labeling: There shall be brand, permanent size label and care instruction label sewn into the left pocket. An ANSI 107 woven label will be sewn to the bottom of the pocket. UPC Identification: A printed UPC bar code tag must be attached to every garment so as to be visible in the package. The UPC bar code must identify style, color and size information so as to be incorporated into an inventory management system. Appropriate support documentation must be available to assist Agency in encoding UPC information. Code of Conduct: All garments must be produced in acceptable non-sweatshop working conditions. Verification of acceptable working conditions will be made through a completed Code of Conduct document that must be made available to the department. This document should list the location of the manufacturing companies/facilities and address child labor, wage and benefits, overtime, forced labor, freedom of associ-ation, harassment or abuse, health and safety, hours of work, nondiscrimination, and no retaliation guidelines. The film layer shall be laminated to the lining shell fabric (I.2) to effectively produce a waterproof barrier that will meet the above minimum properties. 1.4.1 Delamination Test. Wash in accordance with AATCC 135, Test IV (A) ii, except the sample shall be one test piece twenty-four inches by full width and shall not be marked for shrinkage measurements. The load shall be 4 lbs including ballast. After laundering, dry for approximately 15 minutes without ballast and do not press. Repeat laundering and drying cycle 5 times. After the 5th drying cycle, examine both sides for delamination. The basic shell fabric shall be stitched along the edges to secure the basic shell fabric to the laminate/lining as per garment construction for all washing and drying, and then the laminate/lining shall be unstitched and inspected for delamination. The sample shall be considered delaminated if the separation between the two plies exceeds 0.25 inch in any direction. 1.4.2 Laminate Workmanship. The waterproof, moisture vapor permeable fabrics shall conform to the requirements of this specification and shall be free from any defects, which affects appearance or serviceability. 1.5 Lining Seams. All lining joining seams shall be 5-needle safety stitched and then sealed with 1" compatible sealing tape using the hot air method. 1.6 Seam Sealing Tape. The tape for covering and sealing all seams and stitching through the polyester lining fabric shall be 1 inch wide. The sealing tape shall be a thermoplastic polyurethane adhesive tape. The adhesive for the seam sealing tape shall be made in sufficient thickness to match the laminate performance requirements under the Table for Middle Layer (membrane). 1.6 Zippers. All zippers shall be as specified in the construction section of this specification and shall be black in color. Any variation in size, type, or length will be cause for rejection. 1.7 Mesh Lining. The mesh inside lining shall be 100% polyester, 80G/Sq M, 150cm, Azo-free, yam size 50 denier, knit machine 28 gauge, 9 stitches per inch, 1 mm holes, black color and shall have a two way stretch minimum 20% one way and 35% the other way. 1.8 Hook & Loop. YKKTM Power hook SA200 Nylon or equal, black color. 1.9 Interlining. A 3.5 oz/yd2 (minimum) polyester/rayon non-woven interlining with acrylic binder shall be used in the collar, pocket flaps, storm flaps; sleeve tabs and cuff; and bottom hem. A 1.5 oz/yd2 (minimum) 1-5/8"wide non-woven interlining (80% polyester / 20% cellulose) shall be used in all draw cord channeling. The color of the interlining is at the manufacturer's Updated 11/14/11 7 discretion but shall not be visible through the basic fabric. 1.10 Snaps. All snaps shall be 24 ligne brass oxidized nipple compression snaps with a black anodized cap. 1.11 Draw cord. Rubber elastic (multi-strand) braided, nylon or polyester covered, 1/8" to 3/16" wide draw cord shall be used and shall be black in color. 1.12 Channel lock. Channel lock shall be a disk style push to release lock. Disk shall be 11/16" long, 3/8" wide, and ¼" deep and shall be black in color. 1.13 Thread. All thread shall be polyester Core, Cotton- or Polyester-Covered, 50/2 poly/cotton or size B, 2 or 3 ply, conforming to type 1, class 1, subclass B of M1L-DTL-32072 Thread, Sewing. The hidden pull down panels shall be fabricated from a tough weather and solvent resistant fabric backed tape that will be sewn on to the panel carriers that zip on/offthe jacket (see sections on Back and Front). 1.18.1 Base Panel. The base panel shall be composed of silver cube comer (micro-prism) retro-reflective elements integrally bonded to a flexible, smooth-surfaced tough and weather resistant UV stabilized polymeric film. The prism surfaces are coated with a vacuum deposition of aluminum to provide a mirror surface to the prism facets. A knit fabric backing is provided to facilitate sewing. Materials utilizing "glass-bead" or other similar retro-reflective properties are not acceptable under this specification. The base panel shall be constructed ora primary base and a color layer. The metal eyelets shall be brass, dull black chemical eyelets and washers. 1.21 Quilted Liner Fabric. The fabric for the insulated liner shall be 100% nylon taffeta 290T thread count, 50 denier x 50 denier, water resistant cite, down proof, Azo free. 2. CONSTRUCTION: 2.1 Workmanship. The items specified shall be manufactured in accordance with good commercial quality and practice. All stitching shall be uniformly gauged throughout the garment. Thread breaks and ends of stitching not caught in another line of stitching shall be backstitched not less than Vz inch. All thread ends shall be trimmed to 1/8 inch and all loose thread shall be removed from the item. Exposed raw edges are not acceptable anywhere on the garment unless specified. 2.2 Stitching. All stitches, seams and stitching shall conform to ASTM D6193. Proper seam allowance and stitching shall be maintained to prevent raw edges, run-offs, twists, pleats, puckers, or open seams. All seams shall start and finish evenly. All stitching shall be uniformly gauged throughout the items. Thread tension shall be maintained, so that there is no tight or loose stitching. The guides and knives on safety stitch machines shall be set to trim only the raveled ends of the fabric. Edge stitching shall be a minimum of 1/16 inch. Topstitching shalI be 1/4 inch. Stitch gauge for edge stitching, over-edge stitching, topstitching and all general stitching shall have a minimum of 8-12 stitches per inch. 2.3 Seam Sealing. Seam sealing tape application shall conform to the following construction. The hot air method shall be used and the entire width of the seam tape shall be uniformly sealed over the seam or stitching. All seam sealing tapes shall be applied without tension and shall be applied so that a minimum of I/8-inch overlap is on both sides of the sewn seam. All seam sealing tapes shall overlap a minimum of 3/4 inch at joining points and all seam sealing tape ends shall be sealed such that the ends shall not lift when laundered. Sealed seams and sealed stitching shall show no leakage, tape ends shall show no signs of lifting, and the tape, itself, shall show no sign of lifting, curling, bubbling or separation more than 1/8 inch of the edge if the tape. 2.4 Bar-tacks. All bar-tacks shall be 5/8 (_+_ 1/32) inches long and I/8 (3_ 1/32) inch wide, and shall be a minimum of 42 stitches. Bar tacking shall be free from thread breaks and loose stitching. All thread ends shall be trimmed to a length of not more than 1/4 inch. 2.5 General construction. The entire jacket shall be constructed with basic shell fabric, a middle layer (membrane) laminated to lining shell fabric. All seams shall be taped as specified and the cuff, collar, and bottom band ends cut and trimmed cleanly. All construction features shall conform to making the jacket waterproof. All measurements mentioned in the construction specifications are based on stock size large. 2.6 Inside Jacket Detail. There shall be a separate label carrier approximately 3 3A" x 3 3A" sewn into the collar seam centered on the back of the inside of the jacket. Cloth certification, size and care labels shall be sewn to the label carrier in accordance with standard commercial practice. There shall be a hanger loop of shell material centered at the neckline. There shall be a female snap attached at the top of the label carrier and centered to secure the removable liner. There shall be two female snaps approximately 2 ¼" from the sleeve bottoms on each side, to attach the removable liner cuffs. There shall be a female snap attached to the lower inside back approximately 2 inches from the edge of the side vent and approximately 2 SA inches from the bottom band. There shall be 2 Updated 11/14/11 9 inside storage pockets of shell material, with 6 inch #3 coil zipper closures, one on each side, measuring approximately 9 ½" deep by 6 ½" wide with a split welt covering over the zipper. The upper portion of the shell lining shall be mesh as specified to allow maximum ventilation through the rain shed yoke openings. The mesh lining shall be approximately 7" high running through the entire upper portion of the shell lining corresponding to the rain shed yoke. 2.7 Facings. There shall be inside facings of shell material with a non-wovan interlining approximately 1" wide on each side. There shall be a #5 18" YKK VisionTM zipper with an over the top slider set between the facings and the lining to attach the removable liner. The slider shall correspond to the matching side on the removable liner. The facing shall be backed with lining material and the seams taped to prevent leakage. 2.8 FronL There shall be a double storm flap over the front zipper to create a waterproof fly down the front of the jacket extending into the collar. The outside flap shall measure 26 '/2" long by 2 W' wide. It shall be set double needle on the left side from the under collar to the jacket bottom. The storm flap shall be interlined. Them shall be six female snaps evenly spaced to correspond with the six male snaps on the inner storm fly. The inner storm fly shall measure approximately 26 W' long by approximately I ½" wide. The inner storm flap shall be interlined and set down the front double needle and shall be interlined. The front zipper shall be a #5 two-way YKK VisionTM zipper 25 ½" long and shall be bar-tacked at the bottom. There shall be 2 rain-shed yokes, one on each side of the front zipper. The yokes shall be constructed with basic shell fabric, a middle layer (membrane) laminated to lining shell fabric. The yokes shall measure approximately 9 W' in length from the high point shoulder by 9 ½" in width and are designed to allow ventilation through the mesh lining as well as conceal "on demand" Hidden AgendaTM, or equal, pull down flaps. There shall be a #3 - 7" YKK VisionTM interchangeable zipper set into the yoke on each side to alt,ach the corresponding Hidden AgendaTM front panel (see panel spec). The yokes shall close with 3 pieces of hook and loop sewn vertically. Each piece of power hook shall measure approximately 2" horizontally and 5/8" vertically and shall be evenly spaced for a clean and neat appearance. The mesh shall extend all the way fi.om side to side and to the top of the shoulder under the yoke. 2.9 Back. The back shall have a rain shed yoke with a 2" turn up designed to conceal the Hidden AgendaTM I.D. flap system. The yoke shall be constructed with basic shell fabric, a middle layer (membrane) laminated to lining shell fabric. The yoke shall measure approximately 9 W' in length from the high point shoulder by 24" in width and is designed to allow ventilation through the mesh lining as well as conceal "on demand" Hidden AgendaTM, or equal, pull down flaps. There shall be three pieces of hook and loop fastener as closures measuring 2" x 5/8" set at equal distance on the inside yoke facing. There shall be a #3 16" YKK VisionTM interchangeable zipper set into the yoke to attach the corresponding Hidden AgendaTM back panel. 2.1 ! High Visibility Pull Down Panels. The high visibility pull down panels described in this specification are an integral part of the specified duty jacket. As described below the high visibility pull down panels provide retro-reflective material and fluorescent color on both the front and rear of the jacket. Rear Panel POLICE- 3.375"X14.25" Front Panels- Both Lefl And Right POLICE- 1.78"X6.5" 2.1 I.I Front Panel Carrier. The front pane} carriers shall measure approximately 7.5" wide X 4" long. The panel carrier shall be constructed of 2 layers of panel carrier fabric sewn together with properly finished edges shall have inter-lining. The panel carrier shall have the slide fastener side of a 7.5" #3 YKK interchangeable Vision zipper sewn onto to top seam so that the zipper can be used to zip on to the other side of the zipper track on the jacket (see section on jacket FRONT and BACK). The lower back corners shall have an approximately 1 inch square piece ofhook side, sewn approximately 1/4 inch from the edges. Thehook squares shall match corresponding loop pieces on the yoke linings of the jacket (see section on FRONT and BACK). The front base panels (1.18.1) shall be sewn to the front panel carriers with a stitch line going all the way around the base panel approximately 'A to 1/8 inch from the edge of the base panel. The base panel should be positioned as far down on the panel carrier as practical. 2.11.2 Back Panel Carrier. The back panel carrier shall be constructed like the front carrier panels but shall measure approximately 16" long X 5" wide and using a 16" #3 YKK interchangeable Vision zipper. The back base panel (1.18.1) shall be sewn to the back panel carrier with a stitch line going all the way around the base panel approximately '/4 to 1/8 inch from the edge of the base panel. The base panel should be positioned as far down on the panel carrier as practical. 2.12 Collar: The collar shall be made of 2 plies of the shell material with an interlining sewn to the top collar and shall be 3 ~/~" high. The collar points shall be well shaped and symme~'ical. There shall be a 7" nylon coil zipper opening on the under collar centered approximately I" from the neckline and 2 ½" from the collar edge for the drop in hood. 2.13 Sleeves. The sleeves shall be two-piece, semi-modified dolman construction. There shall be an eyelet located approximately V2" up from each cuff to allow for ventilation. There shall be a 9" #3 nylon coil access zippers at the joining seams of the 2 under- sleeves located approximately 10" (size large) from the underarm seam to allow interior access to sew on patches without perforating Updated 11/14/11 10 the waterproof liner. The inside approximately 1 inch up from the cuffshall have 2 female snaps one through the sleeve seam and the other on the opposite side for liner cuff attachment. The shoulder seams shall have an inside facing on the sleeve side, 1 ½" wide, of middle layer (membrane material laminated to lining shell fabric). 2.14 Cuffs. There shall be a cuff formed of 2 pieces of shell material approximately I 5/8" wide exposed. The front half of the cuff shall have heavy-duty elastic as a lining stretched and sewn with 2 threads and shall be 5 inches long (+/- ¼ inch) relaxed and 8 inches long (+/- ~A inch) stretched. The back half of the cuff shall be interlined and shall be 5 inches long. There shall be a cuff tab adjustment approximately 1 ¼" wide tapering to approximately sA" wide by 3-1/2" long with a female snap and shall be interlined. The top half of the cuff shall be interlined and shall have 3 male snaps for cuff adjustment. The male snaps shall be placed with the first snap at the far end of the cuff piece from the side the tab is sewn and the other two shall be placed approximately I inch apart on center. Snaps shall be centered on the width of the cuff. 2.15 Epaulets. There shall be an epaulet centered on each shoulder starting approximately 1" from the neckline. The epaulets shall measure 7" long by 2" wide at the shoulder point graduating to 1 ~/4" wide at the nan'ow end. The epaulet shall be set with a cross- stitch 2" wide and shall have a female snap centered and approximately ~A inches from the point. The jacket shall have a male snap attached through the shoulder seam and placed appropriately for the female snap on the epaulet to line up properly when snapped closed. 2.16 Pockets. 2.16.1 Hand Warmer Cargo Pockets. There shall be two 2-way hand warmer patch front pockets with inverted center pleats, measuring approximately 7 ¼" long by 6 ½" wide with flap closures. The pocket flaps shall be interlined. The hand wanner pocket shall be lined with fleece. The pocket flaps shall be attached to the front joining seam and shall measure 3 Yn" long by 7" wide and shall have mitered comers. There shall be a snap at each comer to secure the pocket flap. The pockets shall be bar-tacked at both the topsides and at the hand warmer opening. 2.16.2 Hidden Security Pockets. There shall be an 8" x ~A" set in bag security pocket with a 7" YKK VisionTM #3 coil zipper closure set ~A" fi'om the storm flap and sA" from the hand warmer pocket towards the center front on both sides. The pocket shall be approximately 6 3A" deep and 8" high with the bottom on the pocket opening approximately 3 inches up from the top- of the bottom band. The pocket bag shall be constructed with lining shell fabric. There shall be a welt covering approximately ~A inches wide and shall be interlined. There shall be bar tacks at the top and bottom of the pocket opening going through the basic shell fabric and the zipper. 2.17 Bottom Band. The front bottom band shall be constructed of 2 plies of shell material, finishing 2" wide and interlined. There shall be 2 male snaps on each side of the front beginning approximately 1" fi'om the side vent, spaced approximately I W' apart and centered on the band to attach the side vent closure tab when the zipper vent is open. The back band shall be constructed with elastic inserted between the folded shell fabric, stretched and stitched with 2 threads evenly spaced. A 4" by 1 5/8" tab of 2 plies of shell material with a female snap shall be provided to secure the waistband at the bottom of the vent opening. A corresponding male snap shall be attached on the center of the waistband with the stud facing inside the jacket and spaced properly to allow the tab to be secured not in use. 2.18 Side Vents. There shall be two 10" side vents with #5 10" nylon coil zipper closures to allow access to equipment on either side with a snap/tab closure (see bottom band). There shall be 2 brass-enameled eyelets located above the side vents on each side to allow for ventilation. The side vents shall be backed on the inside by a double fly closure of shell goods. The fly closure shall start at the top of the zipper and each piece shall measure approximately 8 ¼" long x 2 ¼" wide. The flaps shall be held together by 2 power hook and loop squares placed at the top and the bottom of the double fly. Each square shall measure approximately 1" x 1". 2.19 Hood. There shall be a 3-piece hood constructed of basic shell material and lined with a middle layer (membrane) laminated to lining shell fabric to form a waterpmof/brcathable lining that shall drop in between the shell and lining at the collar. The hood shall be attached to the bottom of the zipper opening on the under collar. The hood shall drop in between the shell and lining through an opening in the collar that shall be approximately 1" from the neckline and 2 ½" from end of the collar and close with a 7" nylon coil zipper. There shall be bar-tacks at both ends of the opening through the basic shell fabric and zipper. All hood lining joining seams shall be seam sealed with tape as specified. Joining seams shall be single needle stitched for reinforcement. There shall be an elasticized draw cord around the front perimeter of the hood encased in a ~A to 1" tunnel, with channel locks for hood adjustment. /he draw cord shall exit and re-enter the tunnel on both sides through eyelets and will be sewn into the bottom seam. The eyelets shall be approximately I" apart and the bottom eyelet approximately 1" from the bottom of the hood. There shall be a 1" single welt covering over the zipper sewn on the top and side seams of the hood opening. The welt covering shall have interlining. 2.20 Removable Liner. The liner shall be a full body zip in/zip out liner. The lining color shall be black. The liner body shall be constructed of 100% nylon 70 denier (106 x 88) nylon quilted to 3M Thinsulate® C100 in a 6" diamond pattern. The body shall be lined with a 100% micro fleece (non pill fleece 420 g/y, 100 % Polyester) for maximum warmth and comfort. There shall be a male snap centered at the neckline to attach the liner to the shell garment, There shall be 2 male snaps located in the bottom of the liner on each side with corresponding snaps sewn into the shell lining. There shall be two #5 YKK VisionTM 17" zippers with over the top sliders that correspond to the facing zippers in the shell garment. The sleeves shall be constructed of 100% nylon 70 denier 106 x 88 quilted back to back in a 6" diamond pattern to 3M Thinsulate® C100. There shall be a knit gusset located under each arm approximately 4" by 7 W' to allow for freedom of movement. There shall be two male 24 ligne oxidized snaps at each sleeve bottom to correspond with the female snaps of the shell garment. The sleeves shall be shaped properly to fit into the shell garment. There shall be two vents approximately 4" long to accommodate the side vents of the shell garment. All seams shall be sewn with a 5-needle safety stitch. The bottom and cuffs shall be finished with 100% nylon binding. There shall be two inside pockets of shell material, one on each side measuring approximately 7" deep and 5 ½" wide. 2.21 Labeling. Each garment shall have cloth certification, size and care labels with printing that shall not transfer color, The labels shall be legible for the life of the garment. Labels may be combined if placed in like areas. Each garment shall have a size label placed in accordance with the construction section of this specification. 3. CUSTOMIZATION 3.1 Badge Tab There shall be a badge tab of self fabric centered on the left breast. The badge tab shall be approximately 2 ~A" long by 1" wide. QUALITY AND VERIFICATION 5.1 Final Appearance Conformance. The jacket sample shall be examined for visual and dimensional defects that affect appearance, as well as material, workmanship, and labeling defects. The garment labels shall be examined for content and appearance. Any variation including fabric finish shall be cause for rejection. 5.2 Limited lifetime warranty. The product shall be free from defects in materials and workmanship for the natural life of the garment, subject to normal wear and tear. The purpose of these specifications is to insure a minimum level of performance and quality as well as strict uniform appearance. The inner waistband shall be a Duty Fit waistband, which provides additional stretch to the wearer's exact size while providing permanent recovery memory. The Duty Fit waistband will be continuous on the inside of the waistband so as to provide additional support and recovery to the waistband extension. There are no split openings in the inside curtain. The inside waistband shall be made with black wrapped woven elastine and have two tracks of 1/8" wide silicone for shirr retention. It measures 2½" and is attached with a rocap machine. Woven elastic banrol stiffener measuring 1" shall be sewn into the entire waistband to provide additional support. The waistband is to be constructed using the closed method and shall measure 2" wide when finished.
