THE BENEFIT OF USING THIS NEW, NYSDEC APPROVED TECHNOLOGY EXISTS PRIMARILY IN THE FORM OF THE FACT THAT STRAW BALES NEED NOT BE USED. AS YOU KNOW, STRAW BALES ARE COMMONLY STORED IN VERY OLD BARNS IN WHICH OTHER ORGANIC MATERIAL IS STORED. THESE BARNS ARE OFTEN RIDDLED WITH MOLD AND FUNGUS SPORES WHICH GET INTO THE BALES. WHEN THE BALES ARE TRANSFERRED TO JOB SITES, THOSE SPORES ENTER THE SOIL AND THE WETLANDS AREAS. THIS CREATES AND ENVIRONMENT FOR THE SPORES TO GROW AND PROSPER, CHANGING THE ECOLOGY/SOIL BIO -CHEMISTRY ADVERSELY. 0 0 ALSO, PEOPLE USSUALLY DON'T PAY TO HAVE THEIR STRAW REPLACED AS IT BIO -DEGRADES. THIS PRODUCT WILL LAST THE LIFE OF THE CONSTRUCTION PROJECT, ELIMINATING THE CHANCE THAT FOLKS WILL LET THE QUALITY OF THE SEDIMENT CONTROL SLIDE. The question was raised seeking clarification as to which Controls constitute "Stade Standards", specifically in relation to silt fence and/or bay bale use as control practices. Attached aro the design specification pages for both silt fence and bay balm as contained in the New York Stade Standards and Specifications for Erosion and Sediment Control, commonly referred to as `The Blue Book". It is necessary for ownetWoperstors subject to the Permit to design Erosion and Sediment Controls plans in accordance with the'State Standards, so as to adequately protect surface water from sediment laden storrawater impacts. It is et the discretion of the site plan designer and the reviewing agency to dewrame if the practices selected from. the Standards meet this objective. Further, it is important to note that Municipal Separate Storm Sewer System operators (or MS4'9) have been assigned the lead reviewing agency for Erosion and Sediment Control plans associatcd withprol_eots within their, jhgisdictitons which are_suh1ectto_the Permit.
