SCTM# 1000-107.-1-1.3 Zoning District: R-80
This proposal is to subdivide a 24.9 acre parcel into 5 clustered lots and 1 Open Space Lot
where: Lot 1 equals 2.28 acres inclusive of .52 acres of Open Space, Lot 2 equals 3.49 acres
inclusive of .50 acres of Open Space, Lot 3 equals 3.03 acres inclusive of .49 acres of Open
Space, Lot 4 equal 3.01 acres inclusive of .53 acres of Open Space, Lot 5 equals 2.22 acres
inclusive of .93 acres of Open Space and Lot 6 equals 10.09 acres of Open Space. The parcel
is located in the R-80 zone.
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, the proposed action is CONSISTENT with the LWRP, provided
that the below recommendations are required in the subdivision approval.
Policy 3. Enhance visual quality and protect scenic resources throughout the Town of Southold.
Protect visual quality associated with agricultural land, open space and natural
resources.
Avoid structures or activities which introduce visual interruptions to
natural landscapes including:
a. introduction of intrusive artificial light sources
b. fragmentation of and structural intrusion into open space areas
It is recommended that the Board waive the street lighting requirements
(§ 240-46. Lighting) to preserve the night sky in the area.
To further Policy 5.3. Protect and enhance quality of coastal waters and Policy 5.4. Limit the
potential for adverse impacts of watershed development on water quality and quantity. It is
recommended that the following best management practices be required to protect water quality
of the aquifer and coastal waters in addition to the vegetated buffers already established:
1. Require the use of native, drought-tolerant plants in landscaping.
2. Application of fertilizer between December 1 and April 1 is prohibited.
3. Prohibit the residential application and use of synthetic fertilizers and
pesticides capable of entering the potable water supply.
4. Require only the use of organic fertilizers where the water-soluble nitrogen is
no more than 20% of the total nitrogen in the mixture.
5. Require a maximum of 1 lb. of nitrogen per 1000 square feet in any one
application, with a cumulative application of no more than 2 lbs. per 1,000
square feet per year.
6. Prohibit the use of phosphorus-containing lawn fertilizer unless establishing a
new lawn or a soil test shows that the lawn does not have enough phosphorus.
Fertilizer labels have three bold numbers. The first number is the amount of
nitrogen (N), the second number is the amount of phosphorus oxide (P205)
and the third number is the amount of potassium oxide (1(20). A bag of 10-
5-10 fertilizer contains 10 percent nitrogen, 5 percent phosphorus oxide
and 10 percent potassium oxide. The law limits the amount of P205 to less
than 0.67%. Therefore the potassium oxide (middle number) should be less
than 0.67 for the product to meet the phosphorus lawn fertilizer restriction
7. Prohibit the use of underground storage tanks, (except those with spill,
overfill, and corrosion protection requirements in place).
8. Require that pervious driveways serve each lot.
