BOARD OF COMMISSIONERS MEETING MINUTES
NOVEMBER 20, 2012

CALL TO ORDER
Acting Co-Chairperson C. Zaloom called the meeting to order at 7:02 p.m.

TREASURER'S REPORT- ADDITIONAL Bll I ;;
S. Maddaloni had additional bills to be approved since the meeting on 11/15/12. Otherwise, there was
no Treasurer's Report necessary for this meeting.
Motion by G. Goehringer, seconded by C. Zaloom, all in favor and motion carried to approve the
additional bills and authorize the Treasurer to pay same.
CLERK'S REPORT
L. Tortora reported receipts as follows: $500 for the Lodge, $185 from Mattituck Soccer Club, and $85
from the Sag Harbor Soccer Club, making the total receipts for the month at $770. She referenced the
year-to~date receipts at the bottom of her report. L. Tortora stated that there were fewer bookings due
to Super-Storm Sandy and that bookings were starting to come in this week. She also noted that a
birthday party was scheduled for the Community Room on Saturday, 11/24/12, and another birthday
party was booked for the following week. She has a Communion booked for 2013 in May and a wedding
reception on June 1~t, 2013. She said the Scouts are just starting to schedule for the Spring. L. Tortora
told the Commissioners that Boy Scout Troop 39 will be installing another handicap parking space at the
Lodge as a project. We only have one handicap parking space there now and are required to have two.
L. Tortora further told the Commissioners that Irene Bradley was going to come to the meeting this
evening to speak with them about another project for the Boy Scouts which is to install a sliding petition
in the open window area to allow people that cannot go downstairs to be part of what is going on. The
Commissioners would like L. Tortora to obtain a proposal from Irene Bradley for this project. L. Tortora
spoke to the Commissioners about the glass area in the Community Room facing the water and the fact
that it makes the room very cold and suggested that drapes be installed. L. Tortora will get prices from
Blinds to Go for item options to install. The Commissioners reviewed all of the Clerk's applications and
receipts for the November report period. D. Prokop noted that the applications audited were perfect.
Motion by G. Goehringer, seconded by C. Zaloom, all in favor and motion carried to accept the Clerk's
Report.

MAINTENANCE REPORT
No Maintenance Report necessary for this meeting.
Super-Storm Sandy Damages
G. Goehringer reported that the day after Super-Storm Sandy he met with the Park District's insurance
agent at Vets Beach. G. Goehringer was advised by the insurance agent to immediately close Vets Park.
G. Goehringer, Russell Williamson and others installed a metal plastic fence along the bulkhead. G.
Goehringer reported that the second concern was to have crushed concrete placed in the breach (which
is the huge hole between the existing cement bulkhead and the easterly groin caused by the fierce wave
action caused by the storm) on the easterly side and he called Raymond Nine and Laurel Stone for this
material. G. Goehringer secured an emergency permit from the Trustees that included cleanup of
Breakwater Beach. G. Goehringer further stated that he contacted several agencies to assist us in
getting proper permits to rectify the mess at Vets Park. He met with Chuck Bowman of Land Use
Ecological today and we are awaiting a proposal from Land Use in connection with securing permits for
the bulkhead work at Vets Park. G. Goehringer stated that we received a proposal from Chris Dwyer of
L.K. McLean Associates as well. G. Goehringer also spoke with Joe Fischetti for a proposal as well,
however, he required a $2,500 retainer up front.
G. Goehringer proposed that we bulkhead the entire area at Vets Beach (approximately 500') and
suggested we consider going out to bond for some of the work that is required. This work will require
DEC and Trustees permits. G. Goehringer reported that both groins held.
C. Zaloom noted that Chris Dwyer offers alternatives to bulkheading that are attractive and much less
costly, in particular, armor stone or rock on soft sections that would save money. G. Goehringer said he
discussed this with Joe Fischetti who said to tie bulkhead together with treated lumber so the force of
the storm that hits the bulkhead propels the water off of it.
L. Tortora reminded the Commissioners that Maureen's Haven usually holds their Peconic Plunge event
every year in February at Vets Beach. The Commissioners said that Vets Beach will not be available for
this event in February of 2013.
G. Goehringer stated that he attended a FEMA conference recently that was scheduled by the Suffolk
County Executive and completed a packet at said conference outlining all of the Park District's damages
from the storm (Vets Park, Breakwater Beach, and Mattituck Yacht Club). FEMA representatives will be
coming to Long Island from 11/25/12 through 11/29/12. G. Goehringer informed everyone that any
very costly repairs could take years to receive any reimbursement from FEMA. G. Goehringer also said
that the FEMA representatives may ask us for temporary office space. The Community Room was
suggested for this purpose. G. Goehringer stated that he and Ed Grohoski went to Home Depot prior to
the storm for materials to board up the Community Room prior to the storm.
G. Goehringer provided D. Prokop with draft specifications regarding Breakwater Beach cleanup. D.
Prokop will finalize the Request for Proposal for this work and forward to the Commissioners for
obtaining bids.

ELECTION RESULTS
Election Inspectors Diane Cotugno, Theresa Kuhn, Beverly Vlcek and Walia LaFrance, were sworn in at
3:45 p.m. by Election Coordinator Lydia Tortora. The inspectors unlocked the Ballot Box, which was
confirmed to be empty, and relocked. The polls were declared open at 4:00 p.m. The polls were
declared closed at 8:00 p.m. and the Election Inspectors proceeded to canvas the ballots. At ~.0::~5 p.m.,
the Election Coordinator announced the unofficial election results as follows:

The election results will be certified after the Suffolk County Board of Elections has reviewed the
Affidavit ballots and those determined valid have been tallied.
RESOLUTIONS
Resolution Nos. 2012-67 was approved by the Commissioners approving the additional bills and
authorizing payment of same.
Motion by C. Zaloom, seconded by G. Goehringer, all in favor and motion carried to adopt Resolution
2012-67.
PUBLIC COMMENT
Michael Burke of Mattituck, a former Park District Commissioner, inquired as to why the Park District's
website didn't contain any information that there was an election today, and further indicated that the
Treasurer listed on the website is incorrect. The Commissioners reported that no one maintains the
website at this time. C. Zaloom previously installed google aps at no cost to the District. It was noted
that L. Krauza would speak with John Sepenoski and ask John to contact C. Zaloom on his cell to discuss
enhancing our current website.
There being no further business to come before the meeting, motion by C. Zaloom, seconded by G.
Goehringer, all in favor and motion carried to adjourn the meeting at 7:46 p.m.

RESOLUTION 2012-67
ADOPTED 11120112
RESOLUTION APPROVING ADDITIONAL BILLS AND AUTHORIZING
PAYMENT OF SAID BILLS
RESOLVED that the Board of Commissioners of the Mattituck Park District hereby approve the
Bill Register submitted by the Treasurer for the November 20, 2012 meeting and further authorize
payment of said bills.
