Shawn M. Barron, M.S. on behalf of KENNETH & ELIZABETH LeSTRANGE requests an
Administrative Amendment to Wetland Permit # 7256 to construct a two-story addition with a
footprint of 277.44 square foot; construct a two-story addition with a footprint of 226.8 square
foot; construct a 1,230 square foot second-story addition over the existing garage; construct a
54.6 square foot two-story addition; construct a 78 square foot covered porch; enclose the
existing 187.2 square foot covered porch; construct new 11'x13' entry steps; construct two (2)
new raised planters adjacent to the entry steps; install a new sanitary system located 112' from
the wetland boundary at its closest point; remove the existing wood steps and part of the wood
walk on the south side of the dwelling and construct a +/-534.5 square foot deck addition with
new steps to grade; install five (5) new drywells for roof runoff. Located: 960 Willis Creek
Drive, Mattituck. SCTM# 123-10-1
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment
Form submitted to this department, as well as the records available to me, it is my
recommendation that the proposed action is CONSISTENT with the denoted following Policy
Standards and therefore is CONSISTENT with the LWRP provided the following:
If the action is approved to further Policy 5: Protect and improve Water Quality in the Town of
Southold and Policy 6; Protect and Restore the Quality and Function of the Town of Southold
Ecosystem it is recommended that:
1. A Nondisturbance Buffer be required seaward of the referenced "limit of clearing,
grading and ground disturbance" on the survey dated October 2, 2012. Chapter
275 Wetlands and Shorelines defines Nondisturbance Buffer as:
NONDISTURBANCE BUFFER
A vegetated area, a minimum of 30 feet wide or as designated by the Board of
Trustees, immediately landward of the wetland boundary, shoreline structure, or ether
line designated by the Trustees where no operations, maintenance, placement of signs
or other activities may take place, except that man-made debris may be removed from
such area by hand without the permission of the Board of Trustees.

Pursuant to Chapter 268, the Board shall consider this recommendation in preparing its wdtten
determination regarding the consistency of the proposed action.

recommendation that the proposed action is EXEMPT from LWRP review pursuant to:
§ 268~3. Definitions. MINOR ACTIONS item "11" which states:

The following action was taken by the Southold Town Board of Trustees at their Regular
Meeting held on Wednesday, August 18, 2010:
RESOLVED, that the Southold Town Board of Trustees APPROVE the Amendment to
Wetland Permit #7256 to eliminate existing outdoor stair from the deck above grade to
the deck at grade and replace it with a deck at grade; provide a new outdoor stair and
deck; relocate existing on-grade wood walkway; rebuild new outdoor deck at the area
below the existing above grade deck; and rebuild a new foundation at grade level under
the existing portion of the residence; and as depicted on the revised site plan prepared
by Samuels & Steelman Amhitects, last dated July 26, 2010, and stamped approved on
August 18, 2010.
Any other activity within 100' of the wetland boundary requires a permit from this office.
This is not a determination from any other agency.
