HomeMy WebLinkAbout12/12/2012 Town of Southold Housing advisory commisSion MEETING MINUTES MEETING #77 December '12, 20'12 Present: Beth Motschenbacher, Frederick Andrews, Eric Dantes, LeRoy Heyliger, John Viterltti, Jeanne Kelley, Councilman Bill Ruland and Phillip Beltz. Excused/Absent: Rona Smith, Dan Sarnowski, Michael Herbert, John Vahey and Councilman Chris Talbot. Meetin9 began at 5:30 p.m. Approval of Minutes: The minutes of November 14, 2012 were approved. Resale of Properties at Cottaqe Way: Both contracts are proceeding with attorney representation. Beth stated that she read that one of the Town's former "affordable properties" on Jasmine Lane (4 bedrooms) is on the market for $280k. RFP: Unfortunately there were no RFP submissions. Through a contact of John Viteritti, HAC reviewed email comments from a developer regarding possible reasons that there was no participation from applicants. Phillip stated that the Supervisor would like to issue an "open RFP" with no deadline date after it is further modified in the New Year. Phillip will meet with Dan and planning department staff to further discuss and develop. Proposed CPF Tax Exclusion for First-Time Homebuyers: Fred Andrews and John Viteritti will revise proposal and meet with the Town Board for preliminary discussion in January. Revision of Community Development Block Grant (CDBG) Fundinq: Phillip reported that Suffolk County indicated that CDBG funding cannot be utilized towards building affordable apartments in existing homes so the proposed $20,000 allocation will be re-allocated to the North Fork Housing Alliance's home improvement program. 20'13 HUD Income Limits: For the first time the income has decreased for 2013. Developin,cl Goals for 20'13: The following are preliminary suggestions to be further amplified at the next meeting: · Re-issue RFP for development of apartments · Propose CPF first-time homebuyer exemption · Market Town's affordable housing programs (e.g. resale of Cottages, accessory apartment legislation, etc. through social media, Chambers, Fire Districts, etc. · Host education forum (e.g. Long Island Index, Family Service League HomeShare) · Create list of potential developers and non-profit builders for future RFP dissemination Meetinq Ended 6:40 p.m. - Next Meetinq Date: Wednesday, January 09, 2013 at 5:30 p.m. followed by pizza, etc. at Michelangelo's.
