A Budget Hearings of the Southold Town Board was held Wednesday, November 7, 2012 at the
Meeting Hall, 53095 Main Road, Southold, NY. Supervisor Russell opened the meeting at 4:00
PM with the Pledge of Allegiance to the Flag.

COUNCILMAN TALBOT: NOTICE IS HEREBY GIVEN that the Preliminary Budget and
Preliminary Capital Budget of the Town of Southold, Suffolk County, New York for the fiscal
year beginning on January 1, 2013 has been prepared and approved by the Southold Town Board
and filed in the Office of the Town Clerk at the Southold Town Hall, 53095 Main Road,
Southold, New York, where they are available for inspection and where copies may be obtained
by any interested person during business hours.
FURTHER NOTICE IS HEREBY GIVEN, that the Town Board of the Town of Southold will
meet and review said Preliminary Budget and Preliminary Capital Budget and hold a public
hearing thereon at the Southold Town Hall, 53095 Main Road, Southold, New York, in said

Town at 4:00 p.m. and at 7:00 p.m., on Wednesday, November 7, 2012, and at such hearing
any persons may be beard in favor of or against the 2013 Preliminary Budget and 2013
Preliminary Capital Budget as compiled, or for or against any item or items therein contained.
FURTHER NOTICE IS HEREBY GIVEN that pursuant to Section 108 of the Town Law, the
following are proposed yearly salaries of members of the Town Board, the Town Clerk and the
Superintendent of Highways:

I have a notice that it was posted in the Suffolk Times on the November 5, 2012 and on the
Town Clerk's bulletin board on October 25, 2012. And that is it.
SUPERVISOR RUSSELL: Would anybody like to comment on the proposed budget of the
Southold Town Board? And I say that implying that there are actually people here.
ROBERT CLEVELAND: You all know I have been here a lot and I watch what you do, I watch
what you put in to it and relative to some of the other salaries that I know of, perhaps even some
civil servants, I think that some of the salaries are kind of low and you stayed well under the 2 %,
so what would it be if it were another 2 or 3 % that you got higher up and spread it around at the
top. I mean, if we are going to attract good people to do the primary work of the town, I don't
think a few more bucks is going to hurt anybody. I am not talking about making anybody
$250,000 a year but it just, I mean they were the only real numbers that I could look at and
compare and I just say, wait a minute. Full time salary? Perhaps some part time salaries it is not
a killer but when you are talking about somebody that is working full time and we live in the
environment we live in and you have got to pay for bread and milk and everything else. I think
he has worked hard to keep the costs down.

COUNCILMAN RULAND: Mr. Supervisor, I would like to comment.
SUPERVISOR RUSSELL: Sure.

COUNCILMAN RULAND: (tape change) for the town that you spend in the actual
development of this budget, addressing the needs of just a myriad of budget codes that provide
funding for so many of the things that it takes to operate the town that people don't see. There
are many things that have to go on that are rarely seen, a lot of it is behind the scenes, yet the
functions are extremely important. The people have to be served and they deserve to be served
well and I think by and large, we can all say that they are. Not that there aren't glitches,
certainly there the town services have been tested to the limit in the last week or 10 days and
who knows what the future holds but by the same token, fully realizing that we can't spend
ourselves into oblivion and as have some other municipalities have done and find themselves
really in dire financial straights and certainly I would say to you, I would applaud you for your
resolve that no, there is no way we are going to go over the tax cap, we are going to find a way to
stay under the tax cap, to keep the spending as low as it can possibly be and still provide the
services that people expect and certainly I know in listening to each one of the members of the
Board in our budget discussions that that has been pretty much the common theme throughout.
We know we need to provide services and at the same time, we know that people can only pay so
much and I think not only to you but to John Cushman and his department, and the amount of
time that it takes to provide the information, even with computers, the amount of time that it
takes to provide the information to make educated decisions about funding and about personnel
and about how much personnel it takes to do a job and are there better ways to do a job and we
talked this morning about the only thing that appears ever to be constant is change. Things are
changing rapidly and the people and the establishments and businesses and municipalities that
can keep up with it or stay just a little bit ahead of it are the ones that are going to be successful.
And I think to you again, you have done an excellent job. We all at one time or another
expressed some reservations about certain items and the amount of funding attached therewith
and it appeared in every case we have come to a consensus about what we felt was something we
could all accept and that puts us here tonight and you know, again, I would say to you thank you
and keep it up. Keep up the good work.
COUNCILMAN KRUPSKI: I would like to echo what Councilman Ruland said, the Supervisor
did a tremendous amount of work on the budget and this is not his first budget and it certainly
shows because he has gotten very good with working with the department heads and knowing
what the town needs and what the town wants but doesn't really need. You know, it is a pleasure
working with the other Town Board members reviewing all the information that the department
heads submitted and it is a good process.
SUPERVISOR RUSSELL: This is a Town Board that takes its job seriously. Every member
here puts an awful lot of time, it's not just me, it is the entire town board. The budget process,
the review process with each of the department heads, literally every dollar gets accounted for.
And this is a $40 million budget when you factor in risk management and community
preservation funds, you are really talking about a town board that manages about $48 million
annually and literally every dollar gets accounted for before it hits the pages that are before the
public now. Any other comments? (No response).
