The overall property has an irregular shape with a northwesterly border of 1,058±', a northeasterly border of 244+_', an irregularsoutheasterly borderof 1,190+_' which runs along tracks of the Long Island Railroad, and an irregular southwesterly border of 448±' with frontage along the northerly side of Pipes Neck Road. The above dimensions are taken from the Suffolk County Tax Map and the last deed of record for the subject. We have included a copy of the Tax Map in the addenda to this • report. Utilities (electric, water, and telephone) are available along the property's frontage along Pipes Neck Road. Pipes Neck Road is a two-way, two-lane, publicly maintained macadam paved road. This report is intended to identify Recognized Environmental Conditions (as defined in Standard Practice for Environmental Site Assessment; ASTM E ] 527-OS and United States Environmental Protection Agency (USF.PA) Standards and Practices for All Appropriate Inquiries (AAl)) on the subject property based on four (4) components of a Phase I Environmental Site Assessment (ESA): records review, site reconnaissance, interviews and evaluation and reporting. Appendix A provides a statement of limiting conditions. Appendix B contains resumes of key personnel. The portion of the subject property subject to this report consists of an approximately 10.38 acre wooded parcel located behind the residence at 475 Pipes Neck Road in the Hamlet of Greenport, Town of Southold, County of Suffolk, New York. The property is more particularly described as Suffolk County Tax Map # ] 000-053-01-p/o 6. The subject property currently consists of vacant wooded land which is occupied by several wetland areas. The property is not used for any purpose. An old boat and several pieces of old farming equipment were observed in the • southeastern portion of the property. No staining or stressed vegetation was observed in the vicinity of these items. Historical aerial photographs were reviewed from 1938, 1969, 1976, 1980, 1994 and 2007. The aerials from 1938 to 1980 depict the property as being cleared and it did not appear to be used for any discernible purpose. No buildings, structures or other site improvements were observed on any of these aerials. Review of the remaining aerials from 1994 and 2007 depicted the property as it currently exists. An historic topographic map available from 1967 depicts the property as being mostly cleared t with no structures designated as being on the property. According to the property owner, Michael Pekunka, the portion of the property subject to this ' Phase I ESA was used for the grazing of livestock. An extensive government records search found no potential sources of enviromnental degradation on the subject property. Several Federal, State and County documented regulated _ sites were noted in the vicinity of the subject property. Specifically, there are no active and five (5) closed LUST incidents and no active acrd one (1) closed spill within one-half (0.5) mile and ' one (1) RCRA Generator, one (1) Air Discharge and one (1) PCSTWD facility within one- _ quarter (0.25) mile of the subject property. LAND PRESERVATION COORDINATOR: Melissa Spiro. 1 think Councilman Talbot said it all, so I really don't want to add that much more other than just to point out that the Town, the County and the Nature Conservancy have worked actually for many years to preserve properties in what we are calling the Pipes Cove area. Through all those agencies we have preserved over 300 acres in the immediate area and in the extended area, hundreds more. The Pekunka property is really a very significant property in that it links together some of our already existing preserved properties and we are really happy to have had the opportunity to work with the landowners to preserve this. There was a grant prepared by Laura Klarhe of the Land Preservation Department and the town was lucky to have her prepare a good grant and we received that and that will fund 50 percent of the purchase of this property. The town intends to develop a management plan in the whole Pipes Cove area in the coming years and if any improvements are made, we will be able to tap into the Community Preservation Fund to help us make those trails or design those trails. The parcel is within the Pipes Cove Complex, the largest relatively undisturbed saltmarsh habitat remaining on the North Eork. The acquisition will link existing protected lands that surround the parcel, and is critical to the anticipated Bay to Sound Trail, a hiking trail from [he Peconic Estuary to the Long Island Sound. The expansion of Pipes Cove was supported by an award of $389,341 from Governor Andrew M. Cuomo's Regional Council Initiative. • "Preservation of open space alongside economic growth is a prescription for prosperous and sustainable communities," said Long Island Regional Economic Development Council Co-chairs Stuart Rabinowitz and Kevin Law.
