Adoption of Meeting Minutes: · Acceptance of LPC meeting minutes from August 21, 2012 and October 2, 2012 and October 16, 2012 MOTION made by Sam McCullough, seconded by Anne Murray, to accept the 8/21/2012 LPC meeting minutes. Motion carried: 4/0/2 (Allan Connell & Maureen Cullinane did not vote as were not present for the 8/21/2012 LPC meeting) MOTION made by Allan Connell, seconded by Maureen Cullinane, to accept the 10/2/2012 LPC meeting minutes. Motion carried: 5/0/1 (John Sepenoski did not vote as not present for the 10/2/2012 LPC meeting) HOLD acceptance of the 10/16/2012 LPC meeting minutes until next meeting. Land Preservation Applications and Inquiries: · SCTM #1000-17.-4-16; 17.-6-14.2; 18.-3-30.3 & 18.-6-17.3 (TUTHILL OYSTERPONDS HOLDING) Review summary of Committee's comments from 10/16/2012 LPC meeting Melissa Spiro reviewed draft of Committee comments from last meeting. Melissa to review with Planning Staff and to coordinate joint Committee/Planning meeting when appropriate. · SCTM#106.-9-2.3 (COOPER AgPDD) HOLD - to discuss at next meeting. Applications & Inquiries for Uses or Structures on Preserved Property: · None Stewardship and Management: · ARSHAMOMAQUE POND PRESERVE Discuss boardwalk proposal (Laura Klahre ~ 7pm) Laura Klahre, Land Management Specialist, went over proposed boardwalk details and location. LPC members raised concern that the proposed width is not appropriate for the DPW mower access and that the design allows for the potential to accidentally drive off the boardwalk. LPC discussed preferred options of '1) using the second access to the west for maintenance access; 2) designing a narrower boardwalk to restrict mower access and to allow mower access to side of boardwalk; 3) designing a wider boardwalk; or 4) installing guard rails on the boardwalk to ensure that the mower could not be driven offthe sides. LPC asked Laura to re-review with DPW and to coordinate with LPC via e-mail. PIPES NECK ROAD Discuss bridge destroyed during Hurricane Sandy (Laura Klahre) Laura Klahre, Land Management Specialist, presented details pertaining to re-building bridge. Laura asked LPC if re-building bridge was appropriate for the Town to do as likely that future storms will continue to cause damage and debris pollution, and whether Town should set example by not re- building. LPC members concerned that public access to shoreline is limited and felt that access should not be further restricted by not re-building the bridge. LPC had many ideas about the type of construction and did not conclude as to the actual design at this point. MOTION made by Eric Keil, seconded by Allan Connell, to recommend that the Town Board pursue the re-building of the bridge. Motion carried: 6/0 Laura to review with Town Board, and if Town Board in favor of re-building, to coordinate design with Engineer, Town Trustees and LPC. MANOR GROVE Update (Laura Klahre) Laura Klahre, Land Management Specialist, gave LPC update. All improvements have been removed from site. Monitoring Reports prepared by Allan Connell o SCTM #1000-54.-3-24.$ (Sepenoski - 2008) Monitoring completed. No issues to discuss. SCTM #1000-55.-1-83.3 & 8.4 (New Suffolk Land Co LLC & New Suffolk Land II LLC - 1992 f/k/a Dickerson) Monitor pointed out that there is an existing gully along south end of Lot 8.4 where proposed building location was approved by LPC in 2006, and recommended that LPC re-evaluate prior approval. LPC reviewed prior approval dated 6~29~2006 for a 42'x90' tractor and equipment storage Morton-style building that would include an unheated storage area, heated shop area, small office and bathroom. Said building to be located in the southeast corner of the property at the southern most side of the property. Approval was also granted for an agrichemical mixing facility to be located so that it is not on the street side of said approved building. Agricultural well also approved. MOTION made by Eric Keil, seconded by Allan Connell, to rescind prior adopted motion for Agricultural Placement of Structures on development rights sold lands. Motion carried: 5/0/1 (Anne Murray abstained) o SCTM #1000-55.-2-9.4 (Krupski - 1992 f/k/a Dickerson) Monitoring completed. No issues to discuss. o SCTM #1000-69.-1-1.5 (Cornell Properties Corp. - 1999 f/k/a Conway) Monitoring completed. No issues to discuss. SCTM #1000-69.-1-6.2 STATE GRANT (Sepenoski - 2006) Monitor pointed out that part of property is not currently planted and Easement has section pertaining to Town's right to maintain for agricultural purposes. LPC reviewed and determined that property was similar to this state when purchased and decided not to require action by landowner or to exercise town's option to maintain. SCTM #1000-69.-3-9.3 (East Coast Residential LLC - 2007) Monitor pointed out that property is overgrown and inaccessible having been idle for many years. Easement has section pertaining to Town's right to maintain for agricultural purposes. LPC reviewed and determined that property was similar to this state when purchased and decided not to require action by landowners or to exercised Town's option to maintain. SCTM #1000-69.-3-10.8 (Flower Hill Building Corp- 2006) Monitor pointed out that property is overgrown and inaccessible having been idle for many years. Easement has section pertaining to Town's right to maintain for agricultural purposes. LPC reviewed and determined that property was similar to this state when purchased and decided not to require action by landowners or to exercised Town's option to maintain. SCTM #1000-69.-4-8.8 (Wesnofske - 2008) Monitor did not inspect entire property and will re-inspect. SCTM #1000-75.-7-1.5 (Red Tail Partners LLC - 1987 f/k/a Hallockville, then Miceli) Monitor pointed out, among other thing, that fill hose needs air gap to prevent back siphoning into well located in fenced area. LPC acknowledged, although this is not violation of easement, that landowner needs to address in order to be in compliance with DEC and/or Health Dept regulations. SCTM #1000-88.-1-10.2 (Dickerson - 2003) Monitor pointed out that a majority of the easement area is idle cover of annual and perennial weeds and that idle area needs to be brush hogged to prevent succession to brush and tree cover. Easement requires once yearly mowing if not actively farmed. LPC decided to request that landowner perform the yearly mowing since property is not actively farmed. o SCTM #1000-97.-4-19.2 (Pfeifle - 2007) Monitoring completed. No issues to discuss. ADDITION TO AGENDA Stewardship and Management: · SOUND VIL=W DUNES PARK Footbridge (John Sepenoski) Laura Klahre, Land Management Specialist, gave overview of recent improvements to property. John Sepenoski noted that design of the footbridge changed substantially from the original plan that had been presented and approved by the LPC. LPC instructed Laura that in the future, minor changes to project designs can be dealt with by Laura in her position as Land Management Specialist; however, any major changes to project designs presented and approved by LPC must be re-visited by LPC for further approval. General Land Preservation Items: · None FYI: 2013 LPC MEETING SCHEDULE Tentative schedule distributed. Next Regular Meeting: · The next regular meeting will be held on Tuesday, November 27, 2012 at 7:00 p.m. in the Annex Executive Board Room.
