Statement of the effect, if any, on the wetlands and tidal waters of the town that may result by reason of such proposed operations (use attachments if appropriate): See attached Statement of Effect. r E STRONG'S MARINE, INC., 2402 CAMP MINEOLA ROAD EXTENSTION, MATTITUCK Statement of Effect The effect of the proposed project on the tidal waters and wetlands of the Town will be a net benefit. Currently, the shorelines forming the subject basin, which has been present since prior to 1960, are eroding chronically and severely, resulting in the loss of bank vegetation, including mature trees, and the sedimentation and shoaling of the basin and perimeter of the adjacent navigational channel. Therefore, the construction of the proposed low -sill bulkheading will stem this chronic erosion of the shoreline and loss of vegetation by physically stabilizing the toe of the embankment and establishing 2,195 square feet of vegetated intertidal marsh behind it via placement of fill (adjacent dredged spoil) and plantings of intertidal marsh grass, Spartina alterniflora. This intertidal marsh will be established where none presently exists, thus creating a net increase to Town wetlands. A much smaller area of Phragmites will be removed to allow for installation of the proposed boat launch, but compared to the area of marsh to be created, this removal of invasive vegetation is warranted ecologically, as intertidal marsh has the highest primary productivity of any category of tidal wetlands and would introduce presently lacking wetlands functions and values in that area, including providing habitat and a source of organic nutrients for the surrounding marine community. In addition to providing these ecological benefits and combining with the low -sill bulkhead to play a role in erosion control as described above, the created marsh would also serve as a sink and filter for contaminants potentially entering the waterway from the surrounding upland, thus providing a potential benefit to the quality of surface water. The dredging of the basin will have only temporary impacts on the adjacent environment through increased turbidity, which will be controlled by employing a silt curtain during dredging, and the spoil will be used to provide the base for the marsh creation behind the low -sill bulkheading. The proposed staging floats will be placed over unvegetated bottom and will be constructed with untreated decking as required by code. These floats will not allow for the expansion of the marina use because they will not provide any permanent docking space for customer boats but only for temporary staging activities associated with the preparation and servicing of customer boats prior to launch and delivery to the customer for use. Without the ability to establish this staging area, there would be no incentive for the marina to invest in the erosion control and marsh creation, so again, the trade-off creates a net benefit to both the marina operations and to the adjacent environment. Therefore, the construction of the proposed low -sill bulkheading will stem this chronic erosion of the shoreline and loss of vegetation by physically stabilizing the toe of the embankment and establishing 2,195 square feet of vegetated intertidal marsh behind it via placement of fill (adjacent dredged spoil) and plantings of intertidal marsh grass, Spartina altemiflora. The project is thus consistent with Policy 4 in that by using a low -sill bulkhead and marsh plantings, it limits to the minimum scale necessary the hard structural erosion protection component and employs a vegetative non-structural component as well. The use of the adjacent dredged spoil as fill to enhance or in this case create a presently lacking natural protective feature, i.e, the intertidal marsh, is further consistent with the methods of erosion control recommended by Policy 4. The created marsh would also serve as a sink and filter for contaminants potentially entering the waterway from the surrounding upland as described above.
