Box 1179 Southold, NY 11971 Tclephone (631 ) 765-1892 Fax (631) 765-664 } Conservation Advisory Council Town of Southold MINUTES Wed., November 7, 2012 4:30 PM Down's Farm Preserve A meeting of the Southold Town Conservation Advisory Council scheduled for Wed., November 7, 2012 at Down's Farm Preserve was cancelled due to damage to residential areas as well as power outages caused by Hurricane Sandy and a Nor'easter on the day of the meeting. Several of the Conservation Advisory Council members conducted their inspections and provided their comments and/or recommendations for consideration by the Board of Trustees. APPROVAL OF MINUTES On hold until December. INFORMAAL RECOMMENDATIONS OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS GARDINER'S BAY HOMEOWNERS ASSOC. to construct a new 4' X 57.3' wood catwalk between existing wood walkway (bridge) and existing fixed dock; construct 70' of Iow sill bulkhead with a 24' return on north end and a 16' return on south end, backfill, re-grade and re-vegetate; and construct 290 If. of a two 16" dia. Coirlog retaining structure along erosion line, backfill, re- grade, and re-vegetate. Located: Fox Island, Spring Pond. SCTM#37-4-18 Audrey Horton inspected the property and recommends a safety feature for a wheelchair or scooter. Doug Hardy inspected the property and Supports the project. FREDERICK de la VEGA & LAWRENCE HIGGINS to construct a fixed timber dock equipped with water and electricity and consisting of a 4'X 95' fixed, elevated walkway, a 3'X 14' hinged ramp; and a 6'X 20' float secured by (2) 6" dia. pilings. Located: 15437 Route 25, East Marion. SCTM#23-1-6.1 Audrey Horton inspected the property on Tues., November 6TM and the project was not staked. Doug Hardy inspected the property and Supports the project. GEORGE & MARIA YATRAKIS to construct 100' of 1 to 2 ton rock revetment; fill void area landward on revetment using materials excavated for construction; regrade disturbed slope areas and revegetate with native plantings to match existing and/or Cape American Beach Grass. Located: 18805 Soundview Ave., Southold. SCTM#51-1-14 Audrey Horton inspected the property and Supports the project with at least a 15' non-turf buffer landward of the top of the bluff. Doug Hardy inspected the property and found the bluff to be severely eroded and recommends the application be resubmitted after the bluff is stabilized. GEORGE YATRAKIS to re-vegetate any disturbed areas due to the construction of new rock revetment and access area; removal of existing grass from top of bluff to northern pool fence line, and re-vegetate with native plant species; construct a 4' wide access path to stairs consisting of bluestone flagging set on sand base. Located: 18805 Soundview Avenue, Southold. SCTM# 51-1-14 Audrey Horton inspected the property and Supports the project with at least a 15' non-turf buffer landward of the top of the bluff. Doug Hardy inspected the property and found the bluff to be severely eroded and recommends the application be resubmitted after the bluff is stabilized. FOROSICH FAMILY IRREVOCABLE TRUST for the installation of an 18'x36' gunite in-ground swimming pool with associated patio, fence, and pool equipment area; replace the decking, railings and relocate stairs on existing deck; new entry on existing bilco doors. Located: 1405 Anchor Lane, Southold. SCTM# 79-4-4.1 The CAC did not make an inspection, therefore no recommendation was made. DORINDA OLIVER to construct a 4'X 60' timber stairway with associated landings and access steps to provide pedestrian access down bluff to beach. Located: 1400 Salt Marsh Lane, Peconic. SCTM#68-3-2 Doug Hardy inspected the property and found the bluff to be severely eroded and recommends the application be resubmitted after the bluff is stabilized. SUE K. ODELL to remove and replace (in-kind/in-place) existing 3' wide stairway and associated landings. Located: 6500 Indian Neck Lane, Peconic. SCTM# 86-7-3.1 Doug Hardy inspected the property and found the bluff to be severely eroded and recommends the application be resubmitted after the bluff is stabilized. Audrey Horton inspected the property and Supports the project. ALISON BYERS to remove the existing 16'X 21' frame building. Located: 10075 Nassau Point Rd., Cutchogue. SCTM#119-1-13.1 The CAC did not make an inspection, therefore no recommendation was made. PATRICK JAMES PETER McFARLAND AND VIRGINIA COUGHLIN ESTATE to legalize the existing dock consisting of 4'X 9' stairs, 3,5'X 12,5' fixed catwalk and a 5'X 20' fixed dock in an "L' configuration, and supported by various pilings ranging in sizes of 6", 8" and 9" dia, Located: 1130 Little Peconic Bay Rd., Cutchogue. SCTM#111-14-17 The CAC did not make an inspection, therefore no recommendation was made. NEW SUFFOLK WATERFRONT FUND to repair and/or replace +/-227 If. of failing bulkhead. Located: South of King St., East of First St. and North of Main St., New Suffolk SCTM#117-8-18 The CAC did not make an inspection, therefore no recommendation was made. PATRICK SCOLLARD to construct approx. 18 If. extension to existing vinyl bulkhead return to be armored at toe with 500 to 2,000 lb. stone rip-rap; and renourish/backfill scoured berm with approx. 5 to 10 cy. clean sand to be replanted with native vegetation (Cape American beach grass and Northern bayberry). Located: 905 Willis Creek Dr., Mattituck. SCTM#123-10-3 Doug Hardy inspected the property and found the bluff to be severely eroded and recommends the application be submitted after the bluff is stabilized. INFORMAL RECOMMENDATIONS OF APPLICATIONS TO AMEND WETLAND & COASTAL EROSION PERMITS KIMOGENOR POINT CO. to Amend Wetland Permit #7712 to construct renovations on new piling foundation for house in VE-8 Zone. Located: 50 Jackson St., New Suffolk. SCTM#116-6-24.1 The CAC did not make an inspection, therefore no recommendation was made. Jack McGreevy will attend the next regular meeting of the Board of Trustees scheduled for Wed., November 14, 2012.
