Down's Farm Preserve
A meeting of the Southold Town Conservation Advisory Council was held Wed., October 10, 2012
at Down's Farm Preserve.

CALL TO ORDER
The meeting was called to order at 4:33 PM by Chairman Peter Young.
REPORTS
John Stein attended the Trustees meeting held on September 19, 2012. He reported everything
went relatively well. The application made on behalf of the West Lake Assoc. drew a large crowd,
which included the residents that live in the surrounding area along the lake, and attorneys. The
applicant was required to modify the application after the motion on the Table by the Board of
Trustees was lost.
OLD BUSINESS
Doug Hardy distributed a copy of a letter he sent to the Board of Trustees approx, three (3) years
ago concerning a violation in New Suffolk. To date, there has been no response from the Board.
Doug provided copies of the letter to the members along with photos and an updated letter that he
requested be sent to the Supervisor. On a motion made by Doug Hardy, and seconded by Jack

McGreevy, it was unanimously agreed to forward the letter with supporting documentation to the
Supervisor.
Jack McGreevy and William McDermott provided an update on the Southampton Coastal Erosion
District proposal. Bill indicated that there are three (3) districts; Sagaponack, Bridgehampton and
Tiana Shores. Nothing has been finalized, as the homeowners are not in agreement. Jack and Bill
will research further and prepare their findings for consideration by the Town Board.
NEW BUSINESS
Peter Young informed the council members that there is a technical requirement that all Town
employees must execute an oath of office, and directed Secretary Lauren Standish to follow-up
with the Town Clerk's office.

Moved by John Stein, seconded by William McDermott, to Approve the Minutes of September 12,
2012.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION
PERMIT APPLICATIONS
Moved by William McDermott, seconded by John Stein, it was
RESOLVED to SUPPORT the Wetland Permit application of NEW ClNGULAR WIRELESS PCS,
LLC to erect a 70' stealth monopole; install public utility wireless telecommunications antennas
therein; and install related equipment and landscaping on the ground.
Located: Orient by the Sea Marina, 40200 Main Rd., Orient. SCTM#15-9-8.1

Moved by John Stein, seconded by William McDermott, it was
RESOLVED to SUPPORT the Wetland Permit application of ELLEN BRENNER 2007 TRUST
south wall of kitchen and foundation to be removed and set within setback; extend kitchen 7'X 16'
on south side, 1 I'X 12' expansion on north-west corner for bath; existing Bilco entry to be
replaced; replace openings, interior alterations to house and porch; replace existing sanitary
system; install new drywells; and new driveway.

Moved by Doug Hardy, seconded by John Stein, it was
RESOLVED to NOT SUPPORT the Wetland Permit application of JUDITH HOCKEMEYER to
remove existing timber bulkhead and replace with 49 If. of new vinyl bulkhead with 25'X 15'
returns, raise elevation 1' above existing and provide 30 cy. of clean fill.

The CAC cannot Support raising a bulkhead by 1' and questions how high and how far out to sea
can a bulkhead project? The application is absent of compelling evidence to show the need to
raise the bulkhead. Furthermore, the bulkhead has eliminated the marsh grass and there should
be a non-turf buffer

RESOLVED to SUPPORT WITH A CONDITION of the Wetland Permit application of ROBERT G.
& MARGARET M. BOMBARA to construct a single-family dwelling, pool and associated water
supply and sewage disposal facilities.

The CAC Supports the application with the Condition the pool backwash is directed into drywells
and there is sufficient separation between the ground water flow and the sanitary system. There is
insufficient information in the application to make a determination.

Moved by John Stein, seconded by William McDermott, it was
RESOLVED to NOT SUPPORT the Wetland Permit application of WEST LAKE ASSOCIATION,
INC. to hydraulically maintenance dredge the entrance channel and a portion of the adjoining
West Lake to a depth of -3 mean Iow water; pump the resultant approx. 640 cy. of material to the
bermed upland pursuant to separate permit for SCTM#1000-90-1-9.

The CAC does Not Support the application and recommends an engineering survey with depth
and the condition of the bulkheads and pilings. There is also a question as to the disposition of
Towmowned property.

Moved by Doug Hardy, seconded by Jack McGreevy, it was
RESOLVED to SUPPORT the Wetland Permit application of MURRAY GAYLORD to demolish
the existing dwelling and construct new dwelling 3.9' higher than previous structure at an elevation
of 10'; construct a front entry 84 sf.; construct rear deck 480 sr.; convert the western addition into a
proposed screen porch 145 sr.; construct an addition off the southwestern section of the dwelling,
over the existing rear deck 215 sr.; and construct two (2) stoops along the eastern side of the
dwelling 20 sr. each; construct roof over the existing rear deck 260 sr.; install an upgraded sanitary
system; deposit and grade 450 cy. clean fill within the central and northern section of the property;

remove existing garage 590 sf.; and establish a natural buffer 10' along the landward edge of the
wetlands boundary.

Peter Young will attend the next regular meeting of the Board of Trustees scheduled for Wed.,
October 17, 2012.
The next meeting of the Conservation Advisory Council has been set for November 7, 2012 at
4:30 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned at 6:30
PM.
