Request for Proposals for the Town of Southold
Rental Apartments for Moderate Income Households
Background:
In 2009 the Town Board of the Town of Southold authorized the
development of a comprehensive plan that will consolidate and make
necessary revisions to existing planning documents to strategically plan for
the Town's future. The scope of the plan encompasses fourteen chapters
ranging from land preservation, human services, natural resources,
infrastructure, housing and economic development among others.
Many chapters have been written, shared with the public for commentary,
revised and accepted by the Town Board. While it is anticipated that the
entire plan will be adopted by the Town Board in 2013, several chapters
have prompted immediate action due to the articulated need.
The development of affordable housing has provided numerable challenges
for the Town. The Town has benefitted from successful land preservation
initiatives and continues to be a destination for tourists and second-
homeowners, leaving many year-round residents with limited options for
housing.
Southold's Housing Advisory Commission recently met with the Town
Board to express the dire need for affordable apartment rentals within the
Town. While home prices have declined due to the economic recession,
the availability of affordable rentals has become far too unattainable for
many residents.
Because the Town does not have an office devoted towards the
development of housing, the Town Board has authorized the issuance of
request for proposals (RFP) for the development of affordable rental
apartments to assist in meeting the need.
Proposal:
The Southold Town Board is seeking proposals that foster the development
of new housing and/or the conversion of existing structures into rental
apartment units to serve households earning 80% or less of area median
income as well as 100% or less of area median income for Nassau/Suffolk
counties. The median household income of the Town of Southold is
$66,464 that is significantly lower than Nassau/Suffolk counties.
There are to be no "age restrictions" for occupancy of these units as
apartment rentals are needed for the general population (young singles,
seniors, small families, etc.) The size of the units should be a mix of
studios, one-bedrooms and two-bedrooms.
The 2012 Area Median Income (AMI) guidelines for Nassau/Suffolk
counties appear below:

The priority population for affordable housing within the Town Code is as
follows:
The Town Board has established criteria for consideration for affordable
housing as noted below in order of priority:
1. Income eligible individuals or families who have lived in the Town of
Southold in the same school district as the proposed affordable
dwelling unit or lot for a period of at least three (3) years prior to
application submission.
2. Income eligible individuals or families who have lived in the Town of
Southold for a period of at least three (3) years prior to application
submission.
3. Income eligible individuals or families who have been employed in the
Town of Southold for a period of at least three (3) years prior to
application submission.
4. Income eligible individuals or families who previously lived for a
minimum of three (3) years in the Town of Southold and wish to
return.
5. Other income eligible applicants.
MAXIMUM RENTAL CHARGES
Annually, the Town Board establishes the maximum monthly rental charge
for its affordable housing programs (not including utilities) that are based on
HUD Low HOME Rent. For 2012, rents may not exceed the following: 1. Efficiency $ 941
2. One bedroom $1008
3. Two bedroom $1210
Site selection shall be in designated Hamlet Locus (HALO) zones that have
access to public water. HALO zones can be found on the Town's website.
The total number of units for apartments shall not exceed 50 units, with 40
preferable. Geographic locations will be limited to HALO zones, and
preference will be given to proposals that can spread the 40-50 units to
more than one hamlet to mitigate impacts in any one hamlet.
The Town Board encourages both non-profit and for-profit developers to
produce income-targeted housing units through utilization of subsidies and
tax credits. For the successful proposal, the Town Board is prepared to
consider providing a change of zone to the Affordable Housing District. This
zone change will be necessary to accomplish the requested development.
Requirements for Proposals:
Responses to this Request for Proposal must contain the following
information for consideration:
Qualifications of applicant:
A. A description of previous experience in developing and managing
apartment complexes serving moderate income households. In
addition, describe experience in acquisition of real property,
construction of housing and/or rehabilitation of privately or publicly
owned commercial, residential and industrial buildings, and historic
preservation.
B. Detailed description of the applicant's organization structure with
number of employees, licenses and/or certifications.
C. Professional references (three or more) including name, organization,
telephone number(s) and address.
D. Financials to reflect financial stability in the form of financial
statements, credit ratings, and other relevant information.
Project Description:
A. Identification of proposed site(s) (SCTM# and Aerial Photograph)
B. Proposed number of units per site,
C. Proposed type of construction (attached, townhouse, etc.)
D. Targeted population,
E. Clear articulation of proposed project, including how the project will
meet the zoning district requirements of the Affordable Housing
District in the Southold Town Code, and all other applicable Town
Code requirements.
Method of Evaluation and Award:
All costs of proposal preparation are the responsibility of the applicant.
Additional information may be required.
The evaluation team will consist of one or more members from the Town
Board, Planning Board, Planning Staff, Housing Advisory Commission and
others. In addition to fulfilling requirements as noted above, the team will
award bonus points when applicable and make a recommendation to the
Town Board. The Town Board may reject any proposal or decline to create
an affordable housing district in accordance with the procedures in Section
280-29 of the Town Code.

Bonus Points:
Proposals that include the following elements will be most favorably
received and qualify for bonus points: 1. adaptive reuse of existing sites
2. proposals that can spread the 40-50 units to more than one hamlet
3. ability to reach households whose incomes are less than 80% of area
median income for Nassau/Suffolk (as noted above)
4. alternative sanitary systems with high rates of Nitrogen removal
5. proximity to public transportation
6. excellent property management plans
7. environmental "green" initiatives (e,g. LEED certified) and
considerations
8. utilization of local labor and local materials

All responses to this Request for Proposals are to be typewritten and
submitted on standard 8 ~ by 11 paper. An original and four copies may

Pre-submission Conference: All interested applicants are encouraged to
attend a pre-submission briefing conference scheduled for Thursday,
September 27th at 10:00 a.m. in the Town Hall meeting room located at
53095 Route 25 in the hamlet of Southold. In addition, applicants should
read the draft housing chapter of the Town's Comprehensive Plan that
appears on the Town's website, as well as become familiar with the Town
Code requirements for development in Southold Town.

Request for Proposals for the Town of Southold
Rental Apartments for Moderate Income Households
Background:
In 2009 the Town Board of the Town of Southold authorized the
development of a comprehensive plan that will consolidate and make
necessary revisions to existing planning documents to strategically plan for
the Town's future. The scope of the plan encompasses fourteen chapters
ranging from land preservation, human services, natural resources,
infrastructure, housing and economic development among others.
Many chapters have been written, shared with the public for commentary,
revised and accepted by the Town Board. While it is anticipated that the
entire plan will be adopted by the Town Board in 2013, several chapters
have prompted immediate action due to the articulated need.
The development of affordable housing has provided numerable challenges
for the Town. The Town has benefitted from successful land preservation
initiatives and continues to be a destination for tourists and second-
homeowners, leaving many year-round residents with limited options for
housing.
Southold's Housing Advisory Commission recently met with the Town
Board to express the dire need for affordable apartment rentals within the
Town. While home prices have declined due to the economic recession,
the availability of affordable rentals has become far too unattainable for
many residents.
Because the Town does not have an office devoted towards the
development of housing, the Town Board has authorized the issuance of
request for proposals (RFP) for the development of affordable rental
apartments to assist in meeting the need.
Proposal:
The Southold Town Board is seeking proposals that foster the development
of new housing and/or the conversion of existing structures into rental
apartment units to serve households earning 80% or less of area median
income as well as 100% or less of area median income for Nassau/Suffolk
counties. The median household income of the Town of Southold is
$66,464 that is significantly lower than Nassau/Suffolk counties.
There are to be no "age restrictions" for occupancy of these units as
apartment rentals are needed for the general population (young singles,
seniors, small families, etc.) The size of the units should be a mix of
studios, one-bedrooms and two-bedrooms.
The 2012 Area Median Income (AMI) guidelines for Nassau/Suffolk

The priority population ~raffordable housing withinthe Town Codeis as

The Town Board has established criteria for consideration for affordable
housing as noted below in order of priority:
1. Income eligible individuals or families who have lived in the Town of
Southold in the same school district as the proposed affordable
dwelling unit or lot for a period of at least three (3) years prior to
application submission.
2. Income eligible individuals or families who have lived in the Town of
Southold for a period of at least three (3) years prior to application
submission.
3. Income eligible individuals or families who have been employed in the
Town of Southold for a period of at least three (3) years prior to
application submission.
4. Income eligible individuals or families who previously lived for a
minimum of three (3) years in the Town of Southold and wish to
return.
5. Other income eligible applicants.
MAXIMUM RENTAL CHARGES
Annually, the Town Board establishes the maximum monthly rental charge
for its affordable housing programs (not including utilities) that are based on
HUD Low HOME Rent. For 2012, rents may not exceed the following: 1. Efficiency $ 941
2. One bedroom $1008
3. Two bedroom $1210
Site selection shall be in designated Hamlet Locus (HALO) zones that have
access to public water. HALO zones can be found on the Town's website.
The total number of units for apartments shall not exceed 50 units, with 40
preferable. Geographic locations will be limited to HALO zones, and
preference will be given to proposals that can spread the 40-50 units to
more than one hamlet to mitigate impacts in any one hamlet.
The Town Board encourages both non-profit and for-profit developers to
produce income-targeted housing units through utilization of subsidies and
tax credits. For the successful proposal, the Town Board is prepared to
consider providing a change of zone to the Affordable Housing District. This
zone change will be necessary to accomplish the requested development.
Requirements for Proposals:
Responses to this Request for Proposal must contain the following
information for consideration:
Qualifications of applicant:
A. A description of previous experience in developing and managing
apartment complexes serving moderate income households. In
addition, describe experience in acquisition of real property,
construction of housing and/or rehabilitation of privately or publicly
owned commercial, residential and industrial buildings, and historic
preservation.
B. Detailed description of the applicant's organization structure with
number of employees, licenses and/or certifications.
C. Professional references (three or more) including name, organization,
telephone number(s) and address.
D. Financials to reflect financial stability in the form of financial
statements, credit ratings, and other relevant information.
Project Description:
A. Identification of proposed site(s) (SCTM# and Aerial Photograph)
B. Proposed number of units per site,
C. Proposed type of construction (attached, townhouse, etc.)
D. Targeted population,
E. Clear articulation of proposed project, including how the project will
meet the zoning district requirements of the Affordable Housing
District in the Southold Town Code, and all other applicable Town
Code requirements.
Method of Evaluation and Award:
All costs of proposal preparation are the responsibility of the applicant.
Additional information may be required.
The evaluation team will consist of one or more members from the Town
Board, Planning Board, Planning Staff, Housing Advisory Commission and
others. In addition to fulfilling requirements as noted above, the team will
award bonus points when applicable and make a recommendation to the
Town Board. The Town Board may reject any proposal or decline to create
an affordable housing district in accordance with the procedures in Section
280-29 of the Town Code.

Bonus Points:
Proposals that include the following elements will be most favorably
received and qualify for bonus points: 1. adaptive reuse of existing sites
2. proposals that can spread the 40-50 units to more than one hamlet
3. ability to reach households whose incomes are less than 80% of area
median income for Nassau/Suffolk (as noted above)
4. alternative sanitary systems with high rates of Nitrogen removal
5. proximity to public transportation
6. excellent property management plans
7. environmental "green" initiatives (e.g. LEED certified) and
considerations
8. utilization of local labor and local materials

All responses to this Request for Proposals are to be typewritten and
submitted on standard 8 % by 11 paper. An original and four copies may

Deadline for submission is Friday, November 16th 4:00 p.m.
Pre-submission Conference: All interested applicants are encouraged to
attend a pre-submission briefing conference scheduled for Thursday,
September 27th at 10:00 a.m. in the Town Hall meeting room located at
53095 Route 25 in the hamlet of Southold. In addition, applicants should
read the draft housing chapter of the Town's Comprehensive Plan that
appears on the Town's website, as well as become familiar with the Town
Code requirements for development in Southold Town.
