Motion To: Motion to enter into Executive Session
On motion by Justice Evans, seconded by Councilman Krupski, it was
RESOLVED the Town Board of the Town of Southold hereby enter into Executive Session at
10:50 A.M. for the purpose of discussing the following matters:
The proposed acquisition, sale or lease of real property of which publicity would substantially
affect the value thereof; The employment history of a particular person or persons with regard to
job performance and duties in Building/Zoning/Code Enforcement positions; The employment
history of a particular person and matters leading to that person's potential discipline, suspension
or termination of their employment from the position of part-time Mini Bus Driver in the Human
Resource Center Collective bargaining negotiations necessary to formulate strategy regarding

Oysterponds Halloween Parade
Financial Impact:
Police Department cost for the event = $118. 54
RESOLVED that the Town Board of the Town of Southold hereby grants a police escort and
permission to Oysterponds U.F.S.D to use the following route: Oysterponds Elementary School
to Village Lane to Orchard Street to Tabor Road and back to Oysterponds School, for its Annual
Halloween Parade in Orient on Wednesday, October 31,2012 beginning at 2:00 PM, provided:
1. They file with the Town Clerk a One Million Dollar Certificate of Insurance
naming the Town of Southold as an additional insured;
2. Coordinate traffic control upon notification of the adoption of this resolution with
Captain Kruszeski
3. No objects of any kind shall be thrown to event spectators
4. No permanent markings be placed on town, county or state roads or property for
the event;
5. Any temporary non-permanent road markings or signs for the event must be
removed within twenty-four (24) hours of the completion of the event.
Support is for this year only, as the Southold Town Board continues to evaluate the use of town
roads. All fees shall be waived.

Authorize the Filing of an Application.for a State Assistance fi'om The Household Hazardous Waste
(HHW) State Assistance Program
WHEREAS, the State of New York (hereinafter "State") provides reimbursement to local
municipalities for household hazardous waste programs; and
WHEREAS the Town of Southold (hereinafter "Town") deems it to be in the public interest and
benefit to file an application for such aid; and
WHEREAS, it is necessary that a Contract between the State and the Town be executed for such
State aid;
NOW, THEREFORE, BE IT

RESOLVED that the Town Board of the Town of Southold hereby authorizes the following:
1. The immediate filing of an application in the form required by the State in conformity
with applicable State law.
2. That Supervisor Scott A. Russell is directed and authorized to execute the application
and to provide such additional information as may be required and to further execute
the resulting Contract if said application is approved by the State.
3. That the Town agrees that it will fund the entire cost of said Household Hazardous
Waste Program and will be reimbursed by the State for the State's share of such costs.
4. That five (5) certified copies of this Resolution be prepared and sent to the NYS
Department of Environmental Conservation together with a complete application.

RESOLVED that the Town Board of the Town of Southold does hereby prepare and approve
the 2013 Preliminary Budget and 2013 Preliminary Capital Budget of the Town of Southold for
the fiscal year beginning on the 1st day of January, 2013, the itemized statement of estimated
revenues and expenditures hereby attached and made a part of this resolution; and be it
FURTHER RESOLVED that this Town board shall meet at 4:00 PM~ Wednesday, on the 7th
of November~ 2012~ at the Southold Town Hall for the purpose of holding a public heating on
the Preliminary Budget, and after all persons attending said heahng shall have had an
opportunity to be heard in favor or against the Preliminary Budget as compiled, or for or against
any item and items therein contained, that said heating be then recessed and thereafter
convened at 7:00 PM on said day for the same purpose; and be it
FURTHER RESOLVED that the Preliminary Budget will be available for viewing on the
Southold Town official website: southoldtown.northfork.net, and be it

SUPERVISOR RUSSELL: Okay, would anybody like to address the Town Board at this
particular time?
PEGGY MURPHY: I think I fall under the category of public services. I am Peggy Murphy and
I presently serve as the president of CAST's board of directors. CAST is Community Action
Southold Town but we commonly refer to it as CAST. It was organized in 1964 and has been
fulfilling by neighbors helping neighbors, it's mission of providing a safety net for and
promoting self-sufficiency in Southold Town residents in need. When CAST was formed,
monies were available for outreach programs through a variety of government agencies. That is
not and hasn't been true for a number of years. CAST survives mainly on the generosity of
community residents, both past, people who lived here and have moved to other areas and of
course our local residents. We rely on fundraisers, grants for specific programs as well as
monies granted to the organization by Southold Town through its Federal Community Block
Grant. CAST offers food and clothing to its clients as well as assistance in finding jobs and
housing on a regular basis. Additionally, staff is available to aid clients in seeking help from
other agencies for special needs. Right now as winter approaches, we are securing sources for
home heating and that is, of course, a priority. Many special programs are offered in the area of
nutrition, we do tutoring, English as a second language, holiday food baskets and with the
cooperation of Townsend Manor Scott Gonzalez and the Greenport fire department respectively,
we offer our annual pajama party where pajama and an age appropriate book are given out to
approximately 50 youngsters in November and in December, our Christmas gif~ distribution, to
which all of our clients are invited. Our files presently include 119 families as clients. That is
the adult presence, that number doesn't include the children. The summer feeding program
which provides in addition to regular bags of food, fresh produce, lunch foods, breakfast foods
and dairy products during the weeks when school is not in session, listed 40 families with 70
youngsters involved and receiving that extra supplement of food. CAST seeks to both provide
life necessities as well as to enrich the lives of its clients, our needy neighbors. We hope we can
count on your help to fulfill our mission next year as you have helped CAST in the past. And I
thank you.
SUPERVISOR RUSSELL: Thank you very much. Who else would like to address the Board?
JOAN MARIE CORTEZ: I am Joan Marie Cortez and I am the director of Robert Perry
Daycare Center in Greenport which I am sure you are all familiar with. Perry Daycare has been
operating as a non-profit corporation since 1998. Perry Daycare's original mission was to
provide safe and nurturing cbildcare for the poorest children living in the Village of Greenport.
Today, 14 years later our mission remains largely the same, except that now we care for children
from many of the surrounding hamlets and villages, including Riverhead itself. Over the past 10
years, the ethnicity of the residents of the Village of Greenport has changed a great deal to
include people from the many countries of Central and South America, as well as Mexico. We
have tried to keep up with the changes in the population by offering a bi-lingual daycare program
when appropriate. We were recently forced to close our infant classroom as a cost savings
measure due to a drastic cut in New York State funding in 2010. Currently we provide childcare
for toddlers and preschool age children from 18 months to 4 years of age. As of this month we
have 16 to 20 children enrolled. Maximum enrollment is 25 children. Four of these children's

childcare fees are paid for by the Suftblk County Department of Social Services, also six of these
children are being raised by single parent mothers. Annually on an average, we serve about 20
children and their families. Today our funding comes mainly from parent fees paid out of pocket
or through the Suffolk County Department of Social Services. Funds provided by the New York
State child and adult care food program and funds generated by various fund raising events held
throughout the year. We provide childcare that is safe, educational and nurturing for children
ages 18 months to 4 years and our childcare hours are 8:15 to 5:30 PM. We are extremely
flexible in our enrollment arrangements as we try to accommodate the working schedules of our
parents. Included in each child's day are two freshly prepared hot meals, prepared on the
premises. All of which meet the nutritional standards of the child and adult care food program.
As our building and playground area are ageing, we are in serious need of some renovations
including new carpeting in the classrooms and rubber mulch that needs to be resurfaced on the
playground. We are also greatly in need of new storage furniture, educational supplies and
equipment for the toddler and preschool classrooms. Finally, our biggest challenge is to remain
financially healthy as to be able to continue to be a resource for the local working parents, for
daily safe and stimulating childcare. This is critical for our community as we are the only
daycare center on the eastern end of the north fork that provides childcare for children under 3
years of age that accommodates working parents. With New York State government funds gone,
it is a struggle for us to be able to continue, to be able to offer quality childcare that is affordable.
We are more dependent than ever on the block grant that we receive through the generosity of
the Town of Southold, whatever the amount. Thank you.
COUNCILMAN TALBOT: I have got a question, ma'am. You said you have 18 kids in there
MS. CORTEZ: Yes.
COUNCILMAN TALBOT: And you had to drop the infant program but if you didn't drop that,
have you seen a decrease in the number of kids that are coming there?
MS. CORTEZ: Yes, because we had to raise our fees because we are not able to meet our
monthly expenses every month and if you raise it too much, parents can't afford it.
COUNCILMAN TALBOT: Yes, because you are starting to see that whether it be parents that
aren't working and they no longer need the childcare, we have seen a big drop offat the SCOPE
program at the school. Where with the school program there was upwards of 30 kids and it is
down to 6 or 7 now.
MS. CORTEZ: Yes and also we are affected by the seasonal working schedules of parents, too.
Once the season is over, a lot of people's hours are decreased, so that affects us as well.

SUPERVISOR RUSSELL: Please.
DWAYNE WAGNER: Good evening. My name is Dwayne Wagner, I am the immediate past
chair of Maureen's Haven and currently board member of Maureen's Haven. I just passed up to
you some statistics of last years service that Maureen's Haven has provided. I think many of you
may be familiar with it. the mission of Maureen's Haven is to compassionately empower the
east end's homeless. And I think that the hallmark of the Maureen's Haven program which is
comprised of 32 churches, currently it is 15 host churches and 17 churches that actually provide
assistance, where they provide volunteers to the actual hosting churches. The churches open
their doors to shelter the homeless, so that is the hallmark of the program. Fifteen hundred
volunteers are raised among the 32 churches and those volunteers organize within their church to
prepare a warm meal, bedding, breakfast and lunch and Maureen's Haven, the not for profit
corporation has an executive director in Riverhead, we have a facility in Riverhead where job
training is provided, different counseling services are provided and screening is provided to
maintain a safe environment in the churches. So we actually retain professional screeners to
screen the participants, the clients, before they are transported to the churches. To give you an
idea of the scope, last year on an average 50-60 homeless individuals were sheltered per night, 5
nights a week. And how it works is one church is open on Mondays, another church volunteers
for Tuesday and the not for profit simply screens and transports the clients to the churches. So
we had 5,637 beds that were made and 267 individuals participated last year. As you know,
funding is hard in these economic times so we do appreciate anything you can do and you have
been generous in the past, so we thank you for that. we also engage in private fundraising, we
have an annual lobster bash now which is the prime primary private fundraiser and we are
engaging other private fundraising activities to try to supplement the government assistance that
we get. If there are any questions that you have, I would be happy to answer them.
COUNCILMAN TALBOT: Yes, I just had one. Have you seen an increase in the number of
people using your organization, the past few years?
MR. WAGNER: Definitely last year, just given the economy generally. I also, I got introduced
to Maureen's Haven and I am still an overnight host in a church in Westhampton, my church.
And what I can tell you is, when you look at the population, we actually last year had people that
were working that were homeless. Not a significant percentage but they actually were working
and could not afford rent. So I would just say, it is truly a cross section and if you walk down a
Main Street, everybody is represented. And on a statistical basis, last year was 79 % male and
21% female but I would say historically it is more balanced than that. last year it happened to
be tilted a little heavier for males. But I would say generally it is probably like a 60/40. We
have seen an increase just based on the economy. Again, what we try to do is Maureen's Haven
tries to provide a compassionate environment as opposed to say a county sheltering system. That
is what we try to do.

JOE KINSELLA: Good evening, my name is Joe Kinsella and I work with a company called
Family Residences and (inaudible) Enterprises. We operate a group home at 9625 Main
Bayview Road in Southold. Just to tell you a little bit about us, Family Residences and
(inaudible) Enterprises is a not for profit organization founded in 1977. we are headquartered in
Old Bethpage. We provide services to over 3,000 individuals with intellectual and emotional
disabilities and their families throughout Nassau and Suffolk counties each year. Our mission is
to support individuals of all abilities to realize their full potential and achieve personal happiness.
We offer a diverse array of supports and services including family support services, crisis
intervention, including 24 hour mobile crisis response, day services including volunteerism
employment, a theatre arts program and a working ranch. We support 500 families living in the
community. Presently the home at 9625 Main Bayview, we have done everything that we can to
keep the house up as well as we can, we recently installed solar panels on the roof so that we can
get ahead of our bills, we have done some roofing, some plumbing and an inordinate amount of
structural repairs. Presently we are looking for some help in purchasing some new windows and
doing some insulation and siding on the house. We are hoping to form a collaboration with you.
SUPERVISOR RUSSELL: Thank you very much. Who else would like to address the Town
Board? We are just going to keep this to the Community Block grants, we are part of a public
heating right now. As soon as we close this out we will go to the regular part of the meeting.
Would anybody else like to address us on Community Block grant funding? (No response) Just
let me quickly say that what has been very apparent to me over the past few years, I have been
supervisor here going on my 7th year, the amount of community block grant fund that we are
receiving continues to shrink and dwindle to a very very small amount of money and at the same
time, these not for profits and these groups that are struggling are having a difficult time raising
money because of the pinch that everybody feels in this bad economy, so it is a very bad set of
circumstances that are all at play at the very same time. We wish we could certainly do more
and we wish we were in a better position to help even more than we do.

SUPERVISOR RUSSELL: So at this point I am going to open up for anybody that would like to
address the Town Board on any issue? Marie?
Marie Domenici, Mattituck
MARIE DOMENICI: Good evening, Marie Domenici, Mattituck. A couple of meetings ago I
stood before the Board and I kind of brought to the attention of the Board about my concerns
about the aerial spraying that is being done in Orient and how it has a huge impact on our
waterways, aside from that the impacts that it has on the people who live in the communities
overall. And I was just wondering, has the town taken any thought, action or anything about
that? Is there some kind of remediation or some other mechanisms in place that could be
substituted for the aerial spraying and pollution of our environment?

SUPERVISOR RUSSELL: They currently operate under permits issued by, they are regulated
by the DEC and I believe also New York State Department of Health. Everything that is done by
the Orient mosquito district is no different than what is done by the Suffolk County Depashnent
of Health and they work hand in hand. To my knowledge they are compliant with every aspect
of state, federal and county legislation, to be as environmentally conscious as they possible can
be. 1 don't know what the town could bring to bear on that, given the oversight that they
currently have to negotiate.
MS. DOMENICI: Well, I think the DEC and whoever else is responsible, the Department of
Health or whatever, I mean, if you look at what they are spraying and if you look at the
contamination and the side effects it has, I can't imagine that any of it is good. You know, that's
like saying there is a little arsenic in the water but otherwise you are okay to drink it. I think as a
town we should be concemed about that type of pollution, if for no other mason if we are not
environmentally concerned than let's think in terms of real estate and how that can have an
impact on the sale of your home or lack there of. So if we don't look at it from an environmental
perspective to say we can't spray like this and have the fish and whatever, we talk about our
waterways being polluted, aside from septic, you know, systems that aren't working properly but
we are also talking about aerial spraying and pesticide application and things of that nature. And
really, I think it behooves the town aside from the fact that the DEC regulates, you know, I will
give you this as an example, if I have a pool party and one little kid urinates in the pool, my pool
filter won't take care of it but if everybody urinates in the pool, then I have a toilet. So that is the
point I am trying to make. You know, a little bit of arsenic doesn't make it okay, a little bit of
you know, scourge, doesn't make it okay. and as a community, I really think we need to see the
impact that it has on us, as people who live here and our children. And I really would like to see
the town, you know, get a little more involved in terms of trying to find alternative solutions
whether it, I don't know, I don't have the answer to that but spraying it doesn't make it go away
in that sense because we are spraying year after year, so obviously that is not working but what it
is doing is polluting our waterways and polluting our you know, properties and environment, so I
really would like to see the town take a stand in some way and again, I don't know what the
solution is, get more guinea hens or I don't know but I would ask you to kind of not push it aside
because it is important. You know, if 1 said to you today, whatever you do, don't drink that
water because you are going to fall down dead and if you drink the water, you fall down dead,
everyone else around you would be like, oh my god, he drank the water, he fell down dead. But
because the impact over time, it takes time for these things to have an effect on us, so we don't
see it, there is no immediate reaction but in the long term there is you know, a long term reaction
which is negative and it is bad for the people of the community. So I would ask the town to
really try to take a look at it. ! don't know what the resolutions are but to continue to spray is
just not the answer because it doesn't get better. If you have a heart issue and they do surgery, it
gets better but if you continue to spray and continue to spray and continue to spray, there's no
resolve there. So that is my concern, that is one concern. I have two others that I would like to
mention. The other thing is, for the last several years I have been talking about the puddles on
Aldrich Lane by the park and with these viruses that, the mosquitoes like to nest there and the
West Nile think is becoming more and more prominent. 1 mean, can we just fix that puddle? I

mean, that's, I don't imagine it to be a big deal just someone has to take responsibility for that
puddle. It's been there for 10 years.
COUNCILMAN TALBOT: Is it in the roadway or is it in the parking lot?
MS. DOMENICI: It is just where the roadway meets the parking lot, right by the drain. And
somebody needs to take responsibility for that. unless we have a West Nile outbreak out here
and then everybody ....
COUNCILMAN TALBOT: We may have to get the Orient mosquito district to come down and
spray for us.
MS. DOMENICI: Well, you can get them to spray here and I think that's a wonderful idea .....
COUNCILMAN TALBOT: Well, I will talk to Pete Harris and see if he can take a look at it and
make sure it is not something to do with the Mattituck park district's parking lot rolling out onto
the roadway there.
MS. DOMENICI: Well, I think that conversation has already taken place, I just don't know
what the final resolve was but if we can fix it, you know, I would strongly ask the Board to
consider having that addressed. And my last concern is the zoning for Plum Island. I know that
you have looked at this over the last couple of years and I was just wondering how soon you
might have a decision on what the zoning should be for Plum Island?
SUPERVISOR RUSSELL: We actually proposed zoning at the work session two weeks ago and
then had a committee work meeting to discuss zoning for the island and I think that was well
covered by the local press. I would anticipate we should have zoning in place before the first of
the year.
MS. DOMENICI: Okay, is it zoning you can talk about.'?
SUPERVISOR RUSSELL: Yes, what we envision is uses on site that are consistent with what is
currently there. We envision one which would be a research and development park which would
utilize about 115 acres that are already developed with research facilities and anything you
would need to have a research component or an educational component. We also then separate
and zone about 600 acres in what we call a Plum Island conservation district. That would
actually be about 600 zoning in Southold Town. In other words, it is a de facto preserve, it is the
town's intent to see it stay that way. With hopefully, limited public access should the island ever
be sold.
MS. DOMENICI: Alrighty. Thank you for your time and again, I would really like you to
consider that aerial spraying as a true concern for the and the people in this town. Thank you.

JAMES SPANOS: Hi, my name is James Spanos and I am a resident of the north fork and a
registered voter. I would like to address the town on this town budget. There are a few
questions I have here and one of them is for the surveillance cameras that are going to be going
into the corridor and I think it is proposed for, the price is $4000 something dollars and ! was
wondering, what kind of system is it and maybe your knowledge of the system and why is it so
expensive when somebody can just go up to BestBuy and buy a surveillance kit for $600 and
have one of your maintenance people install it?
SUPERVISOR RUSSELL: I am not sure that is the case. First of all, if you want a surveillance
system that is going to work, you are going to need a system that is going to work well. It is just
pointless to have a surveillance system that takes poor imaging, poor taping. This is a digital
system that will be overseen by the IT department, Information Technology Department and the
reason we propose it is it is a recommendation of the Workplace Safety Committee.
MR. SPANOS: Okay and there is something I wanted to bring up since surveillance cameras are
being installed, the Town Board meetings are being videotaped. Today when I was in the work
sessions, there was a lot of great conversations going on about future proposals of maybe moving
the court to another area and other things, security for the entrance of the court way and the taser
being purchased for the court officer and I was wondering if you are putting in surveillance
cameras and they am such, you know, high tech, why couldn't we install some surveillance
cameras to watch the work studies, this way there is a public record of it and the citizens could
always go back to it and view it if they wanted to. If they felt they missed something or
something went through and it was questionable. Other townships do it, like East Hampton.
They tape their meetings as far as Planning Board meetings and Zoning meetings and also work
sessions. I was wondering if that was something you could fit into that surveillance kit?
SUPERVISOR RUSSELL: That is actually a good idea and something we will take up when we
are specing out for the surveillance. The reason we haven't taped work sessions in the past was
because we actually get reimbursed for the cost of the taping by our cable franchise agreement.
The taping that is taking place fight now actually has a fee attached to it. we pay that fee, then
we get reimbursed by Cablevision as part of our franchise agreement. The franchise agreement
didn't include reimbursement for work sessions. It was pretty specific in its language. We have
a new franchise agreement that is coming up the next year. We can certainly put that on the table
to discuss with Cablevision to see if they will pay for it, pick up the cost of the entire work
session not just the meeting at night. However, the idea of putting a camera in here tbr a work
session and simply doing it ourselves is an attractive option. Something the Board will take up.
MR. SPANOS: Okay. What about a summary during these meetings of the things that go on in
the work session. People at home aren't aware of everything that is going on and I was
wondering if you are not going to video tape them, maybe there can be some discussion about it.
SUPERVISOR RUSSELL: The Town Clerk actually posts minutes. They are usually posted
probably by the next day, after our work session. She posts minutes of what takes place at the
work session. Not for the work session? Okay. I am sorry. I stand corrected.

MR. SPANOS: The point I am trying to make is I would like to see a more transparent
government. I think we are all aiming in that direction to be able to have a mutual trust and
respect amongst each other and maybe the videoing and the discussion here would make people
feel more confident in moving forward with better township.
COUNCILMAN KRUPSKI: Good idea. People should know what is going on.
SUPERVISOR RUSSELL: Yes, I think that is an excellent idea. Certainly something we
should take up. Videotaping, if we are going to invest in surveillance, maybe we ought to invest
in a system that can capture the work session. I know that it is our goal to see the Planning
Board meetings taped, the Zoning Board of Appeals meetings taped and run those on channel 22.
Again, everything in tight economies in the era of 2 % tax cuts, it's about the money. We don't
get reimbursed for taping of those. This is done by a private individual who gets paid to do it.
but maybe we can take some of that on in-house if we get the right equipment. So it is
something that we will take very seriously.
MR. SPANOS: Right. And I would like, maybe we can go over the things discussed as far as
adding another police officer for extra security here in the courtroom. Those are all expenses
that townships in upstate New York, small townships like ours, wouldn't even think of doing.
And you know, Riverhead and other townships have huge facilities, courtrooms where people
can, you know, they can handle having metal detectors and other things that were discussed
today by the Honorable Rudy Bruer, yeah, the judge that was here and he brought up a lot of
good points but it just seems like this town is a little unfortunately doesn't have the budget for
the extra police officers and, to man it. maybe you can elaborate and let us, let the people at
home know what was discussed earlier today with the proposed .....
SUPERVISOR RUSSELL: Sure. The proposal is to install a metal detector here in the foyer for
court day. we have court generally on Mondays and Fridays. The, in order to, right now we
have one court officer who supervises the goings on of the court. To get a metal detector in we
would need to hire a second court officer. Generally these systems are more effective if you
have two people operating them. The town has taken that issue up. As a practical reality, we
have known for a long time that we probably need a committed court complex, a building that
serves just as a court. This multiple use building scenario is becoming impractical. The problem
is we have very tight budgets, we have 2 % tax caps and we have a lot of debt service fi.om
earlier projects undertaken by previous administrations that should be retired before we start
thinking about acquiring a new site for a court complex, although we have looked at properties in
the past. The idea is to maybe get a court on its own, in its own building and then we could
adequately make sure that all of the safety features are there. The metal detectors and everything
else. That was the discussion we were having today. And that is something we are going to
pursue with the justices and some of representatives of the Town Board over the next few weeks.
MR. SPANOS: Okay. Well, thank you very much and I hope, I appreciated that you were very
conscious on not putting it in this budget because of the financial hardship that our country is
facing and I am hoping you know, we can be very conservative with our spending.

SUPERVISOR RUSSELL: Thank you. Who else would like to address the Town Board at this
time?
Councilman Krupski
COUNCILMAN KRUPSKI: I would just like to say, to thank the men at the Highway
Department and the Department of Public Works, they stepped up over the last two weekends
and put a new roof on a big highway barn in Peconic on Peconic Lane. It is kind of hard to see,
it is offthe road and it's a flat roof. They did a great job. By doing it themselves, in house, they
saved the taxpayers tens of thousands of dollars and I just want to thank them. We all appreciate
it.
SUPERVISOR RUSSELL: Would anybody else like to address the Town Board at this time?
What I am going to quickly say is judging from the lack of angry phone calls and emails I am
getting, I don't know that people fully appreciate the scope of the comments I made two weeks
ago regarding yellow bags. And tonight is again to remind the public that as of the 23rd of
November or 22na of November, all carters who do business in Southold Town will be required
to require yellow bag usage of their customers. And as importantly, more importantly: curbside
recycling. That is going to take place regardless who your carter is, they will be required to
follow not just State law but town code as well. From November 23ra. We looked at options.
We have none at this time. Anything else?
Councilwoman Jill Doherty
COUNCILWOMAN DOHERTY: Scott, I just want to let everybody know that I am proud to
have Scott as our Supervisor. He, over the last 7 years has worked very hard and he has done a
phenomenal job on the budget. And as my first year going through the budget process as a Town
Board member, his work and the work of John Cushman's office has made our tough decisions
easier to make, if it could be easy. And it was just a pleasure working with you on this budget
and the rest of the Town Board members. It is a hard thing to do in these times but I think we
have all worked very well together and we are conscious of what needs are of each department
and we have done the best we can and we are going to continue to work hard on it.
SUPERVISOR RUSSELL: You should see the budget, which we have just proposed tonight,
calls for a 1.96 % tax increase. You should see that up on the website, should be up by sometime
tomorrow. The budget summary. And we will be doing a meeting at the end of the month to
explain the budget in great detail.
Councilman Talbot
COUNCILMAN TALBOT: That also includes the pension.
Supervisor Russell
SUPERVISOR RUSSELL: Yes, the full explanation of all of the costs, all of the revenue or lack
thereof and every aspect of the budget will be discussed in a very detailed budget meeting for
the public. I believe the 29th of October, I am not quite sure but you can check our website and
see the date on that.
