HomeMy WebLinkAbout11/14/2012 Town of Southold Housing advisory commisSion MEETING MINUTES MEETING #76 November '14, 20'12 Present: Beth Motschenbacher, Frederick Andrews, Eric Dantes, Michael Herbert, LeRoy Heyliger, Daniel Sarnowski, John Viterltti, John Vahey, Councilman Chris Talbot and Phillip Beltz. Excused: Rona Smith and Jeanne Kelly. Meetin9 began at 5:30 p.m. Lottery for Resale of 935 Cottaqe Way: Beth Motschenbacher facilitated lottery with both interested parties present, Darren Hinderliter and Sergefs/Nina Piskunovs. Index cards with the names of the potential buyers were placed in envelopes and placed in a box. Councilman Talbot selected the envelopes after they were shaken in the box with first drawn labeled #1 and second drawn labeled #2. The Piskunovs name appeared on the card within envelope #1 and they will proceed with entering into contract with the seller. Mr. Hinderliter will be contacted in the event the contract does not proceed and will qualify for future resale offerings. Approval of Minutes: The minutes of October 11,2012 were approved. RFP: The deadline for submission is November 16th at 4:00 p.m. and the Town Clerk's office will provide a list of names of any bidders seeking to develop affordable apartments. Habitat for Humanity: Explanation of Suffolk County's 72H program in which the County donates to municipalities properties/land with tax liens for purpose of developing affordable housing. Habitat is willing to work with Town providing appropriate sites are donated. Proposed Community Preservation Fund Tax Exclusion: Review of revised concept paper submitted by Fred Andrews and John ¥iteritti. John Yahey suggested that the numbers should be related to an index rather than be assigned arbitrarily. As the Town Board annually set maximum sales price, maximum income, etc. from HUD's Nassau/Suffolk index, Phillip will look at those numbers and forward figures for John and Fred to review. HAC voted all in favor to forward proposal to the Town Board for consideration (one abstention - Motchenbacher.) Short Sales-Purchase of Existinq Inventory: The purchase of existing inventory would be appropriate suggestion to the Town Board from HAC when there is funding in the Housing Fund. Review 20'12 Goals and Objectives and Development of 20'13: Review of 2012 goals. To promote strategies to increase participation of Town's affordable housing registry, suggestion by Eric to advertise in NF Patch, Fire Depts., libraries and Chambers. Tabled discussion 2013 goals.
