Parks, Beaches and Recreation Committee
MINUTES October 17, 2012 Meeting
6:30 P.M. in the Conference Room, Town Hall
Present were: Chairman, Vincent Orlando; Members: James McMahon, Arthur Leudesdorf, Jesse
Johnson, John Betsch, Councilman Chris Talbot, Philip Beltz, Ken Reeves, Carlos Gonzalez, Nancy
Foote; Guests: Fred Druck and Karly Lucarelli
Call to order: Chairman Vincent Orlando called the meeting to order at 6:35 P.M. Below are
discussion items:
ADA Playqround - Vinnie introduced Fred Druck, representative for Playtime. Fred distributed an
updated playground design with quotes for new equipment and installation for new ADA playground
at Tasker Park. Vinnie informed the committee that the plan for the sandbox was replaced with a
spring car. After some research it was determined that the sandbox has maintenance issues and
would need a cover in the winter since it was difficult to keep clean.
The quote includes all installation of equipment and footing. DPWwould move the merry go round
and signs.
Two new signs would also be purchased indicating the donor of funds (which covers 99% of the
playground cost).
Arthur indicated that Rich Corazzini would donate time and materials for the asphalt work.
The equipment is being purchased through a bid cooperative. Three vendors will be used. Jim will
create three resolutions for the next Town Board meeting.
Fred discussed the bonded rubber footing that will be installed. The product has a "fall height" of 15
feet and will still meet this standard after 5 years. Material looks firm but is soft and very porous. The
color will be beige and is 100% recyclable. The base will be put down winter and depending on the
weather and temperature, the top coat will be installed next spring. Chris thought there may be some
concern of the base coat blowing away but Fred assured the committee that additional base layer
would be installed to keep this from happening. All equipment will be cemented down.
Vinnie thanked Karly Lucarelli for bringing her ideas for this project to the attention of the Committee
and following it through to fruition. The new playground will be 100% ADA compliant.
Jim will sign contracts tomorrow and fax to vendors.
Shared Fields - Councilman Chris Talbot addressed the issue of sharing fields with surrounding
school districts. Mattituck has a list together and is waiting to hear back from the Town. Chris would
like to reach out to Southold and the other schools. Philip Beltz will be meeting with School
Superintendents to address recycling. Vinnie thought the shared field agenda could be discussed at
that meeting as well. Chris added inviting Park Districts was also a possibility.
Purchasing new properties was also discussed. At the moment there is no interest in purchasing
open space for active use by Land Preservation but more space is needed; programs are fighting for
field time. Carlos informed the committee Strawberry Fields is in need of work, at the very least the
field needs to be rolled. Chris would like to see Strawberry Fields be used a fairground only and not
for sports use. He added that the Town would like to accommodate as many groups as possible. Jim
thought we could extend the season on all fields. Chris stated working out a schedule with schools
and divide maintenance concerns could be addressed. Chris will contact the local Superintendents
and Nancy will contact Ken for the Town schedules.
Doqs - Committee revisited the code for dogs on beaches and other Town properties. Chris wanted
the issue to brought to the code committee for review and they put something together. Vinnie added
that the Town has a code but it has to be enforced. John Betsch wanted to know who is going to
enforce a code after 5:00 PM? And who enforces it? Code Enforcer? Police? Vinny informed him it
could be anyone but it is a tough code to enforce.
The meeting was adjourned at 7:40 PM. The next committee meeting is scheduled for November 14
at 6:30 PM.
Respectfully submitted,
Nancy Foote
Committee Secretary
