Southold Town Hall
August 20, 2012 Meeting
Called to Order 10:07 AM by Chairman Neb Brashich.
Members Present:
Frank Field, Town Engineer Jamie Richter, Chief Martin Flatley, Highway
Superintendent Pete Harris, Town Planning Director Heather Lanza, Greenport Rep. Bob Feger,
Margaret Brown, Councilman Chris Talbot and Tom Fox.
Absent Jim Baker.
Minutes of July 23, 20'12
A motion to approve the minutes was made by Margaret Brown and was seconded and
carried.
East End Transportation Council
Neb reported that the August 8, 2012 meeting was cancelled and that the next meeting
is scheduled for September 12, 2012. Among the items for discussion is the Peconic Bay Water
Jitney.
The Council is still awaiting a mandate from the East End Mayors and Supervisors
Association concerning transportation issues. The Commission agreed that the EETC
continues to be a very useful venue for the exchange of views among all of the major local
transportation providers and the local governments.
Supervisor's Requests
None.
Planning Board Requests
Town Comprehensive Plan
Heather Lanza advised that the Final Draft of the Human Services Chapter was released
on August 10, 2012.
She also reported that the Transportation Chapter would probably be released in
December 2012 or in January 2013.
Harbes, Mattituck
Heather also reported that a public hearing would be required concerning the proposal to
control parking on both sides of Route 48 in way of the Harbes' properties. Among the issues
for consideration are No Parking signs and fencing to control ingress and egress to those areas.
Pete Harris also observed that the present state of the Town's right of way on Route 48
is being degraded in way of those access areas by vehicular traffic entering or leaving the
Harbes' properties. That is a particular concern on the south side of the roadway and he
recommended that those access areas be hardened accordingly to ameliorate the degradation.
Town Agricultural Plan
As reported by Heather Lanza at the Commission's July 23, 2012 meeting, the
Transportation Commission's recommendations concerning parking issues at farm stands have
been incorporated in to the Agricultural Plan. Nonetheless, the Commission repeated its
concern that parking at farm stands is a public safety issue and should be addressed
accordingly.
Current Transportation Issues
Southold/Greenport Bus Shelters
Neb reported that there was no further news with respect to SCDPW's having issued
RFP's for the selection of a contractor.
Orientation / Interpretive Si.qnage Project
Neb reported that he was awaiting a return call from the RBA Group concerning further
Implementation of that project.
Old Business
Traffic on Love Lane, Mattituck
Chief Flatley reported that Southold PD was checking trucks on that roadway concerning
weight limits. He also observed that there is conflicting signage on Route 48 concerning that
issue and that he would be reaching out to SCDPW accordingly. He also advised that the PD
has been ticketing vehicles for stop sign and cell phone violations.
Pete Harris noted that he had witnessed a motorist park in a no parking pedestrian
crosswalk after have made a three-point turn to access that spot. He also reported that No
Parking signs had been ordered for that street and its adjacent areas, as previously noted.
New Business
Traffic Issues, Sterling Street and Sterling Avenue, Village of Greenport
Bob Feger reported that a speeding vehicle on those streets had been reported to the
Southold PD. He also noted that there appeared to be inadequate access for emergency
vehicles in way of the marina on Sterling Street, due to parked vehicles and recommended that
the Village of Greenport be contacted concerning the placement of No Parking signs at that
location. The SPD will investigate the matter in the meantime.
Next Meeting
The Commission agreed that there would be no September meeting and that the next
meeting will take place on October 29, 2012 at 10:00 AM in the conference room at Town Hall.
