TILe minutes for tile Februarv 16, 2012 meeting were approved.
Introduction:
All appIicants will give a presentation consisting of drawings, exterior materials
samples and other information required by the Planning Department to tile Committee.
The Committee will ask questions and make suggestions as part of a general discussion
with each applicant. Final recommendations from the ARC will be presented to the
Planning Board in the ARC Meeting Minutes, and be made part of the Planning file for
that application. The Planning Board will consider these recommendations, together
with all comments from other agencies, and provide the applicant with a
comprehensive written list of its requested revisions.

Edward Broidy, property owner and Brian Cummings, Town Planner presented the
project for the proposed construction of a 2,475 square foot mix-use building consisting
of two store fronts for a 1,100 square foot retail store and 1,375 square foot restaurant.
There is an existing 605 square foot building proposed to be removed on an 11,561
square foot parcel located at 535 Pike Street on the north side, approximately 100 feet
from Love Lane, in the Hamlet Business Zoning District. This proposed project was
previously reviewed on February 16, 2012.

The Committee reviewed the proposed project and recommends the following:
Introductory Comment:
The Committee views the site of this proposed project as important in setting
a precedent for future development on the railroad side of the Mattituck Halo
District. The existing calm traffic and good access are ingredients that can promote
a vibrant pedestrian'friendly area. The block is a natural location for increased
density and mixed use development. Rear parking along the railroad tracks should
take into consideration an eventual long range, collective and more efficient solution
that includes the rear yards of many lots abutting the RR tracks with a shared alley
access.
Site Plan Comments:
Recommend moving front yard and building back enough to create on street
parallel parking similar to Love Lane.
Reduce paved sidewalk at front curb to no more than 1/2 depth of front yard. This
will allow for a greener streetscape, and still co~nfortably accommodate
pedestrian traffic.
Total nmnber of Oak trees to be increased and planted at typ. 15' O.C.
Relocate dumpster pad to rear of lot, out of view from Pike Street.
The 5'± wide strip of grass ahmg the eastern side of the structure to be replaced
with a brickwork walkway for handicapped accessibility to the storefronts in lieu
of walking within the vehicle's entrance/exit area.
Additional Comments: (see attached photos)
The Committee has strong preference for:
Two-story structure in lieu of one story. This is an important location to continue
increased density of Love Lane, and include mixed use with affordable
residential or office space on upper floor.
Wood frame structure in lieu of brick. This will blend better with the residential
end of Pike Street, and wood frame structures predominate among historic
buildings on the North Fork. However, photos for suggested brick construction
also have been included.
~ Pitched roof in lieu of flat. This is more compatible with historic North Fork
design, for commercial as well as residential. It avoids the look of a strip-mall
type of building.
Improve streetscape texture by use of a front porch, columns, window detailing,
deeper roof overhangs, and/or canvas storefront awnings. All these add interest,
detail and individuality to buildings which improve the pedestrian experience
and lend character to the public space.
The sides as well as the front of the building should have enhanced architectural
detailing, as they are very visible from the street. This improves the quality and visual

character of the village and therefore increases economic value. These details might
include bay windows, brackets, corbels, ovcrhangs, pediments, columns, pilasters.
cornices or other details shown in the attached photos.
Concluding Comment:
Applicant should revise the design, and submit it to the Planning Board for referral
and review of the ARC. It is recommended that the owner's Architect be present for the
resubmission and bring finish material samples.
