Suffolk Environmental Consulting, Inc. on behalf of PETER DORAN requests a Wetland
Permit to reconstruct a ±16' portion of the existing timber sheathed bulkheading along the
eastern shoreline with new vinyl sheathed bulkheading in-place. Located: 9575 Nassau Point
Road, Cutchogue. SCTM# 119-1-3
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment
Form submitted to this department, as well as the records available to me, it is my
recommendation that the proposed action is CONSISTENT with the LWRP review provided
the following best management practice is required if the action is approved:
To further Policy 5: Protect and Improve Water Quality in the Town of Southold and Policy 6;
Protect and Restore the Quality and Function of the Town of Southold Ecosystem it is
recommended that the Board;
Require that the applicant replant backfilled area with native salt tolerant vegetation
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in
preparing its written determination regarding the consistency of the proposed action.

A. INSTRUCTIONS
1. All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
2. Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area(which includes all of Southold Town).
3. If any question in Section C on this form is answered "yes", then the proposed action may affect the
achievement of the LWRP policy standards and conditions contained in the consistency review law.
Thus, the action should be analyzed in more detail and, if necessary, modified prior to making a
determination that it is consistent to the maximum extent practicable with the LWRP policy
standards and conditions. If an action cannot be certified as consistent with the LWRP policy
standards and conditions, it shall not be undertaken.
A copy of the LWRP is available in the following places: online at the Town of Southold's website
(southoldtown.northfork.net), the Board of Trustees Office, the PI local
libraries and the Town Clerk's office.

minimizes adverse effects of development. See LWRP Section III—Policies; Page 2 for evaluation
criteria.

With respect to the proposed demolition of the Metal/Plastic Buildings& Frame Buildinci/Trailer:
As indicated within Policy 1. "Development that does not reinforce the traditional land use pattern of the Town of
Southold would result in a loss of the community and landscape character of Southold.". this oroiect proposes to
replace existing the existing timber bulkhead with a vinyl bulkhead. The proposal as designed, will not result in
adverse effects to the surrounding environment in that the oroiect will not increase the structural coverage of the
property, and will not encroach any further towards the surface waters of Little Peconic Bay along the eastern
shoreline. In addition, this bulkhead has existed harmoniously within this location for decades which has
not resulted in any form of adverse impact to the surrounding environment Accordingly, we believe that this
project is consistent with this policy.

Subject proposal will not adversely impact the visual quality of the surrounding area in that the surrounding
area is currently comprised residential properties improved with similar appurtenances (i.e. bulkheads). Scenic
resources, assumedly views of Little Peconic Bay, are not at risk due to the reconstructed dock assembly and
bulkheadina being typical of the character of this section of waterfront. Accordingly, this proposal will comply with
Policy 3.

PROJECT
SPECIFICATIONS
PROJECT NARRATIVE:

Applicant proposes to reconstruct a section of the existing timber-sheathed
bulkhead (20' ± overall ) within the northeastern corner of subject property into a
vinyl-sheathed bulkhead ("in-place).
The existing section of timber bulkhead primarily consists of timber sheathing
(2" x s"), secured by upper, middle and lower timber walers (6" x 6") on the
seaward face and a timber clamp (4" x 6" ) along the landward face, in turn
secured by timber pilings (12" (D). A smaller timber bulkhead section (20' ±
overall) along the seaward side of subject bulkhead is to be fully removed.
The proposed vinyl-sheathed bulkhead section will replace the existing timber-
sheathed bulkhead section "in-place" and will consist of vinyl sheathing (i.e., C-
Loc or similar), an upper, middle and lower timber waler (6" x 8"), secured by
timber pilings (12" (D). The timber pilings will be secured by timber deadmen C-LOC VINYL SHEET PILING
(8.0' L x 8" (D) & timber lay-logs (6.0' x 8.0' L x 6.0" (D), all attached by tie-rods
(16.0' L). A timber top cap (2" x 18") is proposed to sit atop the reconstructed
bulkhead.
NOTES:

• Reconstructed Bulkhead will not encroach any further seaward than the existing bulkhead.
• AHW located along the seaward side of both existing and reconstructed bulkheads.
• No proposed fill is to be brought onto the site. All excavated fill to be returned as backfill
landward of the reconstructed bulkhead.
