Costello Marine Contracting Corp. on behalf of ANDREAS & YULA SERPANOS request a
Wetland Permit and Coastal Erosion Permit to construct 100' of 1 to 3 ton rock revetment; re-
contour top edge of bank; provide 1' high by T wide berm and a 5' wide non-turf buffer; re-
vegetate area with Rosa Rugosa, Bayberry, etc.; backfill existing heavily eroded area of slope
landward of revetment with clean trucked-in fill, approximately 300 cubic yards, and re-grade;
terrace slope and re-vegetate with Cape American beach grass. Located: 19105 Soundview
Avenue, Southold. SCTM#51-1-17
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment
Form submitted to this department, as well as the records available to me, it is my
recommendation that the proposed action is CONSISTENT with the Policy Standards and
therefore is CONSISTENT with the LWRP provided that:
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in
preparing its written determination regarding the consistency of the proposed action.

LWRP CONSISTENCY ASSESSMENT FORM . v
A. INSTRUCTIONS
1. All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
2. Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area(which includ all of Southold Town).
3. If any question in Section C on this form is answered "yes", then the proposed action may affect the
achievement of the LWRP policy standards and conditi s contained in the consistency review law.
Thus, the action should be analyzed in more detail d, if necessary, modified prior to making a
determination that it is consistent to the maxim extent practicable with the LWRP policy
standards and conditions. If an action cannot certified as consistent with the LWRP policy
standards and conditions, it shall not be unde n.

The current site condition is unstable and the property owners have limited access to the water. Our
proposal is an attempt of the upland property owners to maintain their property. Our proposal will not have

Our project is to construct a rock revetment to support the toe of the bluff to prevent further slumping of
bluff.The bluff then can be regrade and revegetated to aid in any further erosion. The new revetment will
not increase flooding or erosion in the area.

owners'ability to access the water. This property is used to engage in water-dependent activities such as
