NOTICE IS HEREBY GIVEN, in accordance with the provisions of Section 103 of the
General Municipal Law, that sealed Requests for Proposals (RFP) are sought and requested for
a UHF Radio Voice Paging System designed and engineered to perform reliably within the
geographic boundaries of the Town of Southold for the six fire departments in the Township
(Suffolk County Division 8). RFPs are requested only from qualified New York State
Contract vendors.
Specifications for such RFP may be obtained at the Office of the Southold Town Clerk, Town

The sealed proposals, together with a Non-Collusive Bid Certificate must be received by the
Southold Town Clerk, at Southold Town Hall, 53095 Main Road, PO Box 1179, Southold, New
York 11971, by Monda¥~ March 1~ 2010.
All bids must be signed and sealed in envelopes plainly marked "RFP on UHF Radio Voice
Paging System", and submitted to the Town Clerk. The proposal price shall not include any tax,
federal, state, or local, from which the Town of Southold is exempt.
The Town Board of the Town of Southold reserves the right to reject any and all proposals and
waive any and all informalities in any proposals should be it be deemed in the best interest of the
Town of Southold {'o do so.

Executive Summary - UHF Radio Voice Paging System (RFP)
The Town of Southold, County of Suffolk, New York, operates a Central E-911 Dispatch Center at Police
Headquarters, 41405 Route 25, Peconic, New York. The Center provides twenty-four hour emergency
voice paging notification to members of six (6) volunteer fire departments on lo-band VHF radio
fi'equency 46.46 MHz
Lo-band VHF radio frequency 46.46 MHz is a common channel used by one hundred seventeen (117) fire
departments t located within the County of Suffolk, New York. It is used primarily to alert department
members to emergency calls and for inter-department communications. Last year, the Suffolk Connty
Department of Fire, Rescue and E~nergency Services communications center processed approximately
172,000 fire and EMS emergencies -.
Members of fire departments in the Town of Southold have experienced difficulty receiving emergency
paging notifications on 46.46 MHz. Fire deparOnent officers report increased radio frequency
interference on 46.46 MHz from stronger stations in Suffolk County. Southold Town fire departments
have applied for, have been coordinated and granted operating frequencies between 460 MHz and 486
Mhz in the UHF radio band.
The Town of Southold desires to move its fire service emergency paging notification system from 46.46
MHz to fxequencies in the UHF radio band. A suitable UHF radio alerting system must be designed and
installed to accomplish this. The Town Board of the Town of Southold and the Southold Town
Emergency Management Committee solicits communications solutions, (Request For Proposal), from
qualified New York State Contract vendors.

Town of Southold - UHF Radio Voice Paging System
Objective
The Town of Southold shall provide dependable notification of emergency calls to members of six
fire deparnnents in the Township, (Suffolk County Division 8). Public Service Dispatchers at the Town of
Southold Central E-911 Dispatch Center will radio voice page emergency responders giving them the location
and nature of emergencies using UHF radio frequencies already assigned to the Town of Southold by the
Federal Communications Commission and coordinated by the Association of Public-Safety Communications
Officials, (APCO).
Background
Geographically, the Town of Southold, County of Suffolk, New York, is a peninsula creating the
North Fork of Long Island. The township's mainland is approximately twenty-one miles long and
approximately four and a half miles wide with many inlets, creeks and tributaries leading to the water. To
the north, Southold Town is bounded by the Long lsland Sound, to the south, the Great Peconic Bay and
outward to the east, Gardiner's Bay and the Atlantic Ocean. The township includes two inhabited Islands:
Fishers Island, located approximately fifteen miles northeast of Orient Point and Plum Island,
approximately two miles from Orient. The topography of the town is fairly flat, rising in places along its
north shore to an elevation of 100' in Mattituck, 80' in Southold and 50' in Cutchogue, East Marion and
Orient. The land slopes gently downward to sea level at the shores of the Great Peconic Bay.

Mainland Southold is protected by six volunteer fire departments: Mattituck, Cutchogue,
Southold, Greenport, East Marion, and Orient. Fishers Island is protected by the Fishers Island
Volunteer Fire Department and Plum Island is protected by the Plum Island Animal Disease
Center (PIADC) industrial fire brigade.
Fishers Island Fire Department utilizes hi-band VHF frequencies for their alerting and fireground
operations and PIADC utilizes frequencies assigned to the U.S. Department of Agriculture and
monitors Suffolk County lo-band VHF radio frequencies. The six mainland departments utilize
lo-band VHF radio frequencies for voice paging and a combination of lo-band VHF and UHF
radio frequencies for fireground and intra-department operations.
The County of Suffolk, New York, Combined Radio Committee, has organized fire
communications within Suffolk County utilizing lo-band VHF radio frequency 46.46 MHz (F-2)
for county-wide voice paging and inter-department communications. A series of lo-band VHF
radio frequencies (F-1) are designated as Division frequencies for truck-to-track, track-to-base and
fireground communications. The Town of Southold, (Suffolk County Division 8), is assigned
frequency 46.34 MHz.
As the volume of fire and EMS calls have increased, fire departments within the Town of
Southold have experienced more and more radio frequency interference (RF1) from Suffolk
County fire stations to the west. To solve these RF1 problems, the six mainland fire departments
applied for and received APCO coordinated UHF radio frequencies, [see addendum 1]. The fire
departments have installed UHF radio repeater systems for intra-department use: track-to-truck,
truck-to-base and fireground handheld radio communications. These UHF radio systems have
performed very well, moving local fire communications away from the Suffolk County
frequencies and avoiding RFI.
It is the desire of the fire departments and the Town of Southold to move voice paging of
emergency responders from lo-band VHF radio frequencies to UHF radio frequencies. The
greatest challenge to reliable UHF voice paging communications within the Town of Southold is
to be able to saturate the geographic area with sufficient radio signal to activate all fire department
members' voice pagers, inside buildings, structures and vehicles as well as out-of-doors at all
times of the year.

Resources
The Town of Southold maintains a Central E-911 Dispatch Center at the Southold Town Police
Headquarters in Peconic, New York. Public Safety Dispatchers answer E-911 telephone calls and
then alert fire department emergency responders to fires and EMS emergencies via lo-band VHF
radio F-2, 46.46 MHz through a Zetron radio console.
In concert with the town's fire departments, the Town of Southold has received from the FCC,
three pairs of APCO coordinated UHF radio frequencies for fire communications. These
frequency pairs are: 482.375/485.375 MHz; 482.950/485.950 MHz; and 483.650/486.650 MHz.
The Town of Southold maintains radio receiving/transmitting facilities on a number of
communications towers on the North Fork. These towers are considered priority locations for the
installation of components for a UHF radio voice paging system. Isee addendum 2]

The proposed system shall create an effective radiated signal so that all personal pagers, (pager

doors throughout the Town of Southold. This performance must be assured regardless of season or
time of year: surmner, fall, winter and spring.

Vendors are asked to study the topographical characteristics of thc township and the }ocafions of the
tower resources 1/s/ed in addendum 2. All possible efforts shall be made to house system
components at existing sites on thc North Fork and Shehcr Island.

Vendors will be expected to make a site visit to the Central E-911 Dispatch Center at Police
Headquarters, 41405 Route 25, Peconic, New York to view the Center, its console and radio
equipment room facilities. Additional site visits to proposed tower locations are encouraged as is
travel through the Toxvnship to view its topography and examine any shadowing land masses as
necessary.
The vendor shall provide a detailed explanation of thdr design and how their proposed UHF radio
voice paging system will be connected, installed and operated. The vendor's explanation shall include
but not be limited to drawings, diagrams, photos, and written documentation. Included in the
documentation shall be maps showing the proposed location of all transmitters and receivers and
contours of radio signal strength coverage of thc radiated UHF radio signal.
The vendor shall provide a detailed list of all equipment and material costs for the proposed UHF
radio voice paging system. The list shall include but not be limited to tbe manufacturer's name, model
number, output ratings and operating characteristics; the size and length of coaxial cables, hardline
and waveguides; and other materials, interface equipment and software proposed for use. Warranties
and guarantees against failure of equipment shall be included and st) noted.

The vendor shall provide a detailed esUmate for the cost of workmanship/labor for the installation,
erection, programming and traiuing of/on the proposed UHF radio w)ice paging system. The vendor
shall identify their preferred toxver erecting company who will be responsible for all toxver site
installations. The vendor shall provide proof of liability insurance and New York State worker's
compensation insurance coverage. Warranties and guarantees on workmanship shall be included amt
so noted·
