Proposed Wetland Permit for FISHERS ISLAND YACHT CLUB
SCTM#1000-10-1-9&9-2-13.1
J.M.O. Environmental Consulting on behalf of FISHERS ISLAND YACHT CLUB requests a Wetland
Permit and Coastal Erosion Permit to install a sub-surface sewage disposal system; existing leaching
pool to be pumped out and filled with sand; new 1,500 gallon septic tank and a 500 gallon pump station
tank to be installed; and new tank and leaching field. Located: Central Ave., Fishers Island. SCTM#10-
1-9&9-2-13.1
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of
Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards.
Based upon the information provided on the LWRP Consistency Assessment Form submitted to this
department, as well as the records available to me, it is my recommendation that the proposed action is
INCONSISTENT with the Policy Standards and therefore is INCONSISTENT with the LWRP:
The sites are Identified as occurrinR in an Archeo-sensitive area with a hiqh probability of
artifact occurrence. It is recommended to meet and/or further the below policies that a Historic
Resource Survey be conducted.
2.2 Protect and preserve archaeological resources.
Conduct a cultural resource investigation when an action is proposed on an
archaeological site, fossil bed, or in an area identified for potential archaeological
sensitivity on the archaeological resources inventory maps prepared by the New York
State Department of Education.
Conduct a site survey to determine the presence or absence of cultural
resources in the project's potential impact area.
If cultural resources are discovered as a result of the initial survey, conduct a
detailed evaluation of the cultural resource to provide adequate data to allow a
determination of the resource's archaeological significance,
It is recommended that a site survey to determine the presence or absence of cultural resources
in the project's potential impact area be required.
If impacts are anticipated on a significant archaeological resource, minimize potential
adverse impacts by:
1. redesigning the project
2. reducing direct impacts on the resource
3. recovering data prior to construction
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Water~ont Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
Before answering the questions in Section C, the prep~uer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evallu,__~d aa to its significant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).

achievement of the LWRP policy standards and conditions contained in the consistency review law.
Thus, the action should be analyzed in more detail and, if necessary, modified prior to making a
determination that it is consistent to the maximum extent practicable with the LWRP policy
standards and conditions, ff an action cannot be certified as consistent with the LWRP policy
standards and conditions, it shah not be undertaken.
