Box 1179 Southold, New York 11971-0959 Fax (631) 765-1823 Telephone (631) 765-1889 OFFICE OF THE SUPERVISOR TOWN OF SOUTHOLD Economic Development Committee Meeting Minutes October 04, 2012 Present: John Stype, Steve Latham, Donielle Cardinale, Amy Maguire Burns, Linton Duell and Phillip Beltz. Excused: Rona Smith, Tony Cocheo, Carolyn Fahey, lan Wile, Councilman Bill Ruland and Supervisor Scott Russell. Meeting began at 2:33 p.m. Department Head Survey: · John will discuss at the October 15th Department Head meeting. Meetinq of SC Industrial and Commercial Incentive Board: · Meeting held on October 1st with the Suffolk County board--the plan will be presented for a full legislative vote on December 18th. School Business Advisory Council: · John, Amy and Phillip attended meeting with local schools--they will continue to enhance communication between the Council and the EDC to provide opportunities for youth.. Developin,cl Goals and Objectives- Recommendations to Town Board: Below are preliminary draft of goals and objectives to be furthered discussed along with assignment of EDC members responsible and timeframes to accomplish: I. Promote Southold as a Town that welcomes business a. Ensure an efficient and expeditious application process through "one-stop shopping", pre-submission conference with interdepartmental review of applications, etc. b. Promote paperless applications, have forms that can be downloaded and submitted online c. Create "economic development welcoming committee" with Supervisor and several members of the EDC d. Advance Municity application to the public e. Inform public and businesses how to get things done f. Promote resources including SC Industrial and Commercial Incentive tax abatement program, How to Guide, etc. g. Utilize social media to promote the Town as "business-friendly" environment 2. Enhance education opportunities a. Explain Town Hall (e.g. who go to for what) b. Promote SC Industrial and Commercial Incentive program and How to Guide via website, chambers, pamphlets, etc. c. Establish "conduit" to work with external agencies (DEC, SC Health dept, etc.) d. Foster workshops to assist local businesses as identified in surveys e. Work with youth organizations and schools to advance opportunities such as job shadow, internships, employment, mentoring, etc. f. Establish town-wide data base of local businesses 3. Attract New Businesses and Retain Ex/sting Businesses a. Accomplish all of #s 1 and 2 b. Create a "fact sheet" of leakage analysis indicating what businesses do not exist in Southold and what businesses residents want in Southold ¢. Set up meeting with successful businesses to assess what makes them successful (e.g. Peconic Landing, Stidd Systems, etc.) d. Continue Listening Tours to hear what businesses need to stay in Town e. Host "State of Business" in Town address in April f. With NF Promotion Council, develop branding logo for Town as well as create video that can be accessed through EDC website 4. Address Vacant Storefronts a. Attraction of new businesses will help b. Develop "shop local" campaign and "Main Street revitalization" campaign ¢. Provide incentives to "stage-dress" vacant window storefronts with appealing designs to remove blighted look 5. Foster Affordable Housing a. Support goals and objectives of the Housing chapter of the Comprehensive Plan b. In particular, create apartments in hamlet centers over businesses Hostinq Workshops and Seminars: Tabled.
