Present were: Absent were: Audrey Horton, Acting-Chairperson Jack McGreevy, Member Doug Hardy, Member William McDermott, Member John Stein, Member Lauren Standish, Secretary Peter Young, Chairman John Bredemeyer, Trustee CALL TO ORDER The meeting was called to order at 4:30 PM by Acting-Chairperson Audrey Hodon. NEW BUSINESS Member Jack McGreevy requested the CAC discuss the Coastal Erosion Tax District at the next monthly meeting. APPROVAL OF MINUTES Moved by Doug Hardy, seconded by John Stein, to Approve the Minutes of July 11, 2012. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by William McDermott, seconded by Jack McGreevy, it was RESOLVED to Support the Wetland Permit and Coastal Erosion Permit applications of SUZANNE K. SMITH AND ESTATE OF EDGAR SMITH to re-stack fallen stone and re-cap concrete within property line. Located: 680 Bay Lane, Orient. SCTM#24-2-9 Inspected by: William McDermott, John Stein Vote of Council Ayes: All Motion Carried Moved by Jack McGreevy, seconded by Doug Hardy, it was RESOLVED to NOT SUPPORT the Wetland Permit application of MARILYN PASIERB to repair and/or replace the existing pool and surrounding deck. Located: 680 Truman's Path, East Marion. SCTM#31-12-2 Inspected by: Jack McGreevy, William McDermott Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by William McDermott, it was RESOLVED to SUPPORT the Wetland Permit application of WALTER BLUM to construct a new bulkhead in front of the 136' existing deteriorated bulkhead with an additional 67' along the northwest property line and landward returns on both ends. Located: 260 Robinson Rd., Greenport. SCTM#34-5-12 Inspected by: Jack McGreevy, John Stein, William McDermott The CAC Supports the application with the following Conditions: · No disturbance tothe marsh; · No turf between the pool and the bulkhead and planted with native species; · Removal of the sprinkler heads located along the landward side of the bulkhead; · The bulkhead should be resheathed on the landward side; · The area to the north should be stabilized with rocks rather than a bulkhead; and · Dr/wells are installed to contain run-off from the dwellig and the garage. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by William McDermott, it was RESOLVED to SUPPORT the Wetland Permit and Coastal Erosion applications of LAZARUS ALEXANDROU to renovate the existing dwelling with new windows, shingles and roof; reconstruct rear 2® floor deck; cut back as-built deck from 16' to 10' and retain 8' with proposed circular stairs from 2® floor deck to rear of house; install drainage system of drywells; new retaining walls; driveway and walkways; and install a 10' non-turf buffer. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Doug Hardy, it was RESOLVED to NOT SUPPORT the Wetland Permit application of MIKE & ELLEN FEINBERG for the existing converted to pool house; cosmetic repairs, which include new patio door replacement and replacement of damaged deck boards; connect existing sanitary system to new expansion pool and new septic tank; and existing water line and vault relocated and connected to new dwelling. Located: 62445 North Rd., Greenport. SCTM#40-1-6 Inspected by: Jack McGreevy, William McDermott, John Stein The CAC does Not Support the application and recommends the pool house and deck are relocated 10-15' further landward from the coastal erosion line, no septic line and no cca treated lumber on the deck. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Doug Hardy, it was RESOLVED to SUPPORT the Wetland Permit application of ANDREAS & YULA SERPANOS to construct 100' of 1 to 3 ton rock revetment; recontour top edge of bank and provide 1' high by 3' wide berm and a 5' wide non-turf buffer; revegetate area with Rosa Rugosa, Bayberry, etc.; backfill existing heavily eroded area of slope landward of revetment with clean trucked-in fill, approx. 300 cy. and regrade; terrace slope and revegetate with Cape American beach grass. SCTM#51-1-17 Inspected by: John Stein, William McDermott, Jack McGreevy Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Doug Hardy, it was RESOLVED to SUPPORT the Wetland Permit application of BARBARA STROKOFF to construct approx. 140 If. of vinyl bulkhead in place of existing timber bulkhead; remove and replace (in- place) existing 4'X 31' timber walkway/catwalk; incidentally dredge inside boat basin to a depth of - 4' MLW and use approx. 25 cy. sand/silt as backfill. Located: 1345 Arshamomaque Ave., Southold. SCTM#66-3-8 Inspected by: John Stein, William McDermott, Jack McGreevy The CAC Supports the application with the Condition of a 15' non-turf vegetated buffer and the chicken-wire fence is removed. The CAC questions the location of the dredge spoil site. Vote of Council: Ayes: All Motion Carried Moved by Jack McGreevy, seconded by Doug Hardy, it was RESOLVED to SUPPORT the Wetland Permit application of WEST LAKE ASSOC. requests a Wetland Permit-t0 Year Maintenance to dredge channel to -3 ALW and truck spoil to an upland site. Located: West Lake Channel, Southold. SCTM#90-1-11 Inspected by: Jack McGreevy, John Stein, William McDermott Vote of Council: Ayes: All Motion Carried Moved by Jack McGreevy, seconded by Doug Hardy, it was RESOLVED to NOT SUPPORT the Wetland Permit application of DAVID SCHAB & ARIEL KAMINER to utilize the property as a de-watering site for the dredge spoil from West Lake. Located: 250 Midway Rd., Southold. SCTM#90-1-9 Inspected by: Jack McGreevy, John Stein, William McDermott The CAC does Not Support the application because there is no mention of the environmental impact the Town dredge spoil will have on the wetland area. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by William McDermott, it was RESOLVED to SUPPORT the Wetland Permit application of DROUZAS REAL ESTATE DEVELOMENT CORP. to construct a single-family dwelling, bring in 148.3 cy. of fill along southwest corner of property, construct a retaining wall, driveway, balcony terrace, and a 4' wide cleared path. Located: 54120 County Rd. 48, Southold. SCTM#52-2-20.1 Inspected by: John Stein The CAC Supports the application, however, has a public health concern with the cesspool being proposed below ground water level of 2'2". The CAC recommends the installation of haybales and silt fence during construction activities and a pervious driveway. Located: 750 Paradise Point Rd., Southold. SCTM#81-3-26.1 Inspected by: Jack McGreevy, William McDermott The CAC Supports the application with the Condition the bluff is stabilized and protected. The CAC questions whether the proposed location is too close to the property line. SCTM#104-10-2.1 Inspected by: Audrey Horton, Doug Hardy Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Audrey Horton, it was RESOLVED to SUPPORT the Wetland Permit application of DAVID BERGEN to reconstruct 100' of existing timber-sheathed bulkheading along the eastern shoreline with vinyl sheathed bulkheading in-place; reconstruct beach access stairs, which will consist of a seaward platform 3'X 4' and hinged stairway 3'X 15' to be lowered during use and stored in the "up" position during non- use. Located: 1500 Mason Dr., Cutchogue. Vote of Council: Ayes: All Motion Carried Moved by Audrey Horton, seconded by Doug Hardy, to NOT SUPPORT the Wetland Permit application of MICHELLE & TIM MCMANUS to demolish the existing one-story dwelling and detached garage and abandon the sanitary system; construct new two-story dwelling with attached garage and stone terrace; new sanitary system; connect wastewater from bath house via pump station to new sanitary system; and for the existing bath house. Located: 7725 Nassau Point Rd., Cutchogue. Located: 570 Maple Lane, Mattituck. SCTM#107-3-3.1 Inspected by: Audrey Horton The CAC Supports the application and recommends the remainder of largest tree closest to the wetland boundary is cut down to the stump, with the stump to remain. GlO STEVE MOURKAKOS to replace formerly existing 4'X 30' section of fixed catwalk, hinged ramp, and 8'X 24' float secured by (2) remaining pilings with a 4'X 35' section of fixed timber catwalk (partially in place of remaining 4'-5' portion of catwalk to be removed), a 3'X 14' hinged ramp, and a 6'X 20' float secured by the two relocated pilings. Located: Cottage #5 Sage Blvd., Greenport. SCTM#53-5-12.6 The CAC did not make an inspection, therefore no recommendation was made. Moved by Doug Hardy, seconded by Audrey Horton, it was RESOLVED to NOT SUPPORT the application of BERNARD TURCHIANO to Amend Wetland Permit #1264 to extend the existing fixed dock an additional 30' into deeper water. Located: 445 Bungalow Lane, Mattituck. SCTM#123-3-6 Inspected by: Audrey Horton, Doug Hardy The CAC does Not Support the application because the dock will extend beyond the adjacent docks. There appears to be adequate water depths at the existing length. Vote of Council: Ayes: All Motion Carried Moved by Audrey Horton, seconded by Doug Hardy, it was RESOLVED to SUPPORT the application of PERI HINDEN to Amend Wetland Permit #6732 to remove the existing seasonal floating dock and pilings; remove existing 30"X 22' seasonal ramp and shorten 2' to 30"X 20' long; remove three (2) existing mooring pilings; re-install existing seasonal floating dock and ramp in perpendicular position to dock. Provide three (3) new two 8" dia. anchor pilings; install 500 lb. mooring anchor. Located: 1255 Woodcliff Dr., Mattituck. SCTM#107-6-18 Inspected by: Audrey Horton, Doug Hardy The CAC Supports the application with the Condition of a 30' non-turf buffer to the left of the electrical box and continuing to the property line with a depth of 25'.
