When the project was subsequently reviewed by the Zoning Board of Appeals, who issued its approval on December 19,2013, it was noted that there was a typo on a site plan label incorrectly identifying as a nonturf buffer the area of existing vegetation proposed to remain as a permanent nondisturbance buffer. After correcting the wording of that label, I subsequently noticed that the square footage indicated in the same label should also have been corrected since it similarly reflected the area of the nonturf buffer rather than the nondisturbance buffer. Because these mistakes were addressed after the Trustees' permit amendment was granted,they remain present on the Trustees' stamped approved site plan. Although the physical locations and configurations of these buffer areas have not changed, i.e., these are truly clerical rather than substantive changes, I believe it is necessary for the Board to administratively amend the permit so that the required covenant can be accurately prepared in accordance with the approved site plan. To that end,I am attaching hereto an Application for an Administrative Amendment along with a modified site plan prepared by Studio Cicetti Architect, PC, last dated March 7, 2014,which has been revised to reflect the correct labeling and area calculations of the proposed nonturf and nondisturbance buffers, including the additional nonturf buffer area requested by the Trustees in June 2013. Additionally, because we are certain that all of the permitted work will not be completed prior to the permit's expiration date on July 18, 2014, we are also requesting that the permit be extended for one year until July 18, 2015. I realize that this request comes several months prior to the expiration date,but I trust it will save both the applicant and the Board time and effort later if both actions can be handled simultaneously now. As a result of placement of the proposed swimming pool, the pervious driveway will be moved closer to wetlands to the south but farther fi.om wetlands to the north. With respect to the partial dwelling reconstruction and alterations, the proposed reconstruction of the one-story portion of the existing dwelling will occur entirely within the same footprint as the existing dwelling, thus maintaining the area and wetlands setbacks of the existing dwelling, the balance of which will remain in place. The proposed screened porch will be constructed within the same footprint as the existing deck, thus also maintaining the same area and wetlands setbacks as the existing deck. The proposed 15' x 26' on-grade masonry terrace will be constructed in place of an existing 10' x 22' on-grade brick terrace and maintained lawn area. A drainage system of drywells, leaders, and gutters will be installed to collect roof runoff from the existing dwelling, and a pool drywell will be installed to capture pool backwash. A project limiting fence and staked haybales will be set in place to control and contain site disturbance during construction. As a result, roofrunoffwill be decreased, and both the quantity and quality of surface water runoff will be improved. Specifically, by reducing lawn areas and increasing the setback of lawn areas from wetlands by establishing buffers that serve both as a sink and filter for stormwater runoff and contaminants, the quantity of runoffreaching the adjacent tidal waters will be decreased and the quality of the runoff will be improved through a reduced concentration of potential fertilizers, pesticides, and insecticides. And by reducing lawn areas and increasing the setback of lawn areas from wetlands by establishing buffers that serve beth as a sink and filter for stormwater runoffand contaminants, the quantity of nmoffreaching the adjacent tidal waters will be decreased and the quality of the nmoff will be improved through a reduced concentration of potential fertilizers, pesticides, and insecticides. Additional plantings will also be established outside these buffer ar~as betwean the pool and wetlands to screen the pool. A drainage system of drywells, leaders, and gutters will be installed to collect roof runoff from the existing dwelling, and a pool drywell will be installed to capture pool backwash. A project limiting fence and staked haybales will be set in place to control and contain site disturbance during construction. Therefore, these mitigative measures and benefits together with those described in Policy 5 will proteet and restore the quality and function of the adjacent wetland ecosystem by maintaining and/or enhancing the presently dcvelopod areas located adjacent thereto.
