Present: Frederick Andrews, Eric Dantes, Michael Herbert, LeRoy Heyliger, Daniel Sarnowski,
Viterltti, John Vahey, Councilmen Chris Talbot and Phillip Beltz. Excused: Rona Smith, Beth
Motschenbacher and Jeanne Kelly. Meetin9 began at 5:32 p.m.

Approval of Minutes: The minutes of July 11,2012 were approved.
Resale of Cottaqes: While one contract for resale proceeds, another contract has stalled
because appraisals have priced below the sales price (CPI resale price $233k plus subsidies
(64k)--Town Attorney has proposed establishing a formula of "fair market value less subsidies for
purchase price. HAC requested that the buyer identify another lender as this has not happened in
the past, however, further discussion is warranted in the future.
Review of Request For Proposals (RFP) Draft: Suggestion to award bonus points for utilizing
local labor and materials. In reviewing timeframe for submission, it was agreed that applicants
should be given sufficient time to submit proposals as it will take time to research and find
appropriate sites in HALO zones. Proposed submission deadline mid-November with award in
early January. Will be discussed with the Town Board at the August 28th work session.
Establishinq Annual Affordable Housinq Benchmarks - Nassau/Suffolk HUD Data:
· Sales- 2.5 times the 60% and 100% median income family of 4 ($215,000 & $266,750)
· Rental-Low Home Rent $941 efficiency & $1006 1 bedroom & $1210 2 bedroom
· Inclusionary Zoning Buyout MIFDU 2 times median income family of 4 ($215,000)
· Sanitary Flow Credit (SFC) - 10,000 apartment and 12,500 housing unit
Suggestion from Phillip to possibly lower SFC with upcoming RFP to make proposal more feasible
however Dan remarked that the Town wants to encourage utilization of alternative sanitary
systems. Agreement to leave at current value.
Peconic Bay Reqion Housinq Opportunity Act: John V. presented NY State legislative
proposal to support affordable housing through referendum offering loans financed by fees for new
construction in excess of 3000 square feet. John will see where it stands in the NY Senate,
however, it was agreed to delay any action in support of this because currently the economic
climate is stymied and very few homes are being built at all, much less in excess of 3,000 sq. ft.
Distribution: Water Quality on the North Fork presentation at local libraries.
