Southold Town Hall
July 23, 2012 Meeting
Called to Order 10:04 AM by Chairman Neb Brashich.
Members Present:
Jim Baker, Frank Field, Town Engineer Jamie Richter, Chief Martin Flatley, Highway
Superintendent Pete Harris, Town Planning Director Heather Lanza, Greenport Rep. Bob Feger,
Margaret Brown and Tom Fox.
Absent Councilman Chris Talbot
Minutes of June 25, 20'12
A motion to approve the minutes was made by Pete Harris, seconded by Jim Baker and
was carried after Jamie Richter's observation that the June 25th minutes should be amended to
reflect that the discussion related to street lights on private roads covered East Marion instead
of Orient.
East End Transportation Council
Neb reported that the next meeting is scheduled for August 8, 2012.
Supervisor's Requests
Traffic on Love Lane, Mattituck
A local resident has requested that certain actions be taken concerning the issues of U-
turns, trucks, signage and speeding on that road. After a comprehensive discussion covering
those issues, it was determined that U-turns and speeding were minor problems and most
trucks on that road largely served local merchants, who were mostly satisfied with the current
situation.
Pete Harris reported that new signage directing motorists to the near-by municipal
parking lots had been ordered and Chief Flatley advised that aggressive traffic enforcement
measures would continue. The situation will remain under review, as necessary.
Planning Board Requests
Roundabouts on Route 48
There are no new developments concerning the roundabouts proposed for Cox Neck
Lane in Mattituck and at Route 25 in Greenport.
Factory Avenue and Route 25, Mattituck
The utility pole in way of the NE corner of that intersection at the 711 has been moved
further east to allow for the traffic-enhancing rounding cut at that corner to be carried out by the
NYSDOT.
Harbes, Mattituck
As several issues remain outstanding with respect to the various Harbes enterprises, it
was recommended that the principals of those interests be invited to meet with the Planning
Board to discuss potential solutions to those issues.
Town Agricultural Plan
Heather Lanza reported that the Transportation Commission's recommendations
concerning parking issues at farm stands have been incorporated in to the Agricultural Plan.
Current Transportation Issues
Southold/Greenport Bus Shelters
Neb reported that the SCDPW has issued RFP's for the selection of a contractor and
that final approval of the project is awaited.
Peconic Bay Water Jitney
It was reported that the service had experienced mechanical problems with its vessel.
Cross Sound Ferry Parking Issues - Route 25, Orient
The NYSDOT has completed a comprehensive analysis of parking issues on Route 25
approaching the ferry terminal. In its letter of June 12, 2012 to the Supervisor, that analysis
found "no demonstrated safety concern nor is there any adequate off-street parking for the local
establishments to use nearby". Moreover, the NYSDOT also concluded - "Given these
determinations, it is our professional opinion that restricting additional parking at the subject
location is not warranted".
Orientation / Interpretive Signage Project
Implementation of that project is continuing.
Old Business
LIRR
It has been reported that the LIRR has reserved $29,000,000 for the partial
reinstatement of previously curtailed service. The changes are expected to be implemented in
November 2012 and do not appear to include the restoration of weekend service to Greenport.
Brookhaven Rail Terminal, Yaphank
Local press reports advise that the Owners of that facility have acquired additional
acreage immediately to the east of the current operation and that future plans include additional
trackage and the construction of warehouses.
New Business
Traffic Issues, Main Street and 1st Street, New Suffolk
Jim Baker raised the issue of improved signage and road striping in way of that
intersection.
