Cherepowicz was further advised that she coul~ obtain i L of access up to lot number 5 from the Boar~ of Appeals. BoardwoUi~ recommend this. However, the ~lanning'Boar~ also stipulate that access be given only-up to lot ~u~ber ~ive~an-d. no further. The Chairman pointed out that the appellant comld not come back in one year or two years and obtain further approval of access for tother lots. She was advised that she would either have ~o file a subdiv~ionmap or accept access up tolot number'f~ve and no further. M_rs, Cherepowicz advised the Boardlshe would like to consider this matter further. Mr. Howard Terry stated that the appellant plans to construct a restaurant, marina and motel deal if the application is gmanted. A l~tter was written to Mr. Reese advising himthat the Planning Board felt that a 40 foot channel was inadequate for the type of use he had in mind. The Board reviewed the application-of Charles and ~Frieda L. Kanka, for permission to dredge in Eugene's'Creek~.Cutchogue~ngw York~ The entire'Planning Board has viewed the property in question. ON motion by Mr. M~isa~ seconded by Mr. Grebe, it~ was RESOLVED that the Southold Town Planning Board recommend to the Southold Town Trustees approval of the application or'Charles J. and Frieda L. Kanka for permission to dredge in-~Eugene's Creek in Cutchogue. The Planning Board recommends approval as shown on the sketch submitted for a channel no more than 55 feet long. Vote of the Board: Ayes:- Mr. Grebe, Mr._ Wickham, Mr.~ Moisa, Mr. Unkelbach. The following bill was submitted by'Lawrence Tuthill, P.E-.: "Enclosed is bill for engineer'sestimates for bonds for highways for subdivision of land based on a fee of'$25.00 'for the first 10 acres and $1.00 for each additional acre. Vote of the Board: Ayes:- Mr. Wickham, Mr. Moisa, Mr. Grebe~ Mr. Unkelbach. The following letter was written to Alexander J. Chase~ Esq.~ 40 West Main Street, Riverhead~ New York, Re: Matt~.tuck'Estates~Inc.: Dear Mr. Chase: This is to advise you that the Planning Board has received approval from the Mosquito Commission to raise the water level in the salt pond at Mattituck'Estates approximately two feet. This has the approval of the Highway Superintendent~and~it only remains to get the approval of the four other property owners involved. Since there will be a substantial bo~y of water.northerly of Cardinal Drive at this level, it may be necessary to have a larger culvert, to raise the road level or to widen the shoulders. It might be well to wait~an~ see what is required. We are writing a short letter to each of the adjoining owners and enclose a copy'for your informatiun. The Following letterwas writ~n to Chester Melot, Mattituck; Russell D. Tuthill~ Mattituck; Mrs. Clarence Tuthill, Mattituck; Mr. Martin Filla, Mattituck: The Southold Town Planning Board has embarked on a program to improve and enlarge the fresh water resources of the Town. This has been specifically recommended by our water engineer and has the full approval of the Town Board. In particular we have suggested that the proprietors of Mattituck Estates, Mattituck, New York,.construc t a dike across the drain immediately north of New Suffolk Avenue in order 'to raise the water level in the present salt pond by approximatelytwo feet. This will of course exclude all but hurricane tides and the water in the pro- posed lake or pond will somn be fresh. We beleive that such a lake will add to the beauty of the Town as well as being an asset to you and adjoining property o~-~rs. It will also raise the water table in the adjacent area. -Southold Town Board of Appeals -5- October 18,, 1966 We have a sketch of this'proposal in the Office in~Southold if youwish to l~ok at it. we also have the approval in w$~ting from from the Mosquito'Commission as Well as approval of our' Town Highway Superintendent. F~. Hambsch and associates appeared before the Board in regard to their development,~ Corey Creek'Estates, located at'Bayview in the Town of Southold, Suffolk Coutny, New York. M~. Rod Van Tuyl presented the final maps of the subdivision to the Board. The maps have~ yet'been signed by the SuffOlk-County Health'Department, however'Fir. Van Tuyl assured the Board that they would have this before the next meeting of the Board. The Planning Board and Mr. Hambsch briefly discussed the d~edging and what'Laughing-Water is doing about dredging. The Chairman suggested that~Corey'Creek'Estates and.Laughing-Watercoordinate their dredging Plans.' The Chairman also pointed out that-all of the proposed canal should show on the final maps to be filed with the County;Clerk. On motion by'Far. The Planning Board is requesting that~ the appellants coordinate ,their dredging plans with Laughing Water'Property Owners Association. Mr. Rod Van Tuyl presented a preliminary'plan of a subdivision to be entitled Birch Hills at Cutchogue~ owned by'Birch Properties~ Inc. The property is locatedlon the west side o~ Duc~Po~d Road~, Cutchogue, New York. The proposed subdivision contains~approximately 16 lots. All lots are mininum size and over. There is an exisitin~ dwelling on one of the lots. The developer-plans toretain the existing dwelling. Thenmp shows 1~ feet set aside for park and playground and access to the waterfront. On motion by Mr. Moisa, seconded by Mr. Grebe, it-was RESOLVEDthat the Southold Town Planning Board grant preliminary approval to the subdivision to be known as Birch Hills atCutchogue, Cutchogue~ New York, owned and developed by Brich Properties, Inc., map by-Otto Van Tuyl and Son, date~-September 12, 1966. Vote of the Board: Ayes:- Mr. Wickahm,. Mr, Moiaa,-Mr. Grebe, Mr. Unkelbach. On motion by'Mr. Unkelbach~ seconded by Mr. Grebe ,, it was RESOLVED that the $outhold Town'Planning Board institute legal proceedings against-William Victoria, Sou,thold, New York~ in conju~tion with the Southold Town Board of Trustees. Mr. Victoria shall be made'to remove the~ fill that is dump~d in 'theA~eekbottom; file in back to the high water mark;, and clean ~=the over spill in front of the adjOining properties,, as per a discussion held on August 2, 1966,. at a-regular me~ing ef the Southold Town Planning Board. Wickham, Mr.,~ Moisa~, Mr. Grebe, Mr, Unkelbach. THE CHAIRMAN: For the recorda I would like to say.that fresh water is going to be a prob/em in the Town of~Southold. Some agency is going to have to have some say in the location of high yielding fresh water wells, I would like to propose that we ~ discuss this with the Town Board. Let the Planning Board handle this direCt~y~ as it affects the health, safety, welfare and morales of the Town of SoUthold. Some agency should take care of this and I think it should be this Board~ and it should be made part of the Master Plan. © Sout~old ToWn Plmnning Board -8- October 18, 1966 A letter was written to Mr. Ernest Whitlock requesting him to make further study on the proposal of the Chairman. It was~ alsorequested that Mr. Whitlo~k~advise the Plarn~ing Board of the cost for fur?~er study. Upon receipt of this,the Planning Board will make their recommendation to the ToWn Board. The Planning.Board, Raymond Dean, and Howard Terry~ held a discussion on the dedication of roads at Race Point'Corp,,.~ on Fishers Island, New York. Mr. DeanReported-~hathe had personally inspected the roads in question. Itwas concluded that the Planning Board would accept Reservoir'Road as a private road, if the following improvements wore made: remove foundation; remove sideHalk; a sealer coat of oil and sand over the .entire pavement after repairing the holes,~ including the one from the foundation removal; increase the sight distance at the very dangerous spot near the hydrant; and finally~ cloan out the catch ba~ns. It was further concluded that dedication.of Winthrop'Drive would be somewhat simplier , particularly if it was made a one way street. The Chairman was authorized to write a letter to the Editors of the Long Island Traveler-MattituckWatchman and the Suffolk Weekly Times, in regard to the propos~dnew Town Hall that was voted down. The next regularmeeting of the Southold Town Planning Board will be held at 7:30 P.M.,~ Tuesday,. November 15, 1966, at the Town Office, Main Road,-Southold~ New Yo~.
