PLANNING BOARD MEM BI~RS John T/icl:ham, Chairman Henry Moisa Alfred Grebe Archibald Young William Uni~¢lba~ MINUTES SOUTHOLD TOWN PLANNING BOARD December 20, 1966 A special meeting of the Southold Town Planning Board was held on Tuesday, December 20, 1966, at the Town Office, Main Road, Southold, New York, to transact business held over from the regular meeting of December 13, 1966, at which time there was not a quorum, and an informal discussion was held with interested parties. The special meeting was also called in order to work'on material for the Master Plan. There were present: John Wikcham,-Chairman, Alfred Grebet Henry Moisa. Absent: M~. William Unkelbach - due to illness. Also present: Lawrence Tuthill, P.E.; Howard Terry, Building Inspector. There was a discussion on the application of'George--biers and others to do dLredging on the e~ge of lan~ bounded on the east side of a northerlybranch of Jockey'cree$~ ~(formerly property of L.B. gill). Thisapplication was ~ard from the Town Trustees' for the Planning Board's recommendation. The Board has investigated this area by personal inspection and find that this dredging proposed would be in conflictwith our water survey engineer's recommendationt md that conditions in the area do not warrant a permit to dredge. On motion by Mr. Grebe, seconded by Mr. Moisat it was RESOLVED that the Southold Town Planning Board does not favorably recommend to the Southold Town Trustees the g:~nting Suuthold Town Planning Board -2- December 20, 1966 of a permit to dredge to George Ah~rs and others, at Southold, New York. It was further RESOLVED that a letter be written to the Southotd Town Trustees advising them of the Planning Board's recommendation. Vote of the Board: Ayes:- Mr.. Wickham~ Mr, Moisa, Mr, Grebe. The Planning Board reviewed the application of'Ernest' E. and Harold W. On motinn by M_r.. Moisa, seconded by Mr. G~ebe, i~was RESOLVEDthat the Southold Town Planning Board favorably recommends to the Southold Town Board the change~e'f z®ne from "A'~ Residential and~Agricultural Dist~ict~to "B" Business District on the above described property. The Board feels this is a proper use for this land and a logical extension.of the existing business zones 'in the area. Vote of the Board: Ayes:- Mr, Wickham, Mr. Moisa, Fir. Grebe. The Planning Boardreviewed the application of-Casbor, Inc~ relative to a change ofzon$~ from "A" ResidentiaI~andAgr~icul~ral District~to ~B" BusinessDistrict on certain real property~situated at Mattituck, in the Town of Southoid~ Suffolk'County, New York, and' bounded and described as follows: BEGINNING at a concrete monument on the southeasterlyside or. Westphalia Avenue at the .northwesterlycorner of the premises herein described; running thence along Westphalia Avenue two courses and distances: 1) South 70° 00' East-il6.10 feet-to a December 20, 1966 Southold Town Planning Board -4- monument; ~2) South 36° 23' 40" East 125.00 feet to a monument and Middle Road C.R. 27; running thence southwesterly along Middle Road C.R. 27 on a curve to the right having a ~adiUs of 1799.86 feet a distance of 306.90 feet to land of Kaiser; running thence along said land of Kaiser, North 67° 39'~ 30" West 205.85 feet to a monument at the southwesterly corner of the premises herein described;running thence North 36° 47' 30" East 358. 96 feet to the monument at the point or place of beginning. On motion by Mr. Moisa, seconded by Mr. Grebe, it was RESOLVED that the Southold Town Planning Board does not favorably recommend tothe Southold Town Board the change of Zone from "A".Residential andAgricultural District to "B" Business Dist~ct on the above described property. 9his would_constitute sspot~.~ning,, near a church, and against the policy of no.more business zone on the ~iddle Road ~'R. 27), in order to keep local traffic ~rom interfering with C.R. 27 ~as a high spged highway. Vote of the Board: Ayes:- Mr. Wickham, Mr. Moisa, Mr. Grebe. The proposednew subdivision regulations submitted by ~aymond and MayAssociates as part_of the Master Plan were reviewed again item by item. There was discussion on water distribution t~ ? populated "fringe areas"} ~Acquisition of vacant land fro~ting Lake, use of-Laurel Lake as water reservoir. on Laurel A letter is to be sent to the Supervisor as follows: The Planning Board strongly recommends that'the Town Board purchas~ all availat~ frontage on Laurel Lake as soon as possible in order to preserve this area as a water supply for the To~n of Southold. The possibilityof Federal and State funds fort his program should be investigated thoroughly as there must be some program~ with funds for this sort of public purpose. This land purchase and use fits in withlMr.. Whitlock's recommend- ation for future watersupply with mains running along the ~ain Southold. There was some discussion about, improvements in new subdivisions, It was agreed to ask~Superintendent Dean to make up a setof drawings and specifications to be made part of the highway specifications. These to include catch basins, curb inlets, drainage inlet screens, curbs, gutters, curb and gutter combinations, catch and settling basins, fencing for leaching areas etc. It was agreed to ask Raymond & May for more ~nformation and clarification one"minor subdivisions" to see if this process cannot be simplified as it seem to'expensive 'for a few lots. Also to ask~Raymond &May about provisions for bonds for maintance of private roads, playgrounds and other recreationareas~ which will not-be dedicated to the Town or other public agency; or until, such time as they may be dedicated. Provision for "street trees" should be mandatory outside of highway bounds or limits, i"~ On page 20~ item D, last sentence , add - "Under no conditions it be allowed to run~ off into salt water". There was quite a discussion on drainage'and use of land ~surrounding "broad meadows'~ boardering Narrow River' Road, Orient. Page 21, A, add - "One ~1) l~ot' for each twe~y ~ive~ ~25)~ in the subdivision. Page 27, Item l0 - change to "lot~ number bye' Planning Board and house number by Building Department. Aa~rence.Tuthill brought in a revised a~dcorrected estimate for improvements at'Birch Hills Subdigision, Cutchogue~ New York. motion by'Mr~ Moisa~ seconded by Mr~ Grebe, it. was RkSOL~ED that the Southold Town.Board an eStimated for the completion of theroads subdivision to be knbwn as Birch developed by Birch Properties, Inc. Board recommend to $13,000.00 in the owned and Vo~e of the Board: Ayes:- ~. Wickham, Mr.~ Moisa, Mr. Grebe. Southold Town Planning Boa~C~ -6-- December 20, ~9~66 The meeting was recessed at 10:00 P.M. to be resumed at 9:00 A.M. Wednesday, December' 21, 1966. DECEMBER 21, 1966 - '9:00~A~M. The meeting was called to order by John Wickham, Chairman. The existing land use map of the Town of Southold was gone over completely from-Orient Point to the westerly Town line, A list of 128 items was made to be checked over with Raymond and May at the next'Master Plan meeting, if~posSibte. This list of items was marked on the paper print of existing land use base map by key numbeSs at.each point dP be discussed. Business area maps were heldover for a-future--meeting. The next'Planning Board meeting will be Janmaryt0, 1967, at 7:30 P.M., at the Town Office, Main Road, Southold, New York. If weather or other-conditiuns permit, furthez work will be done at a meeting, Wednesdaymomning, January 1t, before t~e~evening Master Plan meeting. The meeting was adjourned at-12:00 noon.
