A joint meeting of Rlverhead Town Planning Board and
$outhold Town Planning Board together-with their consultant
engineers, Town Supervisors and representatives from the
County and State Department of Public Works~ was held at
Riverhead'Town Hall, Roanoke Avenue, Riverhead,. New York,
on Thursday~ January 27~ 1966.

The meeting was called to order at 8:15 P.M.~ by Mr. Corwin
Tuthill, acting chairman.

Mr. Kammerer and M_r. Matsunaye displayed a large map made
from an airial photo with the proposed new County Road from
Sound Avenue and Cox Neck Road~.Mattitu~ westerly running
along the'Long Island ~ghtension line~ north
of Jamesport and River~ ~east of
Riverhead Village to c, the new highways
surrounding the CountyCente~'C~ to connect~ith
Sunrise Highway {Route 27) and the Riverhead-Morich~s Road, also
a proposed future leg to connect with Route 25 and the Long
IslandExpressway~ west of Riverhead Village.
Mr.~ Corwin Tuthill spoke for the'Riverhead Planning Board
and stated, he thought this was about the best route and way to
.lay-out this road does not have to go through
the Village or'Cou They might like to see the river
crossing changed to'a east if possible.
The question of h~any north and south roads would be
cut off by this new road was raised. Mr. Matsunaye stated this
will be an "uncontrolled access road" at present so all streets
will have intersections,, at least for the time being.
The questionof how the road will affect RiverheadCentral
District~%2 proposed new school at Jamesport~was raised. Their
property is adjacent to the proposed new road. After discussion
it was agreed that probably the road will be an asset to the
school bygiving better access ,than the present town highways.
Ho~ever~ if the school authorities want to get anotherlocation
it.s felt they could dispose of this property to, good advantage
at'any time.
~fter'a lenghty discussion,, it was generally, agreed this is
as good a route as can be hoped for'and ~11 ~necessary steps should
be, taken by both Planning and Town Boards andCo~y ~PublicWorks
Depa~ent to getthis apprOVed and on the state'Highway~System
immediately.

the ~ountycan do. ~t was brought out thatbridges for-railroada
cannot be built with Countyfunds. There must be State or-
Federal funds and they are subject to apprOVal Of the Public
Service commission.

The Supervisors present stated they will do all they can
to get this proposed road started as soon as possible.
At this t/me a colored map from the-Riverhead Town'Master
Plan showing existing and proposed highways was shown and expired
by Alden Young.
There was a long discussion by all on the proposed Long
Island Expressway Extension north of the Riverhead business
area and the connecting roads planned for the-County~Center
area south of the River. Much concern was expressed over the
traffic jam-at the present circle south of the Village and the
possibility of complicating this~ith more through t=affic.
It was suggested another route further south ~ set up for
through traffic. More airial photos will be taken~in this area..
Other arterial connecting roads in mind will be shown.
---There was some discussion on widths of right-of-ways to
be acquired and for "turn off and acceleration"lanes at inter-
sections, stated these are a "must" and will
be the new roadS. He discussed the experimental
widening end of'Medford'A~enue~ Patchogue._ ~This may
be a pattern ~ fu.t3~re highways. Where-width of right-of-way is
limite~t is possible they will use this pattern north of
Greenportwhen they widen that section or'Route 27A.
There was further discussion on crossing the Peconic-River.
Fir. Kammerer stated he has planned a fixed span bridge, with
maximum 35 feet clearance. He will keepit~as low as possible to
keep the cost down. It seems only smal~ sail boats use this part
of the river and there are not too many of them. Th~ swamp area
on the south side of the river is very'soft and-will require
excuvating of mud and~backfilling with~sound ~m~teri~ ~o support
the h~ghway. Moretests and studies of this are in p~ogres's now.
If it canbe done without too much expense they may ~h!ift~:~ the
bridge a little further east.
There was a brief discussion on the'Connecticut Bridge
Report. Supervisor Lester Albertsonis the only person present
that had seen a bridge reportso not much discusSlion-could
be held on it. Mr. John Toth stated that further legislation
is necessary to extend the expressway past Route 58 at Riverhead.
This is supposed to be under contractby 1967 and completed in
1968, and opened by 1969, It seems they are having some trouble
getting the right ofway at present.

There was a discussion of trading Route 58 with theState
for'Route 2~through Riverhead Village area, ~It was felt that
by the t/me this could be done Route 58 will be ~built up too
much to change and it would be better to have an extension of
the-Expressway north of all the business area for through
traffic, This could be terminated at the new highway first
discussed for the time being~ at least~so the main stream of through
traffic will have some open road to absorb it,
Mr. Toth thought any extension of the expressway east of
Route 58 at Riverhead would be a regular four lane dual' highway
with 110 to 120 feet width,, but he was not sure of this at this
time.
There was a brief discussion of future widening of'Route 27
in'Southold Town and the possibility of a bridge to Shelter Island'
and the south side, Mostfelt this is a most pra~ctical route,
Cedar Beach to Jessups and New Suffolk to Cow Neck by way of
Robins Island were considered as impractical and not acheiving
~ enough good to the public for the cost and difficulties
involved. It was felt Robins Island shouldcontinue as it is
for the time being and in the future should be 'taken over by the
Town as a park or recreation area. Most felt that a m~jorityof
the residents on Shelter Island would be in f&vor? ora bridge
instead of a ferry boat if the roads were laid out properly,
Mr. Toth stated that the StateWill probably rebuild the
Sunrise Highway west'of. Sayville before they extend east~ even
tho surveys are in progress now,
There wassome discussion on renumbering some. of the County
Roads to~a~id someof the confusion created by similarroute and
road numbers in different' parts of the County, Superintendent
Kammerer is to l~ok into this.
