Southold Town Planning Board -2- January 16, 1968 On motion by Mr. Grebe, seconded by Mr. Coyle, it was RESOLVED that the Southold TOWnlplanning Board.grant approval of the layout of the lots on. the map of land surveyed for Robert J and ~ona R. McCarthy at Bay~iew, Southold, New York,map by Otto W. Van Tuyl &-Son, map dated September 16, 1959, copy of said map being on file in the office ofthePlanning Board. Vote of the Board:~ Ayes:- Mr. Moisa, Mr. Coyle, Mr. unkelbach, Fir. Grebe. Mr. Lee appeared before the Board with a layout of property located north side Laurel Lake. This property has unsuitable access to the lots proposed by Mr.- Lee. It was felt this layout should be handled as a minor subdivision. The Planning Board agreed to hold this until later in t~e evening when JohnWickham would be present, in view of the fact he had some conversation on it and the Planning Board would like to hear his views on the proposal. The Planning Board took up the matterofVista Bluff. Mr. Moisa read the following letters from the Town Superintendent of Highways: "January 16, 1968, The Planning Board, Town of Southold, Southold, New York, "Gentlemen: In order for the Town of-Southold to accept Glen Court Road in Birch Hills, the grade will have to meet with Glen Court'Road in Vista Bluff. Southold Town Planning Board -3- January 16, ~$968 The following letter from the Southold Town Clerk was read: "December 15, 1967, Mr. John Wickham, Chairman, Plan~ing Boar~, Cutchouge, New York. "Dear Mr. Wickham: At a meeting ofthe Southold Town Board held at theOffice of the'Supervisor, Hester~lbertson, on Tuesday, December 12, 1967, the following resolution was adopted by. the Boar~ "RESOLVED: That the Southold Town Board hereby accepts a Bank~Deposit Book of-Southotd Savings Bank presented.~to Super- visor'Aester M. Albertson contianing deposits of~$7,000.00 as recommended by the $outhold Town Planning Board for the completion of roads an~'other improvements in the subdivision known as VISTA BLUFF, Cutchouge, N~Y.~ owned and develpped'by'R~ne Gendron. "Very truly yours, /s/~lbert- W. Richmond, Town Clerk." Mr. Gendron was present and requested this be set up for a public hearing. He was advised that it could be see for a hearing at.the next regular.meeting of the Planning Board and the date would be determined later in the evening. Lefferts P.~ Edson, Esq.$ and HenryY~mi~h~appeared before the Planning Board seeking preliminary appoval of~the subdivision to be known as Laughing Water, Section II, located at-Southold, New York. M_r.~ Edson presentedthree copies of the plan to the Planning Board, and statedthat all'the suggested changes had been made. The question was raised about'the status of fresh water sm~pply to this subdivision. Mr.. Edson stated he has worked with theSuffolk-County Health Department on this and there is no problem with the up land lots; and the low land lots will ben. subject to-an agreement that they Will'not be conveyed~until such time as public water has been brought into 'this subd~vis~on. Mr. Edson stated that the health department is aware of the situation and they wouldseek-their written ~wm~.~ approval after the Planning Board has granted preliminary. It was pointed out that the t~hway superintendent had not yet'given written ~approval of the layout~ of the roads. The question~of park and~ptayground requirement was also raised and this will have to be~iscUssed f~th~. Southold Tc~n Planning Board -4- January 26, 1968 On motion by Mr,~ Coyle, seconded by Mr~ Grebe, it was RESOLVED that'the Southold Town Planning Board grant preliminary approval to the subdivision to be known as'Laughing Water, SectionII, South'old, N.Y~~, owned and developed by Henry J. Smith, Peconic, N~, map by Otto Van Tuyl &-Son, map dated September 13, 1967; revised September 19, 1967. Vote of the Board: Ayes:- Mr. Moisa, Mr.~ Coyle, Mr. Unkelbach Mr. Grebe. Aefferts P. Edson, Esq., appeared before the Planning Board with preliminary plan~of subdivision to be known as HighWood, located at'Bayview, Southold. This subdivision hasl0 lots, all 20,~0 square feetor more. Mr. Edson stated he corresponded with Mr. Isserman, adjoining property owner, to discuss the possibility of connecting the two property with a U-shape road; and t hat'Mr. Isserman refused to join roads. The Board viewed t be'Plan pre- sented by Mr.~ Edson and it was discussed. On motion by'Mr. Unkelbach, seconded by Mr. Grebe, it was RESOLVED that the Southold Town Plann~g Board grant prelliminary ~pproval to the subdivisbn to be known ms Highwood, located at Bayview, Southold, New York, owned byAefferts P. Edson, map by~Otto~W. Van'Tuyl, and Son, map dated June 4, 1957, and m~ked for preliminaryplan of subdivision March 10, 1966. Vote of the Boar~: Ayes:- Mr~ Moisa, Fir.~ Coyle, Mr. Unkelbach, Mr.~ Grebe. Mr.~ Dona~ldTuthill appeared before the'Planning Board to seek approval of .the highway layout of the roads in his subdivision to be known.ms Yennecott Park~ Southold, New York. The letter from the~Superintendentof Highway was readapproving the high- way layoutofthe roads. All the lots in this subdivision have 125 feet~frontage, except for a few; and there arelno lots with less~than 20,000 square feet. Most'of the lots are'22,000 square feet. $outhold To~n- Planning Board -5- January !6, 1965 On motion, by Mr. Grebe, seconded by Mr. Wickham, it was RESOLVED that the $outhold Town Planning Board grant approval to the layout of the highways in the subdivision to be known as Yennecott-Park, located at~Southold, owned-by'DonatE. Tuthill and Lorna E. TuthilI, map by Otto~W Van Tuyl & Son, map dated September 20, 1967. Vote of the Board: Ayes:- Mr. Moisa, Mr. Coyle, Mr. Unkelbach, Mr. Grebe, Mr. Wickham. The Board took up the matter for Mr.. Lee's property located at-Laurel Lake, Laurel,N.Y. It was again agreed this should be handled as a minor subdivision. There is unsuitable access for this property. The access should be increasedto, a 50 foot road. tt was discussed making Mr. Jazombek give more land to make a suitable access or the Planning'Board can saythere willbe no building permits issued to anyone who maybuy that property in the future without suitable access. It was agreed that~Mr. Jazombek should be approached on the subject. Mr. Lee was advised that all lots would have to have 20,000 square feet of area. Mr. Lee presented a map showing a layout of the property with increase lot sizes. The Planning Board agreed to withold any action onthis layout-until the possibility of increasing the width of~the right of way'has been. explored. The next regularmeeting of the Southold Town Planning Board was set for 7:30 Pi-M., Thursday, February 1, 1968, at the Town Office, Main Road, ~Southold, New York. The letter to Lois Johnson Thorp, President, Gardners Bay Company was read regarding a parcel of land still in the name of Gardners Bay-Company which was suppose to have been conveyed to another party. The following letter from' Lois Johnson Thorp was read: "Gardners Bay~Company~ Inc, 120 Roc~way Avenue, Rockville Centre, New York, $outhold TownPlanningBoard -6- January'-16, 1968 "Southold Town Planning Board,' Southold, L.-I~i[~.'Y,' 11971 "December 18, 1967 ',Gentlemen: Replying to your letter of-December 13, 1967 concerning the parcel of land to,ac northwesb'of the proposed development, still owned by the Gardners Bay~Company, wehave an oral agreement-with the owner of the adjacRnt land, Miss Jean~Schnieder, for the sale of said land to her. We have been waiting forthe final approval by the Planning Board of our application before consummating the sa~. .Trusting this meets with the Planning Board's approval and answers ~ur question. "Sincerely, Lo~ Johnson Thorp, President" On motinn by Fro. Wickham, seconded by Mr. Grebe, it was RESOL~ that the-Southold Town Planning Board grant preliminary approval to the subdivisionto be known as Gard~ers Bay-Estates, Section III, located at East Marion, owned by Gardners Bay'Company, Inc.~map by/Otto W. Van Tuyl & Son, map dated December 1, 1967. It-was further-RESOLVED that the applican~ be notified thatthey should pay their-required fee~and get~approval from the~ Suffolk CountyBoard of Health. Wh~n'~this is done, the subdivision can be set-up fora hearing. Vote of the Board: Ayes:- Mr. Moisa, Mr.-Coyle, Mr. Unkelbach, Mr. G~be, Mr. Wickham. The Board took~up the matter of set~.ing up Vista Bluff for a hearing. It was determined thatthe fee has not'been paid and there was some question as to whether, ornot the final mapshad been signedbythe Department of Health. It was agreed that at the next regular meeting, if ail requirements are met, this can be set up for a hearing. Southold Town Planning Board ,7- January 16, 1968 The following letter, from William B. May'Company'was read: "January 4, 1968 "Mr. Lester' Albertson, Supervisor, Township of Southold, SoUthold, New York 11971 "Dear'Mr.-Albertson: "Following up on our earlier converstations, I amenclosing a copy of the latest subdivision pl-an made up by Mr. Palmerlof Norwich, Connecticut. As you can see, we have provided a 50 foot right - of~- way to include land on either side, of the existing 22 foot paved road. I also include-a circular turn around with a diameter of 100 feet. From this road and from this turn around, each lot will have well over 100 feet of frontage. Mr. Palmer'can supply linens of this when required. "I has .been suggested that I engage Mr. Gada to move in with a bull dozer and clear the brush and debris out of this right of way. I am quite willing to do this if you consider it necessary but in our last conversation, you suggested I; got do.anything without talking to you. so I await your advice. "Once again, I assure you that my wife and I and Mr. and Mrs. Conantwho are the only ones interested in this project at the moment will do'nothing to in any way downgrade the property. If you would like me to go out to the meeting, I will be most happy to do so.-Additionally, I~would be pleased'to meet with you in Southold prior to the meeting if you consider this advantageous. In-fact, I.wish to cooperate with you and the ~Planning Board ineveryway I can to create something which will result in a positive improvement for the Town and for"Eishers Island. "Very'sincerely yours, /s/ Bruce May - WilliamB. May, Jr." The Planning Board viewed the plan of the property and discussed the layout. The following letter was written to Mr. May: Southold Town Planning Board -8- January 16, 1968 Dear'Mr.- Nay: Your letterof January 4, 1968 to Supervisor-Lester 'Albertson has been referred to us for our consideration~ The Planning Board will require you to file for'~ minor subdivision. You will find applications enclosed. You Will b~required to remove the foundation, sidewalk, and curbing from Reservoir~Road and replace with blacktop to a m~nimum of the present paved portion ofthe highway, in view of-the fact that you own the road to Winthrop Drive. This will have 'to be made a 50 foot highway back to Winthrop Drive. In addition, we would suggest that instead of the round turn-around, that the turnaround be mades~uare or rectangular. The PlanningBoard took up the matter of Beebe Drive Extension, East Cutchogue, New York. The Boardviewed the layout of the lots involved along BeebeDrive Extension. ~The~Plann~l~ agreed the applicant'should file for a subdivision .on this property. The possibilityof a road.next to Mo~iler's property was discussed. It was agreed the applicantbe notified he should.applyfor a subdivision and that all the lots be made at least 20,000 square feet to comply~ith the' Suffolk~County Board of Health requlations. The Planning Boardvi~wed a plan of property for~Peter J. Warren, located south side GreatPeconic Bay Blvd., Laurel. The plan shows six 10ts, all under 20,000 square feet'in area. It was also pointed out all lots must have 100 foot frontage. No action was taken on the matter. The Planning Board ~.ceived from the Town Board the original petition of Bernard Kaplan, relative to a change of zone from "A"~Residential and Agricultural DiStrict to "M" Multiple Residence'District on certain real property situated at East-Marion, with the instructions to prepare an official report defining 'the conditions described therein. Containing 3.1 acres, more or'less. discussion was held on the proposed changed0f zone. On motion by Mr. Wickham, seconded~by Mr. Grebe, it was RESOLVED that the Southold Town Planning Board does not favorably recommend to the Southold Town Board the change of zone from~'' Residential and Agric.ultural-~District to "M" Multiple ResidenceDistrict-on the above described property. The~ Planning'Board refused to recommed a change of zone on this property twice before, and the Planning Board ~ees no reason that~would change our' assessment of'the affect such change would have on the area. It is the opinion of the Planning Board, that anysuch, change would be detrimental to the area. Vote of the Board: Ayes:- M_r. Moisa, ~Lr. Coyle, Mr. Uneklbach, Mr. Grebe, Mr. Wickham. The Planning Board received the following letter from Lefferts P. Edson, Esq.; "December 27, 1967 "Fir. Planning Board -10- January 16, 196~ "Re: Hap of: Peconic Homes, Section 2 "Dear:Mr. Wickham: "We enclose herein a copy'of an easement grantbyHehn to Smith in the above matter, which is presently being recorded in theSuffolk CountY'Clerk's Office~ "With this, weare now assured ef our ability, to re-grant this easement to the persons who have the right to use the right of way through theHehn property. "When Mr. WilliamWickham'sOffice has supplied us with the release from the users of that p~t of the right of way which will be abandoned, we will have the identity oft he parties to whom Henry J. Wickham, seconded by' Mr. Grebe, it was RESOLVED that discussion on a local law creating the Board of Waterways and Natural-Resources providing for'the apointment ofI members to serve on said Board and providing for the du'ties of said Board, be tabled~for consideration at a joint meeting with the Southold Town Board. SouthoId Town Planning Board -11- January 16, 1.958 The Planning Board receivedthe following letter from Mary M. Getoff: "WaterviewDrive, Southold, New York l1971,'January'll, 1968 "Mr. W/ckham, Southold Town' Planning Board, Southold, New York "Ddar Fir. Wickham: "I am submitting the enclosed information for consideration bythe Planning Board at their-next meeting which I understand will be on January 16. "I am planning to sell a lot 100 by'150 feet out'of a lot measuring at present 100 by 200 ft, as shown on the enclosed diagram 2. "The other sketch, Diagram 1, shown our property, of about 7 acres, before the purchase of the 100 by'200 lot on.Waterview Drive. As you cansee from the diagrams, the 10t on Waterview Drive adjoins the rest'of the property. "This lot-was originallypurshased, about 8 years ago, to give us access to Waterview Drive, in order to h ave a more level driveway. We are now planning to retain 50' feet for this purpose, and to sell the remianing 150 feet along Water~iew Drive. "We have no other purpose for this parcel of 100 by 50 that we are keeping other than as access to our property which~is residential. Tha~kyou. "Yours truly, /s/M_rs. Mary M. Getoff." Southold Town Planning Board -12- January 16, 1968 The Planning Board viewed'the sketches and discussed-the request. The Board disapproves the proposed50 foe% strip reserved between property of Wilkinson and the proposed-lot to be sold. It was the opinion ofthe Board that the entrance to the property should be at the westerly en~ of the ~lot proposed to be sold, from the existing "stub-end" of Waterview Drive where it makes the right angle turn from east-west-to north-south. The Board approves of retaining 25 feet~of-the westerly end of the proposed lot to be sold to be dedicated to the Town for the purpose of widening the existing "stub-end" of Water~iew Drive. The frontage of the lot to be sold must begin atWilkinSon"s property line. It was agreed that a letter be written to Mrs. Getoff adv~ing her of the Board's opinions.
