There were present: Messrs: John Wickham, HenryMoisa, Vice'Chairman;William Unkelbach, Alfred Grebe. Also present: Otto W. Van Tuyl, Consultant; Howard Terry, Building Inspector. Richard Lark, Esq., and Mr. Richard E. Young, were present to discuss the dedication of BeebeDri~e'Extension at~CUtchogue, and presented a preliminary layout ofthe property'involved. Chairman; Frank'~Coyle, The'Chairman stated the'Planning Board felt since the adjoining property owner has substantial acreage there should be provisions made for a 50 foot road to connect 'the two properties. Southold Town Planning Board -2- February 1, 1968 RICHARD LARK, ESQ.: I went over ~his__.e~_tensively with Mr. Young, the surveyor, and Mr.. '~u. ng, the partner .in this. As far as~ue layout of' thms,e~e~=~n this side of Beebe Drive Extension is in excess of 20,000 square feet. O~er here there is a restriction that when he .deeded the propertyh these lots would be a minimum' of one acre. This bounds on this parcel here. When Mr. Beebe and Mr.¥oung first started this thing they had no intention of subdivision and that was before the new subdivision law. They appled for~ access under Section 280A of the' State Law. When they bought it from Wilson Tuthill it was all one piece. They got approval of the road. They went~ to the Surveyor and Mr. Dean and came up with what they wanted to do. To give these people privacy it was recommended to build a cul-de-sac. - At first they wanted to put it~ square up against the property line. This is what they came up with, as it shows on the map. They~weren't aware that the new subdiv~ion regulatiOns would come in or that a cut-through would be required. You are recommending reserving a 50 foot strip to connect this property with the adjoining property, tf the road wasn't in there already ~here wouldn't be any problem. Now that the road is in there a connection would not look too nice. THE CHAIRMAN: If you leave a'cut-through at this point, this will change the angle of the road. This is no problem. A discussion was held on .the drop-off in~the property elevation, and how this would effect future development'of adjoining property. RICHARD E. YOUNG: Wherewould a road here go, and what good would it do? THE CPL~IRMAN: ~e don'tknow at this-point. We aredt about to say what the person that owns the adjoinin~ ~roperty will want to do. They only ~ing we have to do is make sure provisionris made for when this adjoining property is developed. The Marsh land and creek line were Pointed ~uton the map. ~ Some discussion was held on the feasibility of developing the marsh land. Southold Town Planning Board -3- February 1, 1968 RICHARD t~P~K, ESQ.: When they sell the propertyit would have to be made known that a road may go through here, that it won't be a dead end road, and this may effect the sale of the property. THE CHAIRMAN: We have to look into the future. RICHARD E. YOUNG: Are you allowing marsh land to be filled? THE CHAIRMAN: Under some circumstances we are recommending that land be filled. We have no objection to this highway as such. In order to sell lots you have got to file for a minor subdivision. When you file for the subdivision we will require that you make provisions for reservations for the ~ighway to connect to the adjoining property. RICHARD!~K,ESQ.':.What do you want on the map, Reserved for dedication to the-Town? THE CHAIRMAN: Designate it on the map as possible dedication to the town. RIC~IARD LARK, ESQ.: How do you want us to come in with the road? THE CPL%IRMAN: We don't care how you lay it out, as long as it's parrallel to the turn-around and 50 feet~over. I think that we could waive the park and playground requirement in view of the fact-that you are leaving this open. MR. I~kRK: That is fair, enough. Do you want these gentlemen to make an application for preliminary approval? THE CHAIRMAN: You hare to make application for approval of preliminary layout. RICHARD ~-, ESQ.: We have the applica~on filled out. The only thing we have to do is put the 50 foot road reservation on the map. THE C~L~IRF~:' Designate it as reserved for highway'pruposes. The letter to the Town Board can approve this subject to .the fifty feet-being reserved for the road. Southold Town Planning Board -4- February 1, 1968 Mr. Gendron and Mr. Olsen appeared before the Planning Board .in regard to the subdivision to be known as Vista Bluff. It was determined the fee for the subdivision had been paid. There was still a question of the grade of the road meeting the grade of the road in the adjoining subdivision, bit. Olsen stated they are willing to connect with the adjoining road, and that the difference in grade is about 10 inches. It was determined there should be no groat problem in connecting the two roads. May, Jr., regarding minor subdivision of property on Fishers Island,, ~vw~ ~.~.~onwed bM Mr. May. A discussion was held on the condition of~Winthor~p3Driv~. Mr. Grebe felt-this road could be left as is unitl such time as it was turned over to the Town of Southold. The Chairman felt'that the foundation and the sidewalk~should be removed from the bounds of the highway before approval be grated to i he subdivision. It-was reported that two highway Superintendents had rqquired the removal of'the slab from the highway. The Board looked at the new layout of the property submitted by Mr. ~ay. Supervisor Albertson was present at the meeting. He was briefed on the background of the property under discussion. The Chairman again insisted that.the foundation be removed from the highway, in view of the past experi~e with the property. Supervisor Albertson advised the Planning Board of the results of the hearing hled on the change of zone at'Kenny's Road, Southold. .~Theppiece of property on the corner, measuring approximately 100 feet by 150 feet hadbeen'sold for "B" Business Property prior tothe notice for a change of zone being advertised in the Official newsp~er. Supervisor Albertson stated that the Town Board'later met with the involved property owners and it was thought the best solution would be to have a "B-2" Business District on the corner and an "M" Zone for the rest of ~he property. This would be done on the Town Board's own motion, and they wanted the Planning Board to be aHare of why the change was b~g donsidered. The chairman advised the'Supervisor that theywould like to set some dates for meetings w~th the: Town Board to discuss some changes that need to be made. On such thing is possibly to up~g~ade the existing Zoning Ordinance, rather than-adopt a whole new Ordinance. This would also have to be discussed with Raymond & May Associates. It was briefly discussed setting up a conservation committee. The Planning Board and Supervisor Albertson, felt this was not needed at the present time. Supervisor Albertson reported that a traffic arterial was needed to take the traffic west out of Southold village. Two such streets are being considered by the Town Board. One would be from Traveler Street to Horton Avenue and another Southold Town Planning Board -6- February 1, 1968 from Mechanic Street to Wells Road. The~e would be provisions made for parking in the rear of the stores. This was ~iseussed by the~ Supervisor and the Planning Board. Supervisor'Albertson'reported that representatives from the HealthDepartment have meetwith the Town Board in regard to sewage disposal in subdivisions with over one. hundred lots. It was pointed out ~hat these sewers disposal systems could be maintained.by either the developer, the Town, or b~ County Sewer'Agency. The Supervisor advised this is not some- thing we have to be concer~dwith immediately, but is something to think about. The Planning Board again discussed the property of William B. May,-.Jr. The Chairman advised that he would telephone Mr. May and try to clear the problem of getting the foundation out of the highway. The Planning Board again took up the matter of Beebe Drive Extension, dedication of the highway to theTown of Southold, and the application for approval of preliminary layout of the subdivision. On motion by Mr. Moisa, seconded by Mr. Grebe, it was RESOLVED that the Southold Town'Planning Board recommend to the'Eouthold Town Boardthey accept dedication of Beebe Drive'Extension, at Cutchouge, as a Town highway, subje~ to the planningBoar~receiving a preliminary subdivision map Showingthe fifty leer'reserved for highway'pu~oses to connect this property with the adjoining property. All the papers seemed to be in order and all the necessary stelps have been taken to set a date for a final hearing on this application. The Planning Board received from the Town Board the original petition of Thomas and Florece Jurzcenia, Greenport, New York, relative to a change of zone from-"A"Residential and Agricultural District to "M" Multiple'Residence District on certain real prpperty, with the instructions to prepare and official report defining the conditions contained therein. On motion by Mr. Unkelbach, seconded by Mr. Moisa, it was RESOLVED that the Southold Town Planning Board does not favorablyrecommend to the Southold Town Board the change of zone from "A" Residential and Agricultural District to "M" MuLtiple Residnece District on the above described property. The property involved is 17 acres, and the Planning Board has never recommended an "M" District'of this size. The acreage involved is more acreage than needed for the intended use. Nay:-Mr.~..Coyle The Planning Boardreceived and read.'the following letter: "December 12, 1967~Mr. Alfred Grebe, Fishers Island, New York "Dear' Fred: "Here is a rough plan showing the property we .still own on the west end of the Island, outlined in red. "We would like to know from your Boardwhat our procedure should be in the event'a client wants to buy a~part~of any of these lots. Of course we prefer to sell them in one piece, but rarely can a local person afford a large area and most of our requests are for one acre, more or less. "At the East~End we own Block 21, lots 1 and 2 and although we don't want to break these up we would like to know the Board's feeling on these also. '"Sincerely Yours, FISHERS ISLAND UTILITY COMPANY, INC.~, /s/ Gordon, W. Gordon Ahman, Real Estate Department." The Planning Board viewed the sketches submitted with the letter. The Board also Viewed the tax map showing the pro- perty in question. It was a~reed that a letterbe w~itten to Fishers Island Utility~Company, advising them the following: 1) on'the parcels of land over. two acres they should submit a map, un~ss they are sold as one piece; 2) the parcel of land over seven acres will have to have a subdivision map; 3) The lots on the east end, Block 21, lots 1 and 2, could be sold as is, but any other division would have to be approved by the Planning Board. They were also advised that the tax map sho~s Orchard Avenue going through their plot $5 to Madison House Road, and thePtanning Board would like to know what they proposed to do about it. The following letter was received from Samule L. Grimes, Esq.: "January 19, 1968', "Town Plan~ing Board, Town of Southold, Southold, New York, "Map of Birch Hills "Gentlemen: "~tis my understanding that the Town Engineer and the Town~'Highway'Superintendent have inspected and approved the public improvements made to the premises covered bythe "Map of~BirchHills". Accordingly, it is hereby formally requested that your Board make the necessary request of the Town Board for release of the perfOrmance bond posted by Birch Hills with the Town. Southold Town Planning Board -11- February 1, 1968 "It has been a pleasure to work with the Planning Board on this map. My clier~and I have appreciated verymuch your patient assistance and cooperation. "Respectfully ~urs, /s/ Samuel L. Grimes." The Planning Board discussed the request made by Mr. Grimes. The Following letter was written to Mr. Grimes: Dear'Mr. ~imes: We are'in receipt of a letter from the Superintendent of Highways in which he states the condition of the highway in your development. It is not satisfactory in that it fails to meet the grade of the respective highway in the adjoining subdivision. He also has notified us that the same problem exists with the adjacent subdivisien, in that it fails to meet the grade of the highway in your subdivision. It is obvious to us there is no great problem, in view of the fact the highway in the adjoining ~ubdivision has not yet been surfaced. We have suggested to them that theymeet the grade of your highway and they have agreed, but this might mean that their machinery wQuld have to turn around on oyour highway. Obviously this work can not be concluded until after the winter weather is over. We will keep our eyes on this mat~er,/ The Planning Board set February 13, 1968, at the Town Office, MainRoad, Southold, New York, as the time and plaee for a special meeting to meet with Robert'S. Jonas, Soil Conservationist. A brief discussion was held on the possibility of requiringpermanentbonds for the lots reserved for recreational purposedin subdivisions. Southold Town Planning Board -12- February 1, 1968 On motion by Mr. Grebe, seconded by Mr. Unkelbach, it wa~ RESOLVED that the minutes of the Southold Town Planning Board dated January 16, 1968, be approved as sent out. Vote of the Board: Ayes:- Mr. Wickham, Mr. Moisa~ Mr. Unkelbach, Mr. Coyle, Mr. Grebe. The Planning Board took'up the matter of access for the people living on and around Laurel Lake. It was felt an access road needs robe made between Aldrich Lane and Sound Avenue. It was agreed to write a letter to the Town Board staing they want access in this area. The following letter was written to the Town Board: It is the opinion of the Planning Board that an access road should be made available to thepeople on and around Laurel Lake. The~Planning Board feels that access .is most suitable on the Sound Avenue sidelof the lake in view of the fact the railroad limits access from the south and the east. It is also our thought that sometime in the future some of the Town property adjacent %o the lake might be used for municipal water syatem, and at that time we would find access from the north invaluable. The Planning Board set 7:30 P.M.', Tuesday, February 27, 1968, ~t the Town Office, Main Road, Southold, New York, as the time and pl'ace of the next regular meeting. The Planning Board again took.up the matter of Willliam B. May, Jr's property on Fishers Island. It was agreed that after Mr. May has talked with the Chairman on the telephone, if everything is satisfactory to the Chairman, this also could be set for a final hearing at the next regular meeting of the Board.
