Present were: Absent was: Peter Young, Chairman Jack McGreevy, Member Audrey Horton, Member Doug Hardy, Member William McDermott, Member John Stein, Member Lauren Standish, Secretary John Bredemeyer, Trustee CALL TO OROER The meeting was called to order at 4:30 PM by Chairman Peter Young REPORTS Member Audrey Horton attended the Trustee meeting on June 20, 2012. She stated that there are some problems with the CAC's requirement of a coastal erosion management plan and the Trustees are rejecting the approach. Audrey felt that she was unable to make the approach clear and suggested the CAC try a different approach. Member Jack McGreevy felt the CAC's approach was clear and referred to a memo sent to the Board of Trustees. Member Doug Hardy believes the Trustees are operating illegally, there are poor real estate decisions being made, bulkheads are impeding on public lands, and marsh lands are being eliminated. The members agreed that a memo should be sent to the Town Board. APPROVAL OF MINUTES Moved by Jack McGreevy, seconded by Wiltiam McDermott, to Approve the Minutes of June 13, 2012. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Doug Hardy, seconded by Audrey Horton, it was RESOLVED to SUPPORT the Wetland Permit application of MARGARET P. LATNAM TRUST to construct approx. 152 If. of vinyl bulkhead and +~-7' eastedy return in place of (and 6' higher than) existing concrete seawall and return; construct +/-8' westerly vinyl return; and backfill with approx. 15 cy. clean send to be trucked in from an upland source. Located: 2425 Peters Neck Rd., Odent. SCTIVI#32-1-9 Inspected by: Doug Hardy, Audrey Horton, Peter Young The CAC Supports the application with the Condition of a 15' non-turf buffer. The CAC recommends the bulkhead is "bumped-out" to minimize the disturbance to the wetlands. Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Audrey Horton, it was RESOLVED to SUPPORT the Wetland Permit and Coastal Erosion Permit applications of LAZARUS ALEXANDROU to construct circular stairs from 2"d floor deck; replace back deck and extend 2', from 8' to 10'; install egress windows to basement; replace windows and door; shingles and roof; and install a front stoop, ddveway with retaining walls and landscaping. Located: 2700 Sound Dr., Greenport. SCTIVI#33-1-11 Inspected by: Peter Young, Doug Hardy, Audrey Horton The CAC Supports the application with the Condition the construction materials comply with Town Codes, a 10' non-turf buffer along the landward side of the bluff, and a drainage plan for the dwelling. Vote of council: Ayes: All Motion Carried Moved by Peter Young, seconded by Audrey Horton, it was RESOLVED to SUPPORT the Wetland Permit application of PARADISE POINT ASSOCIATION, INC. to resheathe landward side of approx. 197 If. of existing timber bulkhead (forming filled jetty) with vinyl sheathing and backfill inside of jetty with approx. 150 cy. send and gravel; construct approx. 72 If. of vinyl bulkhead in place of existing timber bulkhead and backfill with approx. 15 cy. sand; and place 10-20 lb. stones on grade in 10'X 10' X 10' triangular area landward of bulkhead to form stone return at most southerly end of reconstructed bulkhead. Located: 4800 Paradise Point Rd., Southold. SCTM#81-1-16.10 & 16.11 Inspected by: Doug Hardy, Peter Young, Audrey Horton Vote of council: Ayes: All Motion Carried 3 Moved by Audrey Horton, seconded by Doug Hardy, it was RESOLVED to SUPPORT the Wetland Permit application of THOMAS & MAE MAURI to demolish the existing single-family dwelling; construct new dwelling with new sanitary system in front yard; install in-ground swimming pool and patio; and install drywells as required. Located: 1135 Calves Neck Rd., Southold. SCTM#63-7-33 Inspected by: Peter Young, Doug Hardy, Audrey Horton The CAC Supports the application with the following Conditions: Installation of silt fence and hay bales during construction activities; · Stormwater management plan; · Relocate swimming pool to no closer than 50' from the wetland boundary; · Installation of drywells to contain pool backwash; and · Permeable patio Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of BARRY ROOT to demolish a portion of the existing dwelling and reconstruct with an addition. Located: 6315 Indian Neck Lane, Peconic. SCTM#86-6-20 Inspected by: William McDermott, Jack McGreevy, John Stein The CAC Supports the application, however, the project was not staked as of July 12, 2012. The CAC questions the legality of the wire fence. Vote of Council: Ayes: John Stein, Jack McGreevy, Audrey Horton, William McDermott, Doug Hardy Recused: Peter Young Moved by William McDermott, seconded by John Stein, it was RESOLVED to SUPPORT the Wetland Permit application of ROBERT SULLIVAN to construct a screened pomh over part of the existing rear deck and not expanding the lot coverage and install drywells to control water run-off from the porch. Located: 2715 Nassau Point Rd., Cutchogue. SCTM#104-13-8 Inspected by: William McDermott, Jack McGreevy, John Stein The CAC Supports the application with the Condition of a 5' non-turf buffer landward of the timber wall. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of VANSTON PARTNERS LLC to replace the existing platform and staire with new timber in same location as existing; replace existing 3'X 20' fixed timber dock with new timbers in same location as existing; proposed 3'X 10' long timber ramp; replace 10" pile with new in same location as existing; proposed 6'X 20' floating dock to replace storm damaged dock; and proposed 10" pile to replace storm damaged pile. Located: 5015 Vanston Rd., Cutchogue. SCTM#111-14-3 Inspected by: William McDermott, Jack McGreevy, John Stein The CAC Supports the application, however, the project was not staked as of July 11, 2012. The CAC recommends appropriate construction materials are used and there should be no disturbance to the eelgrass. Vote of Council: Ayes: All Motion Carded Moved by John Stein, seconded by William McDermott, it was RESOLVED to SUPPORT the Wetland Permit application of VINCENT & CAROL MANAGO to construct second floor additions and alterations to the existing single-family dwelling. Located: 8225 Nassau Point Rd., Cutchogue. SCTM#118-4-10 Inspected by: William McDermott, John Stein, Jack McGreevy The CAC Supports the application with the Condition gutters, leadem and drywells are installed to contain roof run-off. Vote of Council: Ayes: All Motion Carried DISCUSSION AND RECOMMENDATION OF APPUCATIONS TO AMEND WETLAND & COASTAL EROSION PERMITS Moved by Audrey Horton, seconded by Doug Hardy, it was RESOLVED to NOT SUPPORT the application of WlLUAM TURNBULL to Amend Wetland Permit #7551 and coastal Erosion Permit #7551C to extend the west bulkhead return from 5' to 14' and modify the platform with stalin from 5'X 7' to 10'X 11'. Located: 54005 North Rd., Southold. SCTM~52-1-1 Inspected by: Audrey Horton, Doug Hardy The CAC does Not Support the application based on the recommendations to the Board of Trustees on May 11,2011, and a violation of the Town Code. Vote of council: Ayes: All Motion Carried Jack McGreevy will attend the next regular meeting of the Board of Trustees scheduled for Wed., July 18, 2012. The next meeting of the conservation Advisory Council has been set for Wed., August 15, 2012 at 4:30 PM at Down's Farm Preserve.
