Mr. Lefferts'P..Edson, Esq., appeared b~fore the-Board in regard~ to Laughing Water, Section II, owned by Henry J. Smith. F~. van Tuyl-presented the final maps ~on this subdivision. Said maps were signed by the Suffolk County Department'of Health. Mr.- Edson presented the following letter tothe'Planning Board, from the Greenport Village Water District: Southold~ Town Planning Board -2- March 19, 1968 ~March 19, 1968, Henry~J. Smith~ Peconic, New York. "Dear Mr. Smith; "The Village Board inclines to ~vor-the extension of its water system. As a policy declaration the Board will agree to supplywater through any mains of aproperty size for the location, the cost of the laying of which is paid for by the persons requesting to be supplied therefrom. "The Board is ready to negotiate a main between South Harbor'Lane and Laughing Water~- Section 2 with all interested parties. "If I can be of further assistance, please call. "Very truly yours, /s/ James I Monsetl~ Supt. of Public utilities." It was noted that the final maps state that lots 8,7,6,5, and 4 shall not be conveyed or built-upon until such time as publicwater is available to these lots. A question was raised about the parcel of land between lots number~19 and 20. This was designated as Park area on 'the final map. It was felt this parcel should be d&signated asReserved, however, the maps would have to go back to the Suffolk~County Board of Health. Also a lenghtydiscussion was held on making this reserved parcel part-of lot 19 and part of 20; or'all too lot 19 ar all to 20. The Planning Board does not want this left so that at some future date someone may try'to build on it and find out~they can't. Mr.~ Edson stated that'the purchaser'of lot-.number 20 had a verbal option'on part, of the adjoining property. Mr. Edson stated he-would try to work.something concrete out with the buyer"and then put part of this parcel in lot 20 and part of the parcel in lot 19.~ Again thus property tine'change will have to be apDroved by the'Suffolk~Couh~yB~ard of Health. South01d Town Planning Board -4- March 19, 1968 This hearing is set up subject' to the following conditions: 1. The County-Board of Health approves the change in the property lines bymaking the parcel shown as "Park" on the map as part'~ lot 19 and part of lot 20; or making it all pa~t of 20, or all part of 19. 2. The Planning Board receiving an estimate for a performance bond for the completion of the roads and watermains in the subdivision. Vote of the Board: Ayes:- Messrs:~ Wickham, Moisa, Unkelbach, Grebe, Coyle. The Planning Board received a requestfromthe Southold Town Trustees for a recommendation on an application for a per- mit to dredge by the residents of Deep Hole Drive, Mattituck, to d~edge in Deep Hole Creek on the east side. The Planning Board viewed the tax map of the property in question. It was pointed outthat not all property owners have signed the application. On motion by Mr. Coyle; seconded by Mr. Brebe, it was RESOLVED: The Southold Town Plann~ Board does not recommend this dredging project.-Said dredging would change the 'contour of the ground water reservoir and endanger the fresh water supply ofevery home on Deep Hole Drive. Vote ofthe Board: Ayes:- MEssrs: Wickham, Moisa, Unkelbach, Grebe, Coyle. The' Planning Board unamiously agreed to invite the Southold Town Board'of' Trustees to meet with them at 8:30 P,M., April 16, 1968, at the Town Office, Main Road, Southold, New YoTk. The purpose of such a meeting would be to diScUss a proposed master plan for all creeks in Southold Town. Southold Town Planning Board -5- March 19, 1968 The Planning Board received the cloth prints from Chandler and Palme~, Engr's for the minor subdivision of~ William B. May, Jr., on Fishers Island. Thes~ maps not show the necess~ylegends for filing purposes. Mr. Grebe suggested that Mr. Van Tuyl enter the necessarylegends on the maP, however he did not feel this would be Mr. Van Tuyl said he would give Mr. Grebe a copy of~a filed map so that he can see what is needed on it. Mr. Terry stated he would take the maps to Robert Villa in the~County Department of Health and ask him to write-a l~tter to Chandler &' Palmer stating, what is needed in the legend. On motion by Mr. Greb e, seconded by Mr. Moisa, it was RESOLVED: the minutes of the Southold Town Planning Board dated February 27, 1968, be approved as sent out. Vote of the Board: Ayes:- Messrs: Wickham, Moisa, Unkelbach, Grebe, Coyle. The Southold Town Planning Board received from the Southold Town Board the orig.~inal petition of Russell Tabor & Sons, Orient, New York, for a change of zone from "A" Residential and Agricultural District to "B" Business District , with the instructions to prepare an official report defining the conditions described in the petition. On motion by~M_r. Moisa, seconded by Mr. Unkelbach, it was RESOLVED thatthe Southold Town Planning Board does not favorablyrecommend to the Southold Town Board the change of zone from "A" Residential and Agricultural District to "B" Business Diskrict on the above described property. It is the opinion of the Planning Board ~hat in keeping with their poticythere should be a buffer zone between business property and a cemetery. Vote of the Board: Ayes:- Messrs: Wickham, Moisa, Unkelbach, Grebe, Coyle. The Southold Town'Planning Board received from the SoutholdTown Board the original petition of Anna Zanghstti and Marlo Zanghetti, Fishers Island, New York, for a change fo zone from "A" Residential and Agricultural District to "B" BusinesS District, with the instructions to prepare an official report defining the conditions described therein. Grebe, seconded by Mr. March 18, 1968 Unkelbach, it was RESOLVED that the' Southold TOWn Planning Board recommends favorably ~to theSouthotd Town Board the change of zone from '~" Residential and Agricultural District-to "B" Business District~'on the above described property. The property is in the immediate' vicinity of a business zone and there are other non-conforming uses in the area. This property is at the head of West Harbor where presently exists commercial docks and other waterfront enterprises. Vote of the Board: Ayes:- Messrs: Wickham, Moisa, Unkelbach, Grebe, Coyle. On motion by Mr. Coyle, seconded by Mr. Grebe, it was RESOLVED that the Southold Town Planning Board recommend favorably to theSouthold Town Board the change of zone from "B" Business District to "M-l" Multiple Residence District and from "B" Business District-to "A"Resident~ 1 and Agricultural District on the above described property. The property is presently-used for residential purposes. There. is no business conducted on the premises except for apart- ments and this part ~ill be changed to an "M-l" Multiple Residence. Vote of the Board: Ayes:- Messrs: Wickham, Moisa, Unkelbach, Gzebe, Coyle. On motion by Mr. Unkelbach, s~conded by Mr. Moisa, it was RESOLVED that the Southold Town P.tanning Board does not favorably recommend to theSouthold Town Boardthe change of zone from "B" Business District to "B~2'' Business Districtand "B" BusinessDistrict to "M" Multiple Residence~District on the above described property. The'Planning Board feels it-was an error in judgement that this parcel Mas originallyzoned for business use. In view of'the fact that there is a serious prol~m with water supply in this immediate vicinity, the' Planning Board feels it would be a mistake to have this property anything but "A" Residential and Agricultural District. Vote of the Board: Ayes:- Messrs: Wickham, Moisa, Unkelbach, Grebe, Coyle. Southold Town Planning Board -10- March 19, 1968 Mr. Lawrence Tuthill was advised he should check the roads at laughing Water, Section 'II, and prepare an estimate for.'a performance bond for %his subdivision. Mr. Howard Terry advised the Planning Board of some appli- cations for change of zones that'maybe coming before the Planning Board in the near future. Discussion was held on the need for a creation of a sewage district from Mill Creek east to Shipyard Lane in East~Marion. Also certain-amendments to the zoning ordinance were discussed briefly. It~was agreed that~a meeting should'be set up between the Planning Board, Town Board and Board of Appeals. The nextregular meeting of the Southold Town.Planning Board Will be held at 7:30 P.M., Tuesday, April 16, 1968, at the Town Office, Main Road, Southold, New York.
