SOUTHOLD TOWN PLANNING BOARD

A regular~eetin9 of the Southold Town Plannin9 Board was
held at 7:30 P,M,~ Tuesday~ April 16~ 1968~at the Town Office~
Main Road~ Southold~ New York.
There were present: Messrs: Henry Moisa~ Vice Chairman;
Williax~ Unkelbach~ Frank Coyle, Alfred Grebe.
Absent: Fir,, John Wickham, Chain.
Also present: Messrs: Otto W. Van Tuyl~ Consultant; Howard
Terry~ Building Inspector; Lawrence Tuthill~ Construction Engineer.
PUBLIC ~HEARING: Upon the question of approval of ~he £ollowi~g
plat: Plat of p~operty owned byHenry J~ Smith, entitled Nunnakoma
Waters, (at this point the Chairman advised all present that this
subdivision was originally to be known as Laughin9 Water, Section
II, hOWever the title was changed after the legal notice was
publimhed) consistin9 of a parcel of land of 16o08 acres, situated
at Southold, in the To~a~of Southold, Suf.£olkCounty, New York, and
bounded and described as follows:

The Chairman read the legal notice of hearing and the affidavits
attesting to its publication in the Long Island Traveler-~4attituck
Watcbmuan, and the Suffolk Weekly Times.
THE CHAIRMAN: I ~hink that everythin~ is in order. We have an
estimate on the performance bond, and a letter froze the Superintendent
of Highways, We have a'letter from the Village of Greenport pertaining
to the installation of water ~u~ns into the subdivision. Is there anyone
present who wishes to speak in opposition to this subdivision?
LILLI~4 COWAN: I am here as president of Laughing Water Property
O~ners.Assooiation..We have two officers here and three members of
the Board of Directors. We are here to object to the title of Section II
Laughing Water. We are here to object to the use of the name Laughin~
Water,
THE~qAIRMAN: As I stated ~hename has been changed and the m~o

opposition to this application'

THE CHAIRMA2~: Hearing none~ is there anyone present who wishes
to speak in£avor of this subdivision?
WILLIAM UNKBLBACH: I question the legality of this as read,
since the.namehas~beenchanged,
THE CHAIRMA~N: It was too late to change it in the newspaper,
H~$~DTEHRY: It is Customary to ask the applicant to amend
the application to read the correet name,
~4E CHAI~u~N: Alright, lets 9et on with anyone who wishes to
spe~kinfaovr of ~is, Mr, Smith~ do you have anythin~ to say?
HENRY SMITH: I don~t ha~e anythln9 to say, it's been a long
fight, .·
THE CHAIRMAN: Mr, Smith~ are you in favor of amending the name
of this subdivision to Nunnakoma Waters?
HENRY SMITH: Yes, definitely,
THE C~AIRM=~N: We have the estimate on the performance ~ondo
HOWAdlDTE~RY: I asked Lar=y to revise that bond a little, Some
of that work has been done._
I~E C~N: Is there anything else to say on this hearing?
(There was no response.)
THE CHAI~WLAN: We will close the hearing at this time~ and
take action on it later this evening,
Messrs. Arthur Guittard and Frank Zaieski appeared before the
Plannin~ Board in regard to a proposed dredging project in Z~ep Hole
Creek~ Mattituck, Mr, Guittard stated that the Town Trustees had
approved tt~is project subject to the appro~al' of the PianD//lg Board.
Mr. Guittard stated they would take soundings of the property and
submit their find~-ngs to the Planning Board, It was determined ~hat
~1t property o~ners involved agreed to_this project, It was
unamiously agreed by ~he Planning Board to make a determination on
this project~ after the findings from the soundings have been
submitted,

Mr. Jimmy Dean~ Cutchogue presented a survey of property
located at New Suf~k Avenue and .~ing to Great Peconic Bay.
Mr. Dean stated he would want beach Tights to go with all of the lots.
There was some question about existing rights of ways on the property.
Mr, Dean was advised he should havea surveyor lay the property out
· n lots and streets and then present a preliminary plan to the Board.

On motion by Mr. Coyie, seconded by Mr. Grebe, it was
RESOLVED: %~4EREAS: Henry J. Smith, Peconic~ has petitioned
the Southold Town Planning Board for final approval of his sub~
division Nunnakoma Waters, located at Bayview~ Southold, and
WHEREAS: The Superintendent of Highways has approved the layout
of the roads, and the Plsnuing Board_ accepts his report, and
%%~ZREA~the signing of the'final map is waived until such time
as a performance bond is posted and said bond is accepted by the
Southold Tc~ Board,
N~'~, THEREFORE B~ IT RESOLVED: that f~nal approval be granted
to the subdivision Nunnakoma Waters, located at Bayview, Southold,
New York~ sWoject tp the following conditions:
1) The nmme Nunnakoma Waters being entirely legal since it
was changed after the legal notice of hearing appeared in the Official
newspaper of the Town.
2) The Town Board approving the estimate for the performance bond
for the completion of the roads in the subdivision.
Vote of the Board: Ayes:- Mr. Moisa, Mr. Unkelbach, Mr, Coyle,
Mr. Grebe.
On motion by ~r. Grebe,seconded by M=. Coyie, it v~s
RESOLVED that the m~nutes of the Southold To~n Plarauin9 Board
dated March 19, 1968~ be approved as sent out.

The P18nnin9 Board received from the T~wnTrustees a copy of
an apPllcationfrom~Wir. B. D. Larocca for permission to dredge and
bulkhead in front of his property located at Bayview ROad~ Southold,
New'YOrk~ and fronting on a c~nal off Corey Creek. The Plann~ Board
discussed this request.
On motion by Mr. Coyie~ seconded by Mr. Unkelbach~ it was
RESOLVED that P~, B, D, Larocca be granted permission to dredge
and b~ad~on his property located at Bap-vlew R0ad~ Southold~ New
Y0rk~ being on a canal off CoreYcreek..Said pe~m/ssion iS~gr~nted
as applied for in the applicationto the Board of Town Trustees~Town
of Southold,

On motion by htr. Unkelbac~h~ seconded by N~. Coyle, it was
RESOLVED that ~he Southold To~ Plannin9 Board recommend to
the Southold.Town Board a performance bond in ~he amount as revised by
Lawrence Tuthil!, Construction Engineer, for the completion of the
roads in the subdivision to be known as Nm%nakomaWaters, Bayview,
Southold~ New York~ ovamed and developed by Henry J, Smith..
Vote of the Board: Ayes:- Mr. Moisa~ ~. Unkelbach~ Mr, Coyle,
Mr. Grebe,
Mr. Donald Tuthill presented the completed layout of his
property for the subdivision to be known as Yenmec~t Park, Southold,
New York. Mr. Tuthill has emet all requirements for a final hearing,
~nd he requested same. There was some question as to whether or not
the fmal maps could be ready in time for a hearin~ at the next meeting.
If they are not ready, the hearing will have to be postponed.
On motion by Mr. Coyle~ seconded by B~, Grebe, it was
RESOLX. m2D that the $outhold Town Planning Board grant preliminary
approval to the subdivision to be known as Yennecott Park, Boisseau
Avenue, Southold, N~w Yor$~ owned and developed by Donald B. & Lorna
B. Tuthill.

BESOLVBD that the Southold Town Planning Board set 7:$0 P.M.,
Wednesday, May 22, 1968~ at the Town Office, Main Road~ Southold, New
York, as the time and place of hearing upon the question of
approva~ of the following plat:
Plat of property owned by Donald E. & Lorna E, Tuthill~ entitled
Yennecott Park~ consisiting of a parcel of l~d 42.8 acres, situated
at Southold, in the Town of Southold~ Suffolk County~ New York, and
bounded and described as follows:

Vote of the Board: Ayes:- Mr. Moisa~ Hr. Unklebach, Mr. Coyle,
Grebe.
The Planning Board met with Messrs: George Simpson~ Douglass
Robertson, and Frank Dawson of the Sout~d Town Board of Trustees.
A discussion was held ..on arriving at a Master Plan for the oree~s
located in Southoid Town.
The regular meeting of the Planning Board was adjourned at 9:~0 P~4.
