June 17, 1968
A regular meeting of the Southo!d Town Planning Board was held
at 7:30 P.M.s Mondays June 17, 1968s at the'Town Offices Main Road,
Southolds New York.
There were present: Messrs. Henry Moisa, Acting Chairman;
William Unkelbach and Frank Coyle.
Absent: Messrs. John Wick=ham and Alfred Grebe.
Also present: Messrs. Otto Van Tuyi, Consultant, Howard Terry,
Building Inspector; Lawrence Tuthills Construction Engineer,

The Board took up * ~
Warren and Susan E. Warren for approval of a subdivision ola~ on
property located on Peconic Bay Boulevard, Laurel, New York.
WILLi~2~_~ICKHAMs ESQ.: We would like to ask your approval of
the map we have filed with you. This is slightly different from the
original that we filed in that the original had six lots~ but we were
fortunate now in cutting it down to five lots because we have a contract
to sell on numbers I and 2 and in this way ~e are able to maintain a
little better the integrity of this property. This is a very well devel-
oped, landscaped parcel and we want to maintain the roadway and the
shrubs and the trees as much as we possibly~can and we have made',every
effort to do so. The only change physically that we are making on the
premises is that we are moving the garage to the west of the' property
and that is so that we could make lot no. I more uniform. Sos actually

there are just the two lots on the Bay and three lots on Peconic Bay Boule-
vard. We would ask your permission to have the five lotS~ to be maintained
by Mr. Warren and he is also going to own the riEht of way going out, He
would have control not only of the road, but of the 'trees and shrubs which
he values very highly.
~. MOISA: I think the only question we had on it was on lot no. 4
with only 85 feet fronting on Peconic Bay Boulevard. Of course, if we comply
with the Ordinance, it is usually stipulated that we have 100 feet. I think
you received a letter that we would have a personal inspection of the property.
I believe our member also spoke to Mrs. ~arren.
MR. Uh~ELBACH: By straightening out the read you could gain ~5 feet
and add it to lot no. 4. Of course, you would have to move those monuments
at the entrance.
WILLI~ WICi~IAM: That's why we have made the proposal for lot no. 4
for less than ~00 feet. We would like to have 1@0 feet, but the monuments
and the fence and 'the trees have all been there for many years.
~R. U~ELBACH: This layout for the driveway comes on an angle.
WILLIAM WICKHAM: That's also a problem that we face° The driveway
is not perpendicular to Peconic Bay ~oulevard and without that angle you would
have quite a bit of difficulty turning West. We could possibly give that a
tria~gl~ there, but we would have to maintain an easement over it and if we
had an easement we would have no control over the fences, the monuments and
the shrubs.
~. MOISA: Well, everything else seems to be in order. Have you
anything else that you would like to bring up?
¥~ILLIAM WIC~qAM: No sir.
MR. MOISA: Well, the Board will come to a determination at a little
later date and notify you~

The Board went over the map of Rolling Wood Estates dated April 24,
FL~. MOISA: ~e approved this layout o~ April 24th according to my
minutes here and it was resolved that the Planning Board approve the map
of Rolling Wood Estates~
i~RS. FECHTIG: I would l~e to know now what the highway expects on
the road°
}~. MOISA: We have ouD letter dated June 3, ~968 from Superintendent
of the Highways Raymond C. Dean asking for some ether plan extending the road
to some adjoining property for future development.

P~S. FECHTIG: I have already gone into contract for that lot. It
would become just a thoroughfare in fmont of someone's property.
~. MOISA: We are looking forward to seeing a better access in the
future.
~S. FECHTIG: But that would ruin the property.
The Building Inspector gave the Acting Chairman the latest highway
specifications.

I thought it was a rule that you couldn't do that.
ML~. MOISA: You would have to maintain it as an accessible road.
Or, you could form an association to maintain the road.

was actually approved at the last meeting. We will send a letter with our

~. ~illiam B. Smith presented a preliminary map of Harvest Homes
Estates at Southold, New York for discussion with the Board°

~R. MOISA: You just want a preliminary approval of Section One,
right?
MR. SMITH: I would like an approval on the layout so ~at we don't

Samuel J. Gl{ckman, Ese. presented map of "Wigs and _nlngs, Limited"
property owned by Agnes and ~linton Overton located at the south end of
Bayview Avenue, Summer Haven, asking for approval to separate a lot into
three parcels.
The map was laid before the Board for discussion.
On motion made by Mr. Unkeibach, seconded by Mr. Coyle, it was
RESOLVA~ that the Southold Town Planning Board gives a temporary
approval of the layout of Wigs and Things, Limited~
The Board took up the matter of Town Harbor Terrace, Southotd, N.Y.
J~SEPH P. HOEY, ESQ.: I had a letter from Mr. Wickham dated May
22nd advising that tentative approval automatically lapses after one year
on all proposed subdivisions. I do have a letter from the Health Department
extending the time on that and I would like to make it a part of the file,
My concern is the question of that 100 foot turnaround because of the fact
that this would be a horseshoe, because I feel that that would be rather
unnecessary at this time.
The Board went over the map which had already been temporarily
approved.
~q. MOiSA: Since this was approved we are asking for park and
playground consideration on our subdivisions now so there is something
that you will have to thimk about.
(Discussion was had.)
The Building Inspector advised the Board that the fee on the
original subdivision was paid. Mr. Hoey is to be advised of the next
meeting of the Planning Board.
Mr. Harold Reese presented to the Board map of Section III,
Harbor Lights Estates: Southold, New York.
~R. MOISA: We will discuss this later on and set a date for the
hearing on this.
Mr. Reese then presented to the Board preliminary map of Section
IV, Harbor Lights Estates.

R~SOL~D that the Southold~i.'Town Planning Board gives a tentative
aoproval of the layout of Harbor Lights ~sta~es Section IV.
The Board took up the matter of the subdivision Rosewood Estates,
Mattituck, presently owned by John & Rose Koroleski.
Richard Lark, Esq. presented the preliminary subdivision plsm of
Rosewood Estates to the Board for discussion. Also present was Mr. Robert
~. Kart, Surveyor.
(Discussion was had.)
On motion made by F~. Urkelbach, seconded by Mr. Coy!e, it was
RESOLVED that the Soutno_d Town Planning Board gives a tentative
approval on subdivision to be known as Rosewood Estates at Mattituck, N.Y,
~. Donald Tuthill presented the final map on Yennecott Park at
Southold.
MR. MOISA: ~e have a letter from the Village of Greenport in the
folder stating that the standard agreement had been signed by' all parties
on June 14, 1968 and is on file with the Village Clerk.
_Mr. Lawrence Tuthill presented the bond estimate to the ~oard.
Mr. Moisa read the bond estimate to the Board and on moti0~ duly
made and seconded it was ~%~
RESOLVED that the Southold Town Planning Board recommend ~o the
Town Board a road bond in the amount of $47,000.00, together with bond
in the amount of $28,000.00 for wa~er mains, with the request for a separate
bond for the water mains because owner claims construction will start within
the month of July and expects to be completed within a month!~s time.
Messrs. William Schriever and Floyd King discussed with the Board
the application of Russell Tabor & Sons for change of zone on premises at
Orient to "B" Business on which application the Town Board had as yet not
acted upon°

Mr. Moisa stated to the Board that a letter had been received from
the Superintendent of Highways Raymond C. Dean approving the layout of pro-
posed roads on premises of Mr. James Dean at New Suffolk.
Map of premises of John J. Lee at Bayview dated May 14, t968 was
laid before the BoarS.
After discussion, motion was made and carried granting permission to
divide Lot No. 53 ~Map of Cedar Beach Park'~ into two 100 foot lots.
Messrs. Howard Terry, Lawrence Tuthill and Raymond C. Dean discussed
with the Board proposed change~ in subdivision regulations.
The Board recommended that the proposed changes be put in shape and
then presented to the Board.
Motion was made and carried that th~ minutes of the Southold Town
Planning Board meeting held on May 22, 1968 be approved as sent out.
The original oetition of 0~ Grove Realty Corporation, Greenport,
N.Y. for a 'change of zone from "A" Residential and Agricultural to '~B~:
Business on certain property located at Greenport, New York, was reviewed.
On motion duly made and seconded, it was
RESOLVED that the Southotd Town Planning Board recommend the change
of zone fr0m "A'' Residential and Agricultural to ~B" Business on premises
of Oak Grove Realty Corporation at Greenport, New York .

The original petition of John Geier, North Road, Greenport, New
York, for a change of zone on certain property situated at Greenport, New
York, from '~A" Resiae.~tlal' ~ ~ ' and Agricultural to ~M" Multiple Residence was
reviewed°
On motion duly made and seconde~ it was
RESOLVED that the Southold Town Planning Board does not recommend
the change of zone on premises of John Geier at Greenport, N.Y. from "A"
Residential and Agricultural to "~' Multiple Residence since it is a limited
access County Road as per recommendations of the County Department of Public
Works.
Letter received from Leonard Zobler, Professor of Geography, Barnard
College, Columbia University, New York, requesting copy of Development Plan
for Southold Town, which letter was dated June 11, 1968o
Under date of June t4, 1968, the Southold Town Plannir~ Board advised
Professor Zobler that said plan had not been completed nor accepted by the
Town and that his request would be kept on file until such time as the plan
is ready for release.
Copy of letter dated June 3, 1968 from Hamilton Cochran of 109
Stratford Road, Wallingford, Pennsylvania, to M~. Lefferts Edson, South&~d:
New York, requesting information regarding right of way at Peconic Homes,
Section ii, was received by the Board.
Mr. Cocmran is to be advised that there is an instrument in the files
of the Southold Town Planning Board covering this situation, which instrument
has been recorded in the Office of the Clerk of the County of Suffolk and is
of publicm record.
Letter received from Daniel McNamara, Esq., Lawyer, 65 Flatbush
Avenue, Brookl~, N.Y~ dated June 11, 1968, requesting copy of Development
Plan.
Under date of June 12, 1968, the Building Inspector advised Mr.
McNamara that said plan was not final as yet, nor had it been accepted by
the Planning Board or the Town Board.

Letter received from Edwin A. Sultan, Assistant oec~etary,
Manufacturers Hanover Trust Company, 350 Park Avenue, New York, N.Y.
dated June 12, t968, requesting copy of Development Plan.
Under date of June 14, 1968, the Southold Town Planning Board ad-
wised ~o Sultan that said plan had not been completed nor accepted by the
Town and that his request would be kept on file until such time as the plan
is ready for release.
Request received from Mr. Carl Andersen, Eppraiser, Residential
Mortgage Deps~tment, The Equitable Life Assurance Society of the United
States, for copy of Master Plan when ready for release.
Mr. Andersen is to be advised that said plan has not been completed
nor accepted by the Town and that his request will be kept on file until
such time as the plan is ready for release.
Map of property of Leland B. ~£aser at Nassau Point received re-
questing revision of frontage m~ing even t00 foot lots out of each, map
dated May 3, 1968, amended June 13, 1968~
Motion was duly made and seconded that the map dated May 3, 1968,
as amended June 13, 1968, be approved and initialled by the Board.
July 1/, 1968 was set as the date for bn~ hearing on Harbo~ ~mgnts
~sta~es, Section III, Southold, New York.
Motion was duly made, seconded and carried that the Southo!d Town
Planning Board set 7:30 P.Mo, WednesS~ay~ July 17, ~968, at the Town Office,
Main Road, Southold, New York~ as the time and place of the next regular
meeting of the Planning Board.
The regular meeting of the Planning Board was adjourned at 11:15 P.M~~
