SPECIAL MEETING OF PLANNING BOARD
Monday' July 1, 1968
A special meeting of the'Southold Town Planning Boardwas
held atthe call of the~Chairman'at the Town Clerk's office at'
7:30 P~M~, July 1,' 1968.
Present-were: Chairman. John~Wickham, Henry Moisa, William
Unkelbach~ Frank~Coyle (late), Howard Terry, Building Inspector.
Many attemPtswere.made to contact~Super~ntendent of Highways,
Raymond Dean~ but_ to no avail.
The minutes of the last week's meeting were approved as
mailed out.
A letterwasreceived from~Attorney"Eugene FrancOiini
enclosinga one year'ex~ensionI of the bond for roads and improve-
ments at'"Corey C~eek~Estates."
On motion by'Mr. Moisa,~ seconded by Mr~ Unkelbach and
unanimously-carried~ this is to be held open and not accepted until
the study of'roads and bonds in all subdivisions is completed.
The developer andhis attorneylare to benotified of 'this
action,
Three (3) lists of subdivisions - old ones to be reviewed;

those'that were approved without bonds; and the ones that are
bonded and new ones pending were distributed to BOard members
for study and will be acted on at the next meeting,
The Building Inspector reported that we received ap hone
call from Ernest~Whitlock of Malcolm Pirnie Engineers today
quoting a price of about $350,00 plus handling and shipping costs
to reprint 50 copies of his water study report'forus~
It was agreed we should have these printed, Supervisor
Albertson was contacted bytelephone and agreed to ordering, these
if there is funds in the Planning Board budget, The Building
/~spector is to check the budget with the Supervisorls office
in the morning-and will call Mr,..Whitlock during the day and advise
hlmeither to print or not.
On motion'byMr, Moisa~ seconded by Mr. Unkelbachand unanimously
carried we shall purChase 50 copies of the repOrt and charge a fee
for each copy to recover at'least part'of the cost.
Reading and discussion of Book II of Raymond & May report began
on page eleven (il) tonight.
There was some discussion on the proposed commercial area west
of Greenport Village. It'was agreed by all that sewers are necessary
for the ~evelopment of this area.
On further discussion it was agreed that~he Town could not
support a "regional shopping center" such as at Huntington~ Babylon~
etc, in. anypart of the Town.
On page 14~ column 2, item 2 -- 1963 mustbe a misprint as all
other quotes are 1966,
There was a discussion on the shopping habits_~of~local residents
and possible future shopping centers and improvement of our existing
business districts.
Trafficlproblems in Southold and Mattituck business areas were
thoroughly gone, over and several suggestions for'immediate improve-
ment were offered,. These will be suggested to the Town Boardin hope
of getting a program underway for next year,

area - the waterfront is easterly and residential area is westerly,
After some prolonged discussion it was agreedthat New Suffolk
will not have much-~shopping area" development~
There is an, urgent need for public water in 'this peninsula, The
most probable business development for this communitywill most
certainly be along the marina area -' boat yards and service marinas, etc,

The bridge on New Suffolk' Ave.~ west' 'of the settlement
(Kimoginsau Point~ is in bad condition and it-would probably he'better
to remove ~is and have some commercial marine development- along the
mouth of the .creek than to spend a lot of-money replacing it.
The other' bridges on New Suffolk-Ave. s~ould be replaced with
new and wider' bridges to accomodate the traffic being generated by
new subdivisions south of Route 25.
Page 17. It was agreed the Cutchogue'CentralArea Parking~ as
proposed~ should be enlarged - doubleda ifnot-trippled.
Page 17. There is no school in-Southold.
The proposed "off'street" area is notlarge enough for a
central business district. It was again urged that-the Town'Board
institute a program bynext year' to improve the traffic and parking
problem in~Southold~
Page 20. In the text.it tells where additional business develolma~nt'
should take place and suggestions for imprOwing same.
It was agreed that "local park" areas will have to be increased,
and there was some discussion of. this for-the Mattituck area.
Page 26. Some of the street names are wrong and will have to be
corrected. There was some discussion on. Aldrich Lane extension north
of SoundAvenue (Route 27) and the proposed new road parallel to
L~-I%~ Sound connecting the "Salt~Water'Conversion' Plant" and LUthers
Road also the effect of traffic dumped onto the 4 lane road (Route 2~)
near Mattituck'Village.
Page 27. "Bowery Lane" is now "Ackerly'PondLane"~ therelwas
agreement that the-Main Road ~(Route '25)entrance and exit from this
street-is very dangerous and Should'be improved, also the drainage
on this street.shOuld be improved as it. floods to the point it is
nearly impossible to pass during heavy rains.
In all probabilityT/~is road should be extended norther!yto
meet'Sound~ View'Avenue in the near .future. It will now be connected
to the new1 section of Route 27 in the current improvement project~
Page 28. The proposed "official map" was reviewed.
It:was agreed that:-
1. We recommend purchase for park and recreation purposes, the area
west of the Town property'on south side of Laurel Lake and any~addit-
ional land the Town can geton this body'of~water..
2. Do not. recommend the area on the east side of'Laurel-Lake for
park purposes, as it wouldbe a mistake to reduce the Camp Malloy
grounds area.

3. Eliminate the Middle Park area as shown on south side of'Peconic
Bay Blvd. in favor of enlarging other~ Mattituck~ Park'~ District parks,
4. Eliminate' Elmer Ruland land, south side of New Suffolk~Ave. &
east side Maratooka Road as park area in favor of enlarging other
Mattituck' Park~District' Parks.
5. The New Suffolk-Park area - 1st to Second Street is shown in
wrong place - the agreementwithMr.. Mackie for the use' of the beach
and point south and east ofoyster houseshouldbe checked and if
available for public use - shown' on .this map.
6. Eliminate the area shown as park at'the easterly end of East
Road, Fleets Neck as this is not adequate, the approach is dangerous
and title to land is in question.
7. The area shown as park east-of Goldsmith ~Inilet~should be reduced
beyond'the County'~Park limits as all land is in residential use.
Iris possible that in the not far distant~future the "Camp.Dunes"
property may be available for park purposes and should be obtained
then.
8. Eliminate the end of Indian Neck~Lane Park area, unless it will be -
donated to the Town, in laver'of enlarging the other park areas.
9. Thei"Commoners" lands at Little Creek should be put in "wetlands"
or park area programs.
10. ~he beach east of Goose CreekBridge is not shown, ~this should
be eblarged as soon as possible.
11. Eii~inate~ Paradise.Point-Park area as shown.
12. The Village land at"Clarks Beach" ~(sewer outfall area), should
be included with'the Towns land at-Eastern~ Shores as a park andbathing
beach recreation area.
13. The isthmus between~East Marion and Orient-shouldbe revised to
show the "Cove Beach" land and area south of Main Road - including
the meadows south of~the~creek and-Stephenson Beach as pazk and
recreabion area.
The residentialsectiOn of upland be~-ween Dam Pond and the present
Town leased~beach should be kept'~esident'ial.
14. The Orlient~ Point area-ShoWn as park ~ill have to be eliminated
as it is too valuabte~for· residen/tiaI purposes~
All o~ 'the meadow lands andWetlands together.~with some of the
lower farmland on the north s~de of Peters Neck Bay,. HallockBay,
and other'~waters north ofthe'State Park should be put in the wet
lands or park program.
Furtherwork on, the "official map" pages 28 & 29will be resumed
at the nextmeeting, Monday July8, 1968, at 7:30~'P~F~~
