The'Chairman opened the, meeting at 7:30 The minutes of the last-meeting were on motion of Mr. Moisaa seconded by 'Mr. Unkelbaeh and unanimously earrie~a app~evedc as mailed out. There was f~rther discussion on the matter of "Rolling Wood Estates" m~p as a minor-subdivision~ ,The Boar~ agreed that Mrs. Feehtig will have to file f~rmall~ for a minor subdivision at a SPEC/~L MEETING OF PLANNING BOARD July 8~ 1968 fee of $10.00 per lot and .that She can keep the roads private as long as they are a full $0 feet wide and a 100 f~ot turnaround at the end and that she .makes-provision for maintaining the roads in good condition permanently. A letter with these conditions is to be sent to Mrs. Fechtig as promised at the last regular meeting. The minor subdivision of Peter'Warren~ Peconic'Bay Blvd., Laurel, New York was approved as shown on the revised ~a~ at the last regular meeting. A letter of approval is to be sent to' WilliamWiCkham~ his attorney. The Building Inspector distribsted lists ofsubdivisions ~lnprocess~ those which are bonded and not bonded and old enes whichneed to be reviewed, The Planning BOard Will studythese and take action on them as soon as possible when work on'the Master Plan Study is finished, A letter'was received from the water resources.coi-~ission , section of'State Conservation Dept. approving the proposed dam and ponding at the "Howell~Smithfield Park" project in Pine Neck area. There. was further discussion on this project and it'was agreed to go ahead with it. A letter is to be-written to Mr. George'Wells of Glen Head~ and to the Smith Brothers, thatwe have received this approval and wan~ to procede with the work. John Wickham'will see .the soil conservation people later tenight and get their plans fort he project. It was unanimously agreed to meet next Mondaynight (July 15} to continue work on Master Plan Study. Reading and discussing RaymOnd & May Report, Book II resumed on Page 30. Page 31. It'was agreed the park area shown from Dam Pond east and west be changed to eliminate the residential section in the-middle~ The park area shomld be on the westerly sfde of Dam Pond~ the public' beach area should Probably be extended from the present Town leased beach and the meadowlandsouth of the Main Road put in alwetland program~ possibly with a small marina at the entrance to the creek on the Orient Side. Page 32. Elliminate the Paradise Point Parkas shown on Raymond & May~Map. It'would probably be better to concentrate on developingthe county owned Cedar Beach Park property to a more intense use than to have anothe=small park to maintain in this highly resi4ential neighbor- hood which has its own boat basin~ large homes, etc. SPEC/AL ~ET~G'OF PLANN~G BOARD July 8~ 1968 Page32. Eliminate ~he proposed park at the end of Indian Neck Lane as shown~on R~ymond &~May Map. We recommend enlarging the Southold Park-District at the'southerly end or-South Harbor Road and entr~ce to'Richmond Creekw and possible use of the' Commoners'Land at'Little-Creek as a park or-itbe put in wetlands program. Page 32. Peconic Inlet'Park - We recommend thisbe fully developed and not expanded easterly in front of the present residential ~evelopment. Should "Camp Dunes" become available at somefuture date this would be a goodpark location with its frontage on Great'pond. Page 32. Laurel Lake: We recommend securing the land west of the present Town owned property and any other land fronting On the lake that - can be secured assoon-aspossiblem this can be ~used for park and playground or held for watershed development. We do not recommend taking any of the land now belonging to'Camp MalloYa as they will need~ more facilities as time goes on. Page' 32. Maratooka Lake' Park ~-' We believe this should be left- with the Mattituck' School property and be maintained by them as a "beauty spot" for the Mattituck area. Page 32. Deep Hole Creek Park. We think this can be eliminated for the time being as the Mattituek~ark~District is expanding its holdings and making improvements as they are required in their district. Page 32. Fishers Island' Park - The proposed park area south of the airport cannot be used for this purpose because of the restrictions-in the purchase agreement. There is a definite need for a park on the westerly end of the Island and a good bathing~beach as wells Webelieve a local study should be made, with recommendations from the year'~round residents cf the Island before a specificrecommendation is madel Page32. MaXinas- There. was a long ~iscussionon. need for more marinas and ~oating facilities throughout the ToWna especially the Greenport and westpart of ithe Town. The condition ofthe existing creeks~ channels &iharbors~ docking facilities~ etco was reviewed from Orient'Point west. Itwas agreed some of these channels willneed "Maintenan~c~Dredging"lin the nearfuture, Provision willhave to be m~de for manymore '!marinas"m c~mmercial boatyards with repair .and storage-facilities~ fuel docks, etc. Some specificlocations were discussed but nothing definitely decided. Therewas little further discussion on the "open spaces" programother than agreement'on establishing a "wetlands" program as SPECXAL MEETING OF PLANN/~G BOARD July 8~ 1968 previously discussed. Page 34. Subdivision~Regulations: There have beenproposals for changes in both the Subdivision~ Regulations and the Highway Specificatiens urgently'needed for some time. These have been d/scussed fr~ time to time with the Town Board and the HighwaySuperintendent. A final proposal was drafted with the cooperation of Mr. Raymond Dean, Superintendent of Highways~ and the following letter sent to the Town Board to get their final approval: July 9~ 1968 Southold Town BOard 16 South Street Greenport~ ~.I~~, New York 11944 Gentlemen; After preliminary discussions with yo~r~Board, and several meetingswith the Highway~Superintendenta the Planning Board recommends the following changes in both the Highwa~'Specifieations and Subdivision Rules and Regulations: 1. Ail roads be laid out in a "station mark" system showing elevations, percentage of grade, distances betwccn station ma~ks~ etc. 2. Intergral curb and gutter be installed at all intersections for at least ten (10) feet each side of the curve also at all drain- age inlet structures fro at least ten (10) feet each Side of the inlet. 3' Intergral curb and gutter on both sides of any road where the grade is 5% or more. 4. Full lengthcurb onb~hsides of all roads unless wai~ed by the Superintendent of Highways and thePlanning-Board. Road ProfileMaps to be done on large ~ale clearly readable - such~sshould ~show all drainage structures~ pipes~ recharge basins~ etc~ notmore~than'one re~d per map. ~he Subdivision Rules and Regulations to be amended as follows: 1. Highway and improvement bond to includenecessary drainage structures~ etc. to'take:care of all run off.water from any natural drainage-~ay outside of the bounds of thesubject Subdivisionwhich SPECXAL MEET/~G OF PLANH//~G BOARD --5-- July 8~ 1968 Will in any,way tend to create a drainage-problem within the sub- division area. 2. Preliminary,'map to show all elevations on minimum five foot contours. 3. Six (6) copies of preliminarymap and road profilelmaps to be on large scale, - clearly, readable - showing all drainage structures, culverts, pipes, recharge basins~ etc. using "stationmark'system" with distances~ grades, etc. clearlymarked, to be submitted to the Planning Board att he first meeting after a tenative approval is given. 4. Inspection fee to be 2% of bond estimate as submitted by the Planning Board;s Engineer. 5. Require at' least two days notice from the developer or his contractor prio~r to any work or stage of-work for each operation necessary in the~ subdivision given to both the Planning Board and Highway~Dept. so the construction inspector can be n'otified to be present. 6. A record sheet~of requirements' for each subdivision shall be kept in the file of suchsubdivision and all "work-progress" reports shall be kept on file as submitted bythe Construction Inspector 7. Provide for maintenance of private roads after construction bond.release and prior to dedication to the Town by maintenance bond.or not releasing the original bond or some o~her means. The Planning Board has received amny complaints about the roads in' some of the subdivisions which w.ere not bonded a few years ago. and some other private roads. Upon inspection it was found that some of these roads are in very dangerous condition and a few instances nearly/impassable. Therefore we feel it is essential that some means be found to force the developer to keep these roads in top condition at all times. We intend to review all "unbonded" subdivisions and some of the older subdivisions where roads are in bad condition or'have not been cut in and established yet in hopes something can be done to better these roads. It was voted 'to recommend and request that at least one Town Board member be assigned to attend each regular Planning Board Meeting so that the Town Board will be aware of and familiar with what the Planning Board has before it and the problems that have to be faced.
