OF PLANNING BDARD July 15,' 1968 A special meeting of the Southold Town PlanningBoard was held att he T0wnClerk's Office~ Main Road,~ Southold,, New York., at 7:30 P.'M%'~ July 15,~ 1968. Consultant~. ~oward Terry-Building Inspector. · The minutes of the last meeting CJuly 8) were on'motion by ~er~y' Moisa, seconded by William Unkelbach and unanimously carried; approved as mailed out. A notice w~sreceived from HowardQuinn, Planning Dept. of New York-Stat~'Department' O~'Comme.rce, that the State will help any interested muniCipality, plan ~heir:c~pital improvement program. This notice was filed for'future reference. A copy of-Construction Inspector, Charles Abraham's report on condition of road in:~"Sunset' Knolls" subdivisionwas read and ordered placed in the subdivision file. SPECIAL F~'ET~G OF PLANSI/!~G BOARD -2- Julya 15, 1968 It-was agreed a letter be sent to Stanley Sledjeski~ owner of "Sunset Knolls", to contact-his contractor and have the drainage inlet structures and curbing fixed:to comply with the Highway Specifications, Section II, as he is bonded to comply with these specifications. Chairman John'Wickham reported on a meeting with the'Soil Conservation',People after our meeting last week. ~They-will make maps of the "Howell~Smithfield Park" drainage & recharge area~with damand recommendations for the work to be done~ The Soil Conservation Service will soon finish the "Soils Map" for Southold Town and give us copies of charted overlays and.copies of their work Sheets. There may be a small fee for these items, which the Town will have to pay. (There will be 12 or more sheets.) They'will also give us data on subsoilss subsoil drainage,etc. if we request it. A copy of-Ernest Radford's proposal for minor subdivision off BayAvenue,'East Marion, New York, and application~for "Rolling WoOd Estates" minor subdivision were received and held for the regUlar meeting'Wednesday night. Reading of Book ~I of Raymond'& May report was began on Page 36. with discussion and comments on eachsection. Page 36. Change "Suffolk' County-Water-Authority" and substitute "Districts formed by the Town and operated by contra=t. Page 36. It has been previously agreed that all large wells and large water uses be by permit from the Planning Board. Page 37. There was some discussion on Runoff'waters particularly the~State drainage project south side of the Main~Road, on the Bedell property at Peconic. This has been the subject of some meetings with Mr.. Austin Saar of the State Highway Dept. ( Dept. of Transportation ). Chairman John'Wickhamreported this is now at a Stalemate due to making legal agreements. Pag~ 37. We have firmly established the policy of returning all surface waters to the ground and not letting any fresh water~ "runoff" go into salt water. Page 39 One of the first items of capital improvement program will be a town hall adequate for business purposes and a room for meetings. Recommendations will be made for immediate funding for this capital program. SPECIAL MEETING OF PLANb~ING BOARD -3- July 15, 1968 Some discussion of a location for the Town Hall as the former proposed site has now been sold. Page 39. Eliminate new site for~Mattituck fire house as they have justadded on to the existing building. Also note that Greenport is buildi~q a new fire station although it will not be a central fire house. Page 45. The proposed airport cost estimate figures should be clarified to show initial costs and overall costs and more explicit zoning regulations for an"airport area." Page 46. There was quite a discussion on the Rose airport in O~ient, due t~ its size, location and other hand_~caps it was agreed it should be Phased out-and abandoned soon. ~ Page 46. We recommend extending the East-West runway at Elizabeth Field, Eishers I~land, and improving it as a "top notch" airport. Page 52. There was a long discussion on the L.I. -Connecticut Bridge ~mpact Section. MOSt agreed it will be a long time before we get a bridge in Southold Town but should leave the section as "food for thought" in the event they do decide to locate it here, as it is not a- "dead isSue" yet. Some discussion on an improved.ferry, service to Saybrook. Page 58. Eliminate the enlargement of Rose Field, Orient~ and add a recommendation for enlarging "Stephenson-Beach" to theEast. Page 59. Change park area on south side of'Fishers Island Airport to another location to be selected with local approval. This cannot be. used due to purdhase agreement with the Government. Reading ended at page 59. Planning Board will meet again Monday, July 22, to finish the reading and draft a final report on Book II.
