There were present: Messrs: John Wickham, Chairman; Henry Mci:sa, Vice Chairman; Willi~m ~nkelbach, Alfred Grebe, Frar~Coyle. Also present= Messr$: ~tto W, Van T=¥1, Consultant; Howard Terr~, Buildi~9 Inspector. Mr. SturmandMr.Morganappeared-bef~re the Plara~in9 Board in regard to Bastern Shores, Section V. The Chairman advised, that there wasno ie~er from ~he Superintendent of Hi~bm~y,s approv,~n~ the high~ay layout. Also these roads will have to meet ~e current highway specifications as of ~ay 14~ 1968. There is a letter ~ram.~ the Greenpor~ ,Village Water District. i~ was felt that this s%u%d/vision could be set up for a hearing~ subjec~ to the planning Board re~ei'~is9 a letter from the Superintendent of Highways, apprOVing the highway layout. Water connections~ill be,~__4e for ~%is subdivision. No further action was taken on the matter at this time, Mr. ~ Hoe¥, et al appeared before the Planning Board in regard tothe s~bdivisiomTown Harbor Terrace. Mr. Hoey s~a~ed he had a_n esti~efor putting in the water mains. The ~a~r~an read the estimate for performance bond from Larry Tu~hill. It was felt that this estimate~ $20,~00was a little h~gh.. Cur~ing~was include~ in this estimate, since curbing ~is require~ un,er ~ae highwa~ specifications. $outhold Town Planning Board -2- August 12, i968 Mr. Hoey was advised that he would have to speak to the Superintendent of Highways to see if he was going to require curbing in this s~bdivision. The Board could not recommend the bond until ~his/s done. Mr H~ey staeed t~at the plaxu~b~9 Board bad said that curbing would not be required, however , "he was advised this would he up to the superintendent of Highways. The pexforma~ce bond was dis~sed. It m~as agreed tha~t the figure for the performance bond would probably be reduded in view of the fact one of the reads z is already put in. Mr. H~ey stated he also had ~n estimate for putting waeer mai~s in the subdivision and this figure was lo. er than than presented by Mr. TutSill. He was advised that the bond has to be accepted by the Town Board and the final decision lays with them. He should speak to the Superintendent of Highways and find out exactly what he is going Go requixe. On motion by Mr. Unkelbach, seconded ~y Mr. Coyle, it was RESOLVED that in view of the fact that the estimate for performance bond for T~u Harbor Terrace has been submitted, and that curbing for the entire len~ht of 24 lineal feet will probably not be required~ ~nd that the estimated bond of $20,000 is higher tbs_- seems necessazT, the Flan~g Board would recommend a somewhat lower figure~ for the bond. Ayes:- Mr. Wickham, Mr, Moisa, Mr. Unkelbach, The subdivision of V, Ruch~ entitled SHORE~ST, was briefly ~iscussed, It was stated that the lots on ~he r0ad.will he deep enough in the event ~hat this highway is wi~-nedo There was a letter from ~he superintendent of Highways disapproving the higl~way layout of the roads in +.his subdivision. No further action was taken on it. ~outhold To-~h Pl~Lng Board --3 August 12, 1968 A motion was made, seconded and carried that the following letter be read, accepted into the minutes, and that a member of the Planning Board shall attend the meeting mentioned therein: "August 1, 19~8 "Stanle~S. Van Riper for a grant of land under the waters of X~ng Isla~d$outhd,_Village of Gree~por~, To~n of Southol/, County of Suffolk, New York. Our records indicated that the Village of Greenport, Town of Southold, State Conservation department and State Water Resources Co~m~ssion all have objected' to the issue_nco of this grant. Opposition to this grant is apparently based upon the fact that f~esh wa~er resources in the area will be adversely affected. Futhe~J~ore, at the present time, the Department af the Army, Corps of Engineers has not issued its permit. As you may know, under the Public lands Law there is no mandatory requirements of a hearing for grants of lsu~d under water. However, in the interest of justice and fairness, ah earing will be scheduledin the immediate future.
