Southold Town Planning Board -2- February 4~ 1964 Mr. Van Tuyl brought up for further discussion the matter of the road name in the proposed subdivision of "Sterling Homes" at the south side ManhansetAvenue, Greenport. The owners of this property requested that the Planning Board reconsider lattinq them name the road Stratmors Lane. The Board authorized a letter to be forwarded to Mro Christ Stratakis~ attorney-in-fact and co-owner of this property advising that the Town of Southold has a clear cut policy of not allowing two streets of the same name within the same area. Since the name Stratmors Road was used in the development"Stratmors Estates" they would not be willing to accept the name Stratmors Lane in the "Sterling Homes" development. The Board received the formal application and fee for'~terling Homes"° The area of the land is 5.738 acres and it is boundedand described as follows: Beginning at the intersection of the easterly line of Beach Road with the southerly line of Manhanset-~Avenue~ from said point of beginning running along said southerlyline of Manhanset Avenue,~ S. 68° 35' 50" E. 462.27 feet to a monument and land of Bumble; thence along said land of Bumble and along the several lands of'LaVeglia, Renner, Case~ Getches, Capuano, Trilcott &-Olsen,.$. 2° 55' 00, WZ 638.54 feet to a monument on the northerly.line ofsaid Beach Road; thence along said northerly line of Beach Road, N. 83° 15' 10~ W. 26.35 feet; thence northwesterly along the north- easterly line of said Beach, Road on a curve to the ri~t having a radius of 386.0 feet~ a distance of 533.25 feet; thence along said easterly,line of Beach Road, N. 4° 06' 00" Wo448.~76 feet to thee po~i~t of beginning. Mr. Lefferts P. Edson appeared before the Planning Board with Mr. Joseph Schnsiderl~ President Or'Eastern Shores~'Inc. and Mr. Charles Morgan~ He presented the fee and formal application for the plat and the alternate plan for Sound Drive at the northerly~end of the proposed subdivision. ".Eastern Shores~ Inc." contains 35.580 acres~, is located on the north side of County'Route 27A~ Greenport, and is bounded and described as follows: Beginning at a point on Southold Town Planning Board -3- February 4~ 1964 the northerly side of Middle Road (C.R,.~27) (Nqrth Road) distant 41~0.78 feet westerty when measu,red alon~ the northerly side of said Middle Road from !the southwesterly corner of land now or formerl~ of Freder!ick H. Southold Town Planning Board -4- February~4~ 1964 All parties concerned held a lengthy discussion relative to the alternate plan for Sound Road° The Planning Board was completely satisfied with the new proposal but the owners did not agree. The matter was thoroughly discussed and finally the applicants stated that they would be willing to go along with the wishes of the Planning Board. In making this chan~e it will notbe necessary to have a 10 fro crosswalk in the center of the main block in this subdivision. Mr. Edson advised thathe would have the map amended to show the alternative approved plan and submit three copies to the Planning Board. Mr. and Mrs. Joseph Hoey and Mrs. Genevieve Daly and presumably Mrs. Dal~'~son, appeared before the Planning Beard to discuss the propertyin the. Estate~of Thomas F. Daly at-the east side of Town Harbor~Lane,~ SoRth0'ld, New York. The Board examined a suggested layout-map dated October 23~ 1962 byOtto W. Van Tuyl.& Sen° There is public water along Town Harbor'Lane and the developers plan to extend it into the subdivision, therefore the lots are laid out at 12~500 sq. fto The develepers strongly objected to the idea of public highways and did not wish to have access to the water avail- able to the Public. They were advised that they did not have to build the roads immediately but the roads when they are built would have to be to Town specifications and the access would be required. After considerable discussion v~ative to public water and-the road layout they decided to revise the map and consult with the Suffolk County Health Department and Town Highway. Superintendent. Southold Town Planning Board -5, Pebruary 4~, 1964 This property is bounded and described as follows: Beginning at a monumented point on the southerly line of the Main (State) Road,~ said point being the northeasterly corner of herein described parcel and the northwesterly corner of land now or formerly of'Kander, said point also being 196.97 feet westerly along the southerly line of MaSn (State) Road from the pointof intersection of the westerly line of Bray Avenue and the southerly line of Main (State) Road~ running thence,~.S. 20° 46' 50" E. 1~78.74 feet along land now or formerly of Kander to a monument; running thence S. 69° 13' 10¥ W. 50 feet along land now or formerly of~Katherine Tuthill to a monument; running thence N. 20° 46' 50" W. 164.37 feet along land now or formerly of Venteau Construction Corp. to a monument on the southerly i/ne of the Main (State) Road; running thence N. 53° 10~ 50" E. 52.03 feet to the point or place Of beginning. The Board thoroughly discussed this proposal and it was th~ opinion of the Board the remainder of the property easterly to the corner of Bray'Avenue be included in this change of zone as well as Lot No. 1 to the west as this property is all non-conforming at the present time. On motion of Mr. Unkelbach, seconded by Mr. Grebe, it was RESOLVED that the Planning Board recommend at the TownB~oard on ~ts own motion change the zone from "A" Residentia~l ~'~A~ricultU'ral District to "B" Business Dis'~riet on~Lots t, 2, 3~ 4, and 5 in the Go I. Tuthill SUbdivision,~SeCtion 1~ located on the south side of Main (State) Road, Laurel~ New York. On Lot No. 1 there is a billboard and it is understood the owner originally intended to construct-a model house on this lot. Lot-No. 2 is owned by the applicant, Mro $outhold Town Planning Board -6- February 4, 1964 Northridge, and there is a non-conforming business building located on the lot. On lots 3, 4, and 5 there is presently located a non-conforming business use by Mr. Kander. This is rapidly developing as a business area. There is already a gas station, masonry contractor, public garage, non-conforming vegetable stand and a horse stable in this area. Vote of the Board: Ayes:- Mr.~ Wickham, Mr. Moisa, Mr. Grebe, Mr. Young~ and Mr. Unkelbach. The Planning Board received from the Town Board the original petition of James V. and Frances J, Catfa of 82 Brightwood Street, Patchogue~ New ¥ork~ requesting a change of zone from "A" Residentia'l and Agricultural District to "B" Business District on property located on the west side of North Main Street~ GreenP0rt, with instructions to prepare an official report defining the conditions described in the petition and determine the a~ea so affected with the recommenda- tion of the Board. This property is bounded and described as follows: Beginning at the northeast corner thereof at a point on the westerly line of'Main Street said point being at the south- east corner of land of Hergrueter; thence running southerly along said westerly line of Main Street-S. 26° 31' 50" a distance of 169.86 feet to the northeast corner of land now or formerly of Coveleski; thence running on a straight line westerly partly along said land of Coveleski and partly along land now or formerly of Davidson S. 63° 28~ 10" W° to a point 150 feet from said westerly line of-Main Street; thence running northerly along land belonging ~to'Davidson a lin'e N. 26° 31' 50" W. distance of'169o86 feet to land now belonging to Hergrueter; thence running Easte~ly'S. 63° 28' 10" W.- 150 feet along said straight line of property of Hergrueter to the point or p~ace of beginning. The applicant zequests the change of zone from "A" Residential and Agricultural District to "B" Business District to permit the construction of a professional building. Southold Town Planning Board -7- February 4, 1964 It was the decision of the Board to further investigate this propertyand submit their findings at the ne~t planning Board meeting. The Board very briefly discussed the proposed road to be known as "Charlie's Lane" at New Suffolk. Two years ago this Board had taken this matter up w~th the Suffolk County Department of Pubtic Works as Charlie's Lane joing~ with a county route. At-the present time a l°t'has bee~ sold on this proposed road and the owner wishles to build but cannot obtain a building permit because the road has not been approved and recognition of access cannot be granted by the Board'of Appeals because this ro~d is not passable. The Board again discussed the matter of widening Grilling Street, School ~treet~Extension and North Street at Cutchogue in connection With the proposed change of zone ~ from "A" Residential and Ag~cultural District~tO "B" Business District on the property of~illiam J. Baxter, Jr. and others. A letter Was received from William Wickhami attorney, stating that he has been requested by the Baxter~ interests to advise that they agree to dedicate five additional feet on either side of Griffing Street from the'Post Office northward and five feet on either side of School House Road Extension easterly to their boundary lineo Since it has been discussed before and the above seems to present a problem as to the continuity of the road it was decided that the matter should be held for further discussion with the Baxter interests. Mr. Wickkam reported that'he talk~dlwith Mr, Diffigos of the N~w'¥ark state~iBureau ~fi Plannin! of Co~m~erce and about'ten days ago he talked~ of three departments at,Cornelt regarding the future study of'the Town and everything seems to be in order. There will be a pre-application meeting at'7:30 P~M.~ Thursday~ Februar~ 13~ 1964 at the office of the Supervisor'at Greenport. The next regular meeting of the Southotd Town Planning Board will be held 7:30 P.M.~ Tuesday, March 10, 196~ at the Town Office, Main Road, Southol~ New York. Southold Town Planning Board -8- February 4, 1964 The Planning Board received-from the Town Board a resolution containing proposed amendments to the ~Building Zone Ordinance with instructions to prepare an official report thereon~ The amendments proposed read as follows: io By.amending~Article III~ Section 300 of said Ordinance by adding a new subdivision,, to be Subdivision 4~, to read as follows: 4A. Stables and riding academies, when authorized as a special exception by the Board of~Appeals as hereinafter provided. II. By amending Article III, Section 300, Subdivision 6 or,said Ordinance to read as follows: 6. Public utility buildings, structures~ or facilities, when authorized as a special exception by the Board of Appeals, as hereinafter provided. III. By amending Article IV, Section 400, Subdivision 5 of said Ordinance to read as follows: 5. Offices, banks and financial institutions. IV. By-amending-Article X,~ of sai~ Ordinance by adding thereto a new section to be Secticn 1000~ to r~ad as follows: SECTION 1000B - In any District, no dwelling shall be hereafter ,~erected or altered unless provision shall be made therein for' notless than eight hundred and fifty (850~ square feet-or'space w~thin the exterior of the foundation walls at ground level exclusive of garage~ car park~ car port~ open porches or terraces, or other extensions out-side the body of the house~ Provided~however~ that fifty {50) percent of the habitable area of the second story may be used and applied to the area requirement of the first floor. Notwithstanding anything hereinabove to the contrary the area of the second floor shall be Southold Town Planning Board -9- February 4, 1964 included in computing the area of the total habitable area when the finished floor of the second story has a clear headroom of not less than seven and one- half (7~i/2) feet with knee walls of not less than five (5) feet and when the second floor is serviced by a permanently placed stairway. The Planning Board members reviewed each proposal and decided to hold this matter until thene~t meeting for further consideration. Mr. Young wished the f~llowing items recor~e-~in the minutes as being matters he feels should~be considered and action taken on in the near future: The Town of Southold Highway~Specifications should be revised and strengthened. The sign portion of the Ordinance should be revised and enforced. Parking in connection with new business buildings and apartment houses should be carefully examined and enforced° Each item was discussed by the Board. Mr. Young also brought up the fact'the Town of~Southold will becelebrating its 325th anniversary in 1965o On motion of Mr. Young~ seconded by-Mr. Moisa, it was RESOLVED that a letter be forwarded to the $outhold Town Board calling to their attention the fact1965 will be the 325th anniversary of~Southold Town and stating that it is not too soon to start planning for it. vote of the Board: Ayes:- Mr.~ Wickham~ Mr. Moisa~ Mr. Grebe, Mr. ¥oung~ and Mr. Unkelbach. Southold Town Planning Board -10- February 4~ 1964 Mr. Grebe presented to the Board a newspaper article from The Day~ New London,~Connecticut~ in connection with a proposed tunnel ~nderLong Island. Sound from Long Island toConnecticuto It was agreed by the members of the Planning Board that there are some serious problems that must'be considered in any discussion of a bridge or tunnel from Long Island to Connecticut. One ofthem is the isolation requirements of~Plum Island and another is the conservation of the natural beauty of Fishers Island. The meeting adjourned at 10:10 P.M.
